        Jin Il-Jae Yoo Soong-Jo(1452-1512) was The first Neoconfuciant Who tried to Apply the "song-li-hak", Which is the Chinese dualistic Philosophy, to the Political Principles of the Yi dynasty in the 16th century. But there has not been much studies about how he lived and what Kind of ideas he hand as a Neo-Confucinist and bureaucrat serving the Seven Kings From king Moon-Jong to king Joong-Jong especially during the politically changeable period of the yi dynasty. Accordingly the presnt Inesis is an attempt to see into Jin Il Jae's life and aims basically of elucidating his phiosophy in lerms of his Neo-confucianism. What the writer has found out in this paper can he summarized as follows. Ⅰ. Jin Il-Jae lived aclean life as a bureaucrat and belived that politics should be based on confucianism. But he did not look upon the "Sung-li-hak" merely as a Political method but a target of his study. Ⅱ. Jin Il-Jae belived that the univers was based on Ki(energy) not "yi(principle)". Ⅲ. Jin Il-Jae asserted that a Politician should be able to mange his household well before governing a country this was his applied philosophy.

        국산 Lidocaine 알칼리화를 위한 Bicarbonate 혼합시 침전유발 최소량에 대한 고찰

        Background : When local anesthetics for regional anesthesia is used, usually small amounts of bicar-bonate are added for rapid onset. This addition gives the mixed solution a more alkaline pH. The following result is an increased unionized form of the local anesthetic and rapid penetration of the drug into tiissue. Unfortunately, no data about adequate mixing volumes of domestic lidocaine and bicarbonate is available. Methods : We examined six mixing pairs of two kinds of 2% lidocaines and three kinds of 8.4% bicarbonates for minimum volumes of bicarbonate to cause a precipitation of 2% 20 ml lidocaine. Results : The mean volumes of bicarbonate to cause precipitation were 1.54 ml for Kwang-Myung lidocaine with Kwang-Myung bicarbonate, 2.90 ml for Kwang-Myung lidocaine with Dae-Won bicarbonate, 2.73 ml for Kwang-Myung lidocaine with Je-Il bicarbonate, 0.97 ml for Je-Il lidocaine with Kwang-Myung bicarbonate, 1.26ml for Je-Il lidocaine with Dae-Won bicarbonate and 1.39 ml for Je-Il lidocaine with Je-Il bicarbonate. Conclusions : We conclude that the Kwang-Myung lidocaine and the Je-Il lidocaine could cause precipitation when mixing with a smaller bicarbonate volume than foreign textbook recommended.         집성재 단면구성에 따른 휨성능 평가

        본 연구에서는 몇 가지 새로운 집성재 단면구성 방법을 제안하고, 국산 낙엽송과 합판으로 제조된 집성재의 휨시험을 통해 단면 구성에 따른 집성재의 침성능을 평가 비교하였다. 수평적층(BH), 수직적층(BH), 수직으로 합판보강된 수직적층(BVV)과 수평으로 합판보강된 수직적층(BVH)의 총 네가지 형태의 단면구성 방법에 대하여 실험을 실시하였다. 파괴모드를 관찰하고, 실험을 통해 얻어진 하중-변형 곡선으로부터 MOR 및 MOE를 계산하여 이를 바탕으로 각 단면구성 방법의 휨성능 개선효과를 비교하였다. MOR의 경우에는 결함의 분산으로 인해 수직적층에서 수평적층에 비해 23% 정도의 개선효과를 얻을 수 있었으나, MOE의 경우에는 거의 유사한 값을 나타내었다. 수평으로 합판보강된 경우에는 상대적으로 휨성능이 약한 합판이 사용됨에 따라 MOE가 15% 정도 감소하였으나, 수직으로 합판보강된 경우에는 합판이 사용되었음에도 불구하고 MOE의 감소 없이 MOR이 개선되는 효과를 나타내었는데 이는 전단보강의 효과로 생각되며 이러한 효과를 파괴모드의 관찰을 통해서도 확인하였다. 이상의 결과로부터 집성보의 단면 구성시 라미나의 적절한 배치 및 전단보강 등을 통하여 전체적인 휨성능을 향상시킬 수 있음을 확인하였다. In this paper, bending capacities of glulams with different configurations of cross-section were evaluated. These configurations included horizontal(BH), vertical(BVN), vertical with vertical plywood(BVV) and vertical combination of lamination with horizontal plywood(BVH). Full-scale bending tests were performed to investigate the effect of different section configurations on bending strength(MOR) and stiffness(MOE) of glulam. Compared with type BH, MOR of glulam with type BVN configuration was improved about 23%, which was considered to be caused by defect dispersion effect, while MOE of glulams with these two types of configurations were similar. Because MOE of plywood is generally smaller than that of solid wood laminar, MOE of type BVH glulam decreased about 15%, but in the case of type BVV glulam, MOE was improved without any reduction of MOE. The reason of this result could be undersood in the view of shear-reinforcement effect, which was verified from analysis of fracture mode. From the results of this study, it was concluded that bending capacity of glulam could be improved by proper section design, such as laminar arrangement and shear reinforcement.

