There are many restrictions in accessing and using digital contents on the internet when their location is changed. URN, which is a method that grants the digital contents a permanent and unique identifier, is replacing the URL to resolve this problem. However, the kernel-metadata registration service and digital contents transformation service are not compatible between the identification systems. When the digital contents service should adopt more than one URN, the user has to make the registration separately for each URN and manage a multiple number of identification number. Furthermore, when a user makes a request for transformation of the digital contents, the identification numbers have to make separate requests to each URN identification system to acquire the appropriate result for the service. In this paper, the objects for identification, kernel metadata, compositional structure, system structure, kernel metadata registration process and the transformation process required for the construction of the URN identification system are analyzed to suggest a new scheme for linking the kernel metadata registration service and the digital contents transformation service that would enable the user to more effectively create and manage digital contents for the KOKKnowledge Object Identifier) and UCKUniversal Content Identifier), which are currently being serviced.
