Active in Not Being Active (AINBA): how East Asian powers accept R2P

This article explores and compares the positions of two major powers in East Asia—China and Japan—towards the ‘Responsibility to Protect’ (R2P) norm. R2P calls for collective international responsibility in the event that states are unwilling or unable to protect their people. Evaluating the mainstream argument in the literature that China and Japan have recently been welcoming the R2P norm, we ask the following questions: To what extent have China and Japan aligned themselves with R2P? How do international and national factors play out to influence their R2P stance? To summarize our findings up front: unlike what much of the current literature says, China and Japan’s acceptance and practice of the R2P norm are largely pro forma. We argue that they both appear active in participating in the debates but only in order to remain inactive. In other words, they are active participants in the debates and discussions on R2P, but their aim is not to further its usage but to contain its effects. Their current stance on R2P is characterized by what we will call ‘Active in Not Being Active’ (AINBA). The article discusses the key sources and rationale for their AINBA policy with regard to R2P.

식용버섯인 노랑느타리버섯으로부터 혈당상승억제성 α-glucosidase 저해제의 추출 및 특성

식용버섯인 노랑느타리버섯으로부터 α-glucosidase 저해제의 추출과 정제에 대하여 연구하였다. α-glucosidase 저해제는 노랑느타리버섯 자실체를 증류수로 30℃에서 12시간 처리하였을 때 가장 많이 추출되었다. α-glucosidase 저해제를 sephadex G-100 여과 크로마토그래피와 펩신 가수분해, sephadex G-50 여과 크로마토그래피, 역상 HPLC로 정제한 결과 수율과 α-glucosidase 저해활성은 각각 12.2%와 IC<sub>50</sub> 9.10 mg/ml이었다. 정제한 α-glucosidase 저해제는 Thr-Ile-Ala-Phe-Ile-Asp (A)과 Tyr-Tyr-Ala-Ile-Gly-Asp (B)의 서열을 갖고 있는 두개의 헥사펩타이드를 함유하였고 이들의 분자량은 각각 (A)가 678.79 Da, (B)가 643.7 Da이었다. 정제한 α-glucosidase 저해제는 α-glucosidase에 대하여 혼합형 저해양상을 보였고 streptozotocin으로 유도된 당뇨 쥐모델에서 50 mg/kg과 300 mg/kg 투여시 혈당함량을 낮추어 주는, 농도 의존적 혈당상승억제 효과를 보였다. The extraction and purification of the anti-hyperglycemic α-glucosidase inhibitor from an edible mushroom, Pleurotus cornucopiae, were investigated. The inhibitor was maximally extracted when the P. cornucopiae fruiting body was treated with distilled water at 30℃ for 12 h. Purification was achieved using Sephadex G-100 and G-50 filtration chromatography, pepsin hydrolysis, and reverse-phase HPLC. The compound’s solid yield and inhibitory activity were 12.2% and 9.10 mg/ml of IC<sub>50</sub>, respectively. The purified inhibitor contained two hexapeptides with Thr-Ile-Ala-Phe-Ile-Asp (A) and Tyr-Tyr-Ala-Ile-Gly-Asp (B) sequences and molecular weights of 678.79 Da (A) and 643.7 Da (B). The purified inhibitor showed a mixed inhibition pattern to α-glucosidase and a dose-dependent anti-hyperglycemic effect in a streptozotocininduced diabetic Sprague-Dawley rat model, exhibited by decreased blood glucose levels at doses of 50 and 300 mg/kg.

<응답하라> 시리즈의 도식적 내러티브를 통해 본 한국 사회의 문제해결 모델

So far, the <Response> series had been broadcast in all three seasons. In this paper, apart from the previous research that was conducted each season, I attempted to analyze and present the meaning of the main narrative, ‘finding husband’, which is a common narrative of the three seasons. First, the main character’s ‘Finding Husband’ narrative seems to be in the form of a melodrama, because all the problems witch is the reasons for separation of the main characters who are connected with various problems of Korean society such as vulnerable social security, IMF crisis, increasing competition and democratization, are rewarded with emotional excesses by becoming a family through marriage. And these narratives are schematically developed over three seasons. The schematic narrative of the <Response> series seems to be linked to a system in which a home replaces a country. The system in which a home replaces a country is a national system which passes over the fair accountability of the state to families. According to this system, disasters at the national level are always overcome by families, thereby, social contradiction always remains. Melodrama and the system in which a home replaces a country resembles in that respect that by privately overcoming a problem in the community, the problem is always left over. In the <Response> series. the “Find a Husband” narrative as a melodrama genre seems to support the system in which a home replaces a country. At this time, the following is a model of Korean social problem solving that the <Response> series revealed in a schematic narrative. When the community is in crisis, the family community is also in crisis, but it is overcome by the voluntary repression of the desire of the individual. And finally, they are rewarded by building a new community through marriage. However, the problem of solving this problem is solely the compensation of the individual level, so that the social problem remains. 지금까지 <응답하라> 시리즈는 총 세 개의 시즌이 방영되었다. 여기서는 각 시즌별로 진행되던 기존의 연구에서 벗어나 세 시즌의 공통된 내러티브인 주인공의 “남편 찾기”를 주요한 분석 대상으로 삼아 그 의미를분석·제시하고자 했다. 우선 주인공의 “남편 찾기” 내러티브는 멜로드라마 형식을 띠고 있는 것으로 보이는데, <응답하라> 시리즈의 경우 주인공 남녀는 취약한 사회보장, IMF 사태, 갈수록 치열해지는 경쟁, 민주화 등 한국사회의 제반 문제와 결부되어 헤어지지만 서로에 대한 마음을 간직한 채 세월이 흐른 후 결혼해 가족이 됨으로써이 모든 문제를 감정적 과잉으로 보상받기 때문이다. 그리고 이러한 내러티브는 세 시즌에 걸쳐 도식적으로 전개된다. <응답하라> 시리즈의 도식적 내러티브는 가국체제와 연결되는 것으로 보인다. 가국체제란 국가가 수행해야 할 공적인 책임을 가족에게 완전히 전가시키는 국가 체제를 일컫는다. 이 가국체제에 따르면 국가적 차원의 재난은 언제나 가족이 사적으로 극복하게 되며, 그로 인해 사회적 모순은 상존하게 된다. 멜로드라마와 가국체제는공동체에서 발생한 문제를 가족적 차원에서 극복하지만 근본적인 그 공동체의 문제를 상존시킨다는 점에서 닮아있다. <응답하라> 시리즈의 “남편 찾기” 내러티브는 멜로드라마 장르로서 가국체제를 지지하고 있는 것으로 보인다. 이때 <응답하라> 시리즈가 도식적 내러티브로 드러낸 한국사회 문제해결 모델은 다음과 같다. 공동체에 시련이 닥치면서 가족 공동체 역시 위기를 맞게 되나, 개인의 자발적 욕망 억압으로 그 시련을 이겨낸다. 그리고 마침내 결혼을 통해 새로운 공동체를 구축함으로써 보상받는다. 하지만 이러한 문제 해결은 개인적 차원의 보상에 그치므로 사회적 문제는 상존하게 된다.
