        프랑스 창업 지원 교육 정책 연구: 지식 융합 기반 PEPITE1) 정책을 중심으로

        이 글은 프랑스의 대학과 고등교육기관을 중심으로 이루어지고 있는 창업 지원 정책을 살펴보려 한다. 프랑스는 지식 융합 시대에 부응하는 신성장 동력으로서의 창업에대한 높은 관심을 가지고 최근 대학과 고등 교육 기관을 통하여 창업 활동을 활발히 지원하고 있다. 프랑스는 창업 지원 교육 정책을 통해 새로운 경제가치 창출과 산업 활성화를 유도함은 물론 개인의 자아실현이 더욱 능동적으로 미래의 경제, 사회 환경에서고양될 수 있도록 다양한 시도들을 실천하고 있다고 보여 진다. 우리 정부도 창조와 융합의 정신을 바탕으로 창업 지원 교육 정책을 의욕적으로 펼치고 있지만, 관료적 성과주의의 타성을 극복해야 하고, 창업 활동을 단순히 경제 성장 정책의 하나가 아닌 새로운 경제 생태계 구축이라는 개념을 전제로 실천해야 하는 정책의지가 필요하다. 창업 지* 이 논문은 한국연구재단 중견연구자사업 연구과제 과제번호 2013S1A5A2A01019827의 지원을 받아 수행되었음. ** 포스텍 창의IT융합공학과 대우부교수, 단독1) PEPITE : Pôles étudiants pour l’innovation, le transfert et l’entrepreneuriat, 본 논문에서는 대학 창업 교육 혁신 기술 이전 거점 센터로 번역, 명칭한다. 60 유럽연구원 교육 정책은 산업 활성화에 방점이 찍히는 것이 아닌 경제 시스템의 구조적 변화를동반하면서 국민의 삶의 양식을 바꾸는 일과 같은 것이기에 오랜 투자와 긴 전망을 유지해야 하는 것이다. 물론, 프랑스 역시 글로벌 경제 위기와 급변하는 경제 환경 안에서 여유 있는 창업지원 정책이 진행되는 것은 아니다. 그럼에도 불구하고 지식 융합을 통한 새로운 가치창출의 관점에서 창업 활동을 바라보려 하고 있고 비교적 튼튼한 지방자치 시스템과 발맞추어 지역의 특성과 개성을 최대한 활용하려는 노력을 펼치고 있다. 즉, 지식 융합을자연스럽게 유도하면서 혁신적인 창업 프로젝트와 사회, 문화적 환경을 만들어 나가는과정을 주목하여야 할 것이다. 현재 프랑스 창업 지원 교육 정책은 다양한 지원 정책을 2013년에 통합한 PEPITE정책을 중심으로 추진되어 가고 있다. 과거의 정책들이 세금 감면 등을 통한 소극적인 것이었다면, PEPITE 정책은 적극적이고 전방위적인 창업 지원 교육 정책으로 전환된 정책이다. 지금까지 프랑스가 실행하던 정책들이 계승 발전되기도 하고 새로운 정책과 시스템이 개발되어 보완되기도 하였다. 그러나 정책의 분석만으로는 구체적으로 어떻게현장에서 창업 지원 교육이 운영되고, 어떠한 성과를 얻고 있는지를 이해하는 데 한계가 있기에 실제 정책이 실천되고 있는 대학과 고등교육기관들의 우수사례를 분석하여실질적인 참조가 가능하도록 노력하였다. This article is to explore the entrepreneurial supporting policies of the French universities and higher education institutions. France showing higher interest in the establishment of the company as the new growth engine to meet the era of converged knowledge has actively supported the entrepreneurial activities through the universities after work and higher education institutions. France is considered to make a variety of attempts to more actively enhance the self-realization of each individual in the future economic and social environment as well as to create a new economic value and to induce the industrial revitalization through the educational support for entrepreneurial activities. Though Korean government also has enthusiastically taken the educational policies to support the entrepreneurial activities based on the innovative convergence, it may need a policy intention to overcome the habitual routine of the bureaucratic performance-based system and practice the support for entrepreneurial activities on the assumption that entrepreneurial activities are not for just one of the economic growth policies but for the construction of the new economic ecosystem. Educational support for entrepreneurial activities is not for marking with a side dot in the industrial revitalization but for changing the life style of people with the changed structure of economic system, which requires the investments over years and a long prospect. It goes without saying that entrepreneurial supporting policies in France have noy been carried out with ease in the global economic crisis and a rapidly changing economic environment. Nevertheless, relentless effort has been given to make the best use of the regional characteristics and peculiarities keeping pace with the relatively robust local autonomy system and to support the entrepreneurial activities in the light of creating a new value through converged knowledge. In other words, more attention shall be paid to the process of creating the innovative entrepreneurial projects, social and cultural environment while converged knowledge shall be induced without difficulty. For now, the French educational supporting policy for entrepreneurial activities has been carried out centered around PEPITE policy which integrated a variety of support policies in 2013. Past policies including tax reduction were considered negative, while PEPITE policy is a policy which has turned itself to the positive and omnidirectional educational supporting policy for entrepreneurial activities. So far, the policies executed by France have been inherited and developed, and they have been complemented by new policies and systems. However, there's a limit to understanding how the educational support for entrepreneurial activities has been carried out on the spot in a specific way and what results have been obtained, which leads to make a practical reference possible by examining and analyzing the best cases of universities and higher education institutions where the policies have been actually carried out.

