The Republic of Korea (ROK) military has pursued development with a focus on the defense force development system since the Yulgok project, which began in the 1970s for the purpose of self-defense. Currently, the ROK defense force development system seems to be very methodical, and it determines requirements by using the joint combat development system, reflects the budget in the defense planning and management system, and manages the acquisition project in the defense acquisition system; however; it has many problems. These problems include fierce competition among the services, limited verification, ambiguous standards and references for requirements, complicated procedures and regulations, and failure to reflect the rapid changes in the security environment and science and technology in military force development. The most important issue is that the Joint Chiefs of Staff should lead the development of the forces based on the concept of joint operations; however, they are focused on only the current operation and neglect their main goals as the top military organization, such as mid- to long-term force development and military strategy. The Joint Chiefs of Staff should revise the organization, mission performance system, and regulations to properly perform the core functions of the defense organization that establishes long-term response strategies and builds response capabilities according to the changes in the security and strategic environment. 우리 군은 1970년대에 자주국방의 기치를 내세우고 시작된 율곡사업을 추진하면서부터 군사력 건설 시스템에 관한 관심을 갖고 발전을 추진하여 왔다. 현재 우리 군의 군사력 건설 시스템은 합동전투발전체계에서 소요를 결정하고 소요가 결정되면 국방기획관리체계에서 예산을 반영하고 국방획득체계에서 획득사업을 관리하는 표면적으로는 아주 체계적이고 합리적인 제도로 보인다. 그러나 실제 현장의 상황을 세부적으로 보면 많은 문제점을 가지고 있다. 군사력 건설의 소요결정과정에서 각 군 간의 경쟁이 치열하고 검증이 제한되는 문제, 소요에 대한 기준과 근거가 모호하거나 절차와 규정이 복잡하고 경직되어 있는 문제, 안보환경의 변화나 빠르게 발전하는 과학기술을 군사력 건설에 반영하지 못하는 문제 등을 대표적으로 들 수 있다. 이 중에서 많은 문제가 합동참모본부가 합동작전개념에 기초하여 군사력 건설을 주도해야 하지만, 현재는 현행작전에만 몰입하여 중장기 군사력 건설, 군사전략 등 최고 군사기구로서 중심적 역할은 소홀하게 수행하여 발생하는 문제이다. 이에 따라, 합참이 안보⋅ 전략환경의 변화에 따라 장기적인 대응전략을 수립하고 대응능력을 건설하는 국방조직의 핵심적인 기능을 제대로 수행하도록 조직과 임무수행체계, 법규를 개정할 필요성을 제기한다.

Free-standing hybridized electrode consisting of double-walled carbon nanotubes (DWNTs) and activated carbon have been fabricated for fexible supercapacitor applications. The xanthan-gum, used in our methodology, showed high ability in dispersing the strongly bundled DWNTs, and was then efectively converted to activated carbon with large surface area via chemical activation. The homogeneously dispersed DWNTs within xanthan-gum derived activated carbon acted as both electrical path and mechanical support of electrode material. The hybridized flm from highly dispersed DWNTs and activated carbon was mechanically strong, has high electrical conductivity, and exhibited high specifc capacitance of 141.5 F/g at the current density of 100 mV/s. Our hybridized flm is highly promising as electrode material for fexible supercapacitors in wearable device.