      • 지방정부의 목표관리와 예산관리의 연계를 위한 모형 연구 - 부산광역시를 중심으로 -

        There are two recent trends in improving performance of local government: The one is result-oriented budget system developed in European countries; the other is Management By Objectives (MBO) carried out in the United States. Japanese local governments, in which changes in budget system occur relatively slow, attempt to introduce performance-oriented administrative evaluation system while in Korea, Seoul local government makes a move to improve MBO by including performance-based budget system. Busan Metropolitan City has drawn up partially performance-based budgets(PB) in four areas (Financial Management Division, Environment Bureau, Busan Cultural Center and the Special Accounts for Transportation Project) since 2003, but budget system in general remains the same because, the performance proposals in budgets were merely linked with general directors and managers' objectives under MBO. The purpose of this study is to examine expected problems in introducing objective- budget connection system and to find alternatives and implications by analyzing the cases of three cities: Seoul of Korea, Suginami-Gu of Tokyo, Japan, City of Phoenix, U.S.A. Results showed that Suginami-Gu's administrative evaluation system was less effective than that of Phoenix mixing with PB and MBO. That of Seoul having a similar model to Phoenix budget system was turned out to be less effective. This means experience and technique of evaluation are more important in the efficiency of evaluation model rather than structural factors of evaluation model itself. Based on these results, we proposed basic directions of an objective-budget connection system to improve the efficiency of the system and institutional and technical alternatives as follows: First of all, when Korean local governments look for a new objective-budget connection system, Seoul's performance-management model will be a major alternative. Suginami-Gu's administrative evaluation system can be easily applicable, but it is not yet linked with personal compensation and promotion so that it may be passive in developing an evaluation index and its techniques. There for the operational experience and model of Phoenix having a similar model to Seoul's would be helpful. When we introduce a performance-management system of Seoul, we may have to consider the following institutional and technical alternatives in order to increase its efficiency: ① It is required to renovate the structure of Seoul's performance-based budgetary system. The case of Phoenix would be an alternative. ② To develop a performance index corresponding to the characteristics of Busan, it is needed to keep close bondage between evaluation-in-charge department and project departments, and to obtain external institutions' support and NGO's involvement. In this process, an organization's mission should be identified. In the setting up managers' personal goals require a concrete and diverse index like Phoenix's. ③ For performance evaluation as a core function of object-budget connection system, it is required to reinforce evaluation-in-charge department, to establish an adequate evaluation procedure and to carry out systematic training for supervisors' evaluation skill improvement and active participation of staff members. ④ To promote the efficiency of connection model, the inducement measure should be strengthened and its application should be expanded gradually. In Busan's case, bonus is offered as a means of the inducement. As the inducement effect of bonus is not high, the standard for bonus distribution should be varied to enhance the inducement effect. Structural renovation of budget system in the proposed alternatives requires central government's changes in the guide on the compilation of budget, but it can be done on the local government level. Reorganization of the evaluation agency and financial inducement structure can be achieved through local government's individual revision of ordinances and regulations. Thus, institutional restriction is unlikely to occur in the process of introducing a new objective-budget system. Those alternatives are considered as basic contents when Busan Metropolitan City introduces a new system mixing MBO with PB. But supplementary case studies on each country's budgetary structure and related financial system will be desirable. To realize these alternatives, it is required to overcome resistance from members of an organization and to secure political force to settle down the new system. It is desirable for a mayor of local government to have his/her confidence to pursue administrative reform and to obtain supports from community's council and opinions at the same time.