      • 各種 皮膚炎에 對한 臨床的 經驗

        Esperson®, a new topical steroid ointment containing 0.05% 17-desoxymethasone, was used in several kinds of dermatoses. Total 50 patients including 10 case of contacts dermatitis, 12 of atopic dermatitis, 8 of seborrheic dermatitis, 6 of nummular eczema, 4 of neurodermatitis, 6 of psoriasis and 4 of pityriasis rosea were treated with Esperson®. Among these 50 patients, we observed excellent effects in 7 patients (14%), good effects in 30 patients (60%), fair effects in 10 patients (20%). Upon these totally 37 patients (74%) revealed excellent to good therapeutic effects on their skin conditions with Esperson®. In some details, 29 out of 40 patients (73%) with eczema and 4 out of 6 patients (67%) with psoriasis, 3 out of 4 patients (75%) with pityriasis rosea revealed excellent to good therapeutic effects respectively. No untoward side effect was noted in all subjects with Esperson®.

        Effect of Dialysis on Aryl Hydrocarbon Receptor Transactivating Activity in Patients with Chronic Kidney Disease

        Purpose: Elevated aryl hydrocarbon receptor (AhR) transactivating (AHRT) activity and uremia in chronic kidney disease (CKD)may interact with each other, further complicating the disease course. In this study, we prospectively estimated serum AHRT activityusing a highly sensitive cell-based AhR-dependent luciferase activity assay in CKD patients and compared differencestherein according to treatment modality. Materials and Methods: Patients undergoing peritoneal dialysis (PD) (n=22) and hemodialysis (HD) (n=38) and patients withpre-dialysis CKD stage IV or V (n=28) were included. AHRT activity and intracellular adenosine triphosphate (ATP) levels weremeasured. We performed a correlation analysis for AHRT activity, ATP levels, and various clinical parameters. Results: AHRT activity and intracellular ATP levels were inversely correlated and differed according to treatment modalities. AHRT activity was higher in non-dialysis CKD patients than in patients undergoing dialysis and was higher in patients undergoingHD, compared to PD. AHRT activity decreased after HD treatment in HD patients. ATP levels were higher in healthy controls than inpatients with pre-dialysis CKD and PD and were further decreased in patients with HD. We noted significant correlations betweenmultiple clinical parameters associated with cardiovascular risk factors and AHRT activity. Conclusion: AHRT activity was elevated in CKD patients, while dialysis treatment reduced AHRT activity. Further studies are warrantedto specify AHRT activity and to evaluate the precise roles thereof in patients with CKD.

        Childhood obesity and endocrine disrupting chemicals

        The prevalence of obesity around the world has increased sharply. Strong evidence has emerged over the last decades that human exposure to numerous endocrine disrupting chemicals (EDCs) is the cause of obesity and obesity-related metabolic diseases. Many EDCs are manmade chemicals that are released into the environment. EDCs are exogenous compounds that interfere with hormonal regulation and normal endocrine systems, thereby affecting the health of animals and humans. The number of chemicals belonging to EDCs is increasing and some of them are very stable; they persist in the environment (persistent organic pollutants). Although they are banned, their concentrations have been continuously increasing over time. This review gives a brief introduction to common EDCs, and evidence of harmful effects of EDCs on obesity-related diseases; we focus in particular on EDCs’ role in causing mitochondrial dysfunction.

      • Malathion이 Mouse 肝細胞의 微細構造에 미치는 影響

        Malathin (0,0-dimethyl 5-[1,2 dicarboethoxyethyl] dithiophosphate) is one of the organic phosphorus compounds and has been widely used as an insecticide. It is well known that the organophosphorus compounds inactivate an enzyme, cholinesterase, and resultant accumulation of acetylcholine effects on a pattern of cholinergic stimulation. Present study has demonstrated the hepatotoxicity caused by malathion, an organophosphorus compound, observing the ultrastructural changes in the cytoplasmic organelles of hepatocytes in mice. The experimental animals were given 0.2ml of malathion diluted in olive oil(100mg/kg) by intraperitoneal injection. The animals of control group were killed at 6 hours after olive oil treatment, and the animals of the experimental groups were killed at 12, 24 and 36 hours after administration of malathion, respectively. The specimens obtained from the left anterior lobes of the liver were stained with uranyl acetate and lead citrate double contrast methods and observed with JEM 100B model electron microscope. The cytoplasmic organelles of hepatocyte in malathion trated mice showed the fallowing significant changes. 1) A slight morphological changes such as dilatation, sacculation and fragementation of the cisternae of rough endoplasmic reticulum associated with detachment of membrane-bound ribosomes and disaggregation of the free ribosomes are recognized. 2) Primary lysosomes were increased in number and formation of secondary lysosomes (autophagic vaculoes and residual bodies) were observed. 3) The smooth endoplasmic reticulum associated with depletion of the glycogen particles were noted. 4) Large amount of lipid droplets were originated. The results obtained in the present study suggested that malathion appeared to by cytotoxic to the liver cells of mice and that the organophosphorus compound would induce retrograde changes characterized by destruction of small organelles of the hepatocytes.