N/A Objectives: Cardioversion is performed in patients with atrial fibrillation to improve cardiac function, relieve symptoms, and decrease the risk of thrombus formation. Because atrial thrombi are poorly detected by conventional noninvasive techniques, such as transthoracic echocardiography and successful cardioversion is associated with 5 to 7% incidence of embolism in case of no anticoagulant therapy, several weeks of anticoagulation before cardioversion is required. But anticoagulation carries its own risks and the patient must be rehospitalized for cardioversion after several weeks. We evaluated the efficacy of transesophageal echocardiography, a accurate method of detecting atrial thrombi, to exclude the presence of atrial thrombi in patients with chronic atrial fibrillation, thereby allowing early safe cardioversion. Methods: A total 154 consecutive patients after being excluded the cases of paroxysmal atrial fibrillation, sick sinus syndrome, digitalis toxicity, heart failure or angina class 4, myocardial infarction within 6 months, unstable angina, hyperthyroidism, severe systemic disease, long-term anticoagulation, or contraindication of TEE, underwent transthoracic and transesophageal echocardiography followed by cardioversion in 44 patients who agreed cardioversion among patients without thrombi. Before cardioversion, left atrial (LA) dimensions, LA area, left ventricular ejection fraction (LVEF) were measured. Short-term anticoagulation with heparin was used in 44 patients before cardioversion, and then heparin was continued for 24 hours after cardioversion success according to α-PTT. Oral anticoagulation with warfarin was used in selected cases of the failed cardioversion according to PT. Results: LA thrombi were identified in 32 patients (21%) on TEE, and LA thrombi of 25 patients were visualized only on TEE. Cardioversion was deferred with warfarin in these patients. 34 patients (77%) of the 44 patients without thrombi underwent successful cardioversion to sinus rhythm. Clinical and echocardiographic data showed the significant differences between cardioversion-success group and cardioversion-failure group in the duration of atrial fibrillation, LA area, and LVEF (all, p<0.01). None of these patients of both groups had an embolic event, but there're mild precordial hotnesses subsided spontaneously in 10 patients. Conclusion: In patients with chronic atrial fibrillation who are not receiving long-term anticoagulation, atrial thrombi are detected by TEE in a some portion (21%). Although large-scale trials are required to determine whether early cardioversion guided by TEE is safter than conventional therapy, our study suggest that early cardioversion can be performed safely without the prolonged oral anticoagulation before the procedure if TEE excludes the presence of thrombi.
노인성 또는 위축성 질염 치료에 대한 Dienestrol 연구의 임상적효과

1978년 2월 1일부터 8월 10일까지 노인성 또는 위축성 질염 환자 53예에서 Dienestrol연고를 사용하여 그 임상적 경과를 관찰하였으며 그 결과 다음과 같은 결론을 얻었다. 1. Dienestrol 연고는 노인성 또는 위축성 질염에 매우 우수한 효괄ㄹ 나타내었다. 2. Dienestrol 연고는 주사나 경구 투여에 의해서 나타나는 부작용이 전혀 없었다. 3. Dienestrol 연고는 암종 또는 암전구증을 제외하고는 금기 사항이 없어 다른 전신질환이 있을 때도 사용할 수 있었다. 4. Dienestrol 연고에 의한 치료는 장기간을 요하지 않았으며, 대부분 4주 이내에 치료되었다. The effectiveness of dienestrol cream in the treatment of atrophic or senile vaginitis has been evaluated in the 53 patients. In the 53 cases, 36 cases or 67.9%, were definitely improved both subjectively and objectively, or were cured; 11 cases of 20.8%, were not cured, but better improved either clinically or symoptomatically than when they were first seen. In one case or 1.9%, the condition was aggrevated and 5 cases or 9.4% could not be evaluated because of other complications such as trichomonal infestation or monilial infection which was developed after dienestrol therapy was begun. Topical application of the dienestrol cream was prescribed 2 times a day for a one week and once a day for the next one week, and once an every other day after 2 weeks during the last 4 weeks. Total of the cases were 53 cases and the age distribution was from 23 years to 74 years, the most frequent age group was from 51 years to 60 years. Relief of symptoms had to be accompanied by clinical response before the patient was considered improved. The healthy vagina maintained in many instance by using dienestrol cream over 3 weeks. No untoward affects were noted.

This paper describes of one concenteration(O<SUB>3con</SUB>) and ozone generation(O<SUB>3g</SUB>) of lamp type of ozonizer(O-Lamp) which be performed a role of lighting source and ozonizer. O-Lamp is consist of two low pressure mercury lamps. The important conclusions obtained from this paper are as follows. The more quality of supplied gas(Q) decrease, the higher O<SUB>3con</SUB> rise. The more quality of supplied gas(Q) increase, the higher O<SUB>3g</SUB> some rise. The Escherichia coli is reacted on ozone can be sterilized above 99[%]. Also, O-Lamp can confirmed possibility of application as lighting-source.
