This article examines how the progress of capitalist economy has developed and changed the concept of human rights. It analyzes the discord between the present world economic system and the international legal and political system in the age of globalization, and presents some requirements for the substantial and feasible internationalization of human rights. The concept of human rights has been conditioned by the development of the capitalist economy. The process of human rights development from the legal and political to the social and economic was in parallel with the process of the capitalist development from laissez-faire to state-interventionism. The internationalization of human rights today is based on the globalization of the capitalist economy. Considering the correlation between human rights and the economic context, international cooperation in human rights issues and the legitimization of humanitarian intervention need to resolve the disarticulation between the principles of world economy and the present international legal and political system.

중국은 이념적 목표를 설정하여 경쟁국들을 압박하고 또 자신의 핵전략을 합리화 하였다. 이념적 목표와 현실간의 확대되는 괴리는 중국에 핵 원칙 자체가 존재하지 않 는다는 비판을 낳고 있지만, 그와 같은 괴리는 중국의 핵전력 상승추세에 대응하고 있 으며, 이념과 실리는 상호보완적인 방식으로 중국의 핵전략을 구성하여 왔다. 중국의 핵무기를 제거하지 않으면 전 세계의 핵무기를 제거할 수 없는 역설적 상황이 이미 도래하였으며, 중국의 핵을 견제하기 위한 세계의 부담은 가중되고 있다. 핵 개발이 궁극적으로 전 세계의 핵무기를 제거하기 위함이라는 중국의 수사법에 대해 세계는 효과적으로 대응하지 못하고 있으며, 이는 중국적 수사법을 이용하여 핵개발을 시도하고자 하는 또 다른 국가들의 대두 가능성을 배제하기 어렵게 한다. 이는 핵문제 에 대한 중국의 이념적 입장이 현실적으로 전략적 효용성까지 확보할 수 있음을 시사한다.

The paper examines the causes and details of changes in the Chinese foreign policy since the Reform and Open Policy and through which analyzes the development of China's strategy of multilateralism and its limit. Since the Reform and Open Policy, the shift of preponderance in Chinese foreign policy to the more practical national interest has caused corresponding changes in the manners of foreign policy, laying more stress upon more active and diverse forms of multilateralism. However, China makes a discrimination among issues in executing multilateralism and she is still facing both positive and negative assessment with respect to her conformity to international norms. As has been shown so far, China is expected to execute bilateralism as a primary approach to the issues related with national security and multilateralism as a supplement. In other areas that are not directly related with national security issues, China is expected to accelerate more active multilateralism. Despite her discrimination among issues, there exists no strict or scientific criteria that can explain China's selective attitude toward bilateralism and multilateralism. The adoption of bilateralism or multilateralism depends on the higher concept of national interest that individualizes issues. The findings imply that any attempt to seek for multilateral cooperation with China needs to be more cautious. 본 논문은 개혁개방정책의 실시이래 중국 외교정책의 변화요인과 변화내용을 고찰하고 이에 기초하여 중국 다자주의외교의 경과 및 한계를 살펴보고자 한다. 개혁개방 이후 보다 현실적인 이해관계를 중시하는 중국의 외교정책상의 변화는 외교방식에도 상당한 변화를 초래하여 보다 적극적이며 다양한 형태의 다자주의외교를 추진하고 있다. 하지만 중국의 다자주의외교는 의제를 차별화하여 선택적으로 적용되고 있으며, 다자주의적 국제규범에 대한 중국의 사회화에 대해서도 긍정론과 부정론이 대립하고 있다. 향후에도 중국은 군사안보분야는 양자주의를 기본으로 하고 다자주의를 보완적 수단으로 사용할 것이며, 여타 분야에서는 다자주의 전략을 보다 적극적으로 펼칠 것으로 전망된다. 하지만 양자주의 전략과 다자주의 전략을 구분지우는 이념이나 이론은 존재하지 않으며, 그것은 국가이익이라는 상위개념에 입각하여 개별적으로 판단될 사안이다. 중국과의 다자주의적 협력체제를 모색하고자 하는 모든 시도는 보다 신중을 기할 필요가 있다.

국제적 스포츠 행사에 있어 대만의 명칭문제는 스포츠에 내재된 국가승인 또는 승인거부의 상징이 전면적으로 문제시된 전형적인 예라고 할 수 있다. 대만의 명칭문제는 스포츠 영역에서 중국이 자신의 외교적 목표인‘하나의 중국’원칙을 관철시킨 스포츠 외교의 대표적인 성공사례라고 할 수 있다. 대만의 명칭문제를 다룸에 있어 중국은 당초부터 스포츠에 대해 정치적으로 접근하였으며, 나아가 스포츠 영역에서의 선례를 정치영역으로 확대시킴으로써 정치의 스포츠화 및 스포츠의 정치화를 매우 효율적으로 접맥시켰다. 본 논문은 국제적 스포츠 영역에서 대만의 명칭문제가 어떻게 다루어졌는지를 검토하고, 중국이 스포츠 영역에서의 대만 명칭문제를 어떻게 정치영역으로까지 확대하였는지를 분석하며, 나아가 중국의 그와 같은 스포츠 외교가 갖는 국제정치상의 효용을 아울러 고찰해보고자 한다. The issue of naming Taiwan in international sport event has been a typical example that sport as a symbol of diplomatic recognition or diplomatic denial becomes a crucial subject matter of dispute. The issue of naming Taiwan could be told to be a success of Chinese diplomacy in pursuing her One-China Policy . In dealing with the issue of naming Taiwan, China approaches sports with political orientation and successfully extended the respective issue to the international political practice. The paper analyzes how the issue of naming Taiwan has developed in international sport area and how the issue has been dealt with in international political area and examines the political significance of the issue in the Chinese foreign policy toward the international society and Taiwan in carrying out her One-China Policy.

본 논문은 정치사회화 매체로서의 스포츠의 특질을 분석하고 이에 기초하여 스포츠의 정치적 상징성 및 상징조작과의 연관 하에서 스포츠의 정치사회화 기능을 고찰해보고자 한다. 나아가 본 논문은 스포츠의 정치사회화 기능의 긍정적 측면을 조장하고 그 부정적 측면을 해소할 수 있는 몇 가지 방안을 제시하고자 한다. 이와 같은 연구는 현대 자본주의 사회에서 두드러진 문화영역으로 자리 잡고 있는 스포츠의 정치적, 경제적 및 사회적 성격을 규명하고자 하는 다양한 학문적 시도의 연구영역을 넓힐 것이며 또한 바람직한 스포츠 정책의 구축을 위한 정부와 시민사회의 노력에 부분적인 이론기초를 제공할 수 있을 것이다. The paper examines the characteristics of sports as the media of political socialization and, based on which, analyzes the function of sports in political socialization in conjunction with the political symbols of sports and the political symbol manipulation through sports. The paper further presents some suggestions to promote the positive aspects of sports and restrain their negative aspects in political socialization. The study will expand the research area for the various academic endeavors to inquire into the political, social and economic nature of sports that has become a conspicuous form of culture in the contemporary capitalist society and provide some theoretical background for governments and the civil society looking for the reformative sport policies.
