      • 멀티에이전트 시스템을 이용한 배전 계통의 새로운 복구 지수 평가 방법

        복구 계획은 배전 계통 운영에서 가장 중요한 일 중 하나이다. 본 논문에서는 배전계통의 복구를 멀티에이전트 시스템을 이용하여 계획하는 것을 제안한다. 본 논문에서 제안하는 시스템에서 사용되는 모든 보호기기는 자율성과 통신 능력이 있는 에이전트로 개발되었다. 보호기기 에이전트는 이웃 에이전트와 통신을 통해서 스스로 복구 지수를 계산하는 능력이 있다. 본 논문에서 제안한 알고리즘의 우수성과 효율성을 입증하기 위해서 간단한 배전계통에 적용하여 사례연구를 하였다.

      • Multi-Agent System을 이용한 배전계통 자율 적응 최적 보호 시스템

        The topology of the power distribution network with protection scheme using over current relay is changed frequently because of load change, maintenance, mending and so on, but the setting values of protective devices are maximum values to ignore load and topology changes of the distribution network. Therefore the protection system can't isolate the light fault from distribution system. Currently, multi-agent system is focused one's attention on the world. And also the protective device is made by digital component and it has communication ability through the influence of communication technology. Because of these reasons, "an adaptive optimal protection of a distribution system network using multi-agent system" is proposed to apply multi agent system for automatic operation of protective system in this paper. The characteristic of multi-agent system has autonomy that is self-start ability and intelligence, with own knowledge, reasoning and judging ability. The agent works together to achieve a global goal, in which case each agent does the given job only. A protective agent of the proposed system has two autonomous functions with basic the protective function. One is the detecting function of network change. The other is the resetting function for optimal protection of a distribution system by coordinating with neighbor agents. When the fault is detected on network, agents isolate fault from network, then it sets parameters to new operation conditions by collaborating with other device agents. This system has adaptive protection with optimization "Protectability" applying protection. It is the "Protectability" concept for evaluation of protection system to describe how the system is well protection by an index numerical value. This system can operate optimal protection, because it detects adequate parameter by optimal method based on collaboration with neighbor agent. The purpose of proposed paper is development of system which has automatic detection of network change and rapidly automatic adaptation against network change with optimal method to set adequate parameter for complete protection.

        시간제 공무원제도에 관한 연구 : 도입의 의의와 제도설계를 중심으로 It's Aims and Measures for Extending to the Civil Service System

        정부는 2002년 7월 계약직 공무원의 임용에 관한 규정을 개정하여 공공부문에서도 시간제 계약직공무원을 도입하겠다고 공포하였다. 그러나 시간제 공무원을 도입하려는 주된 이유가 민간부문과 마찬가지로 임금 및 근로조건에서 시간제 공무원에 대한 차별을 통하여 예산의 절감을 도모하기 위한 것이 되어서는 안된다. 본 논문은 이러한 문제의식에서 출발하여 시간제 계약직공무원제도의 성공적 안착을 위한 전제조건인 제도도입의 필요와 의의를 논의하고, 시간제 공무원제도의 도입 및 확대방안에 대하여 살펴보고 있다. 시간제 공무원제도는 현행 공무원제도를 보완하여 행정서비스의 제공에 있어 시민에 대한 대응성을 높일 수 있으며, 공무원들의 개인적 요구와 직업적 요구를 적절하게 결합할 수 있는 계기를 마련해 주고, 사회적으로는 노동시장의 분절화를 완화하고 인력활용을 극대화하는 데 기여할 것이다. 한편, 시간제 공무원제도의 도입을 위한 제도설계에 있어서는 이미 시간제 공무원을 운용하고 있는 영국과 미국 등의 사례에서 확인하는 바와 같이 형평의 원칙과 비례의 원칙이 인사관리의 핵심원칙이 되어야 한다. 즉, 시간제 공무원이라는 이유로 인해 인사관리상의 제반 문제에서 차별해서는 안 되며, 시간제 공무원에 대한 혜택의 범위는 근로시간에 비례하여 결정되어야 한다. 현행 시간제 공무원제도는 계약직 공무원으로 국한하여 도입되었지만, 서구 국가들에서 볼 수 있는 것처럼 시간제 공무원제도가 적극적으로 활용되기 위해서는 계약직 공무원뿐만 아니라 다른 부문의 공무원들에게도 확대되어야 한다. 단기적으로 기능직·특정직·고용직 공무원을 대상으로 시간제 공무원제도를 확대할 수 있을 것이다. 한편, 실적제와 신분보장이 적용되는 일반직 공무원의 경우는 9급을 대상으로 중기 전략에 따라 시간제 공무원제도를 확대 도입할 수 있을 것이며, 상위 직급으로의 확대는 장기적 계획에 따라 점진적·순차적으로 추진하는 것이 바람직 할 것이다. The Korean government announced the introduction of part-time civil servant by the amendment of 'The Regulations on Contracted Service' in July 2002. Unlike the private sector where the employer pursues the cutting back on labour costs through discriminating between part-time and full-time workers in wage and working conditions, the main purpose of this new scheme should not be in cutting the governmental budget. With this practical aim, this paper discusses the necessities of the introduction of part-time civil servant and then examines how to introduce and expand this new scheme in the national civil service system. Arguably, part-time civil servant will contribute to the national civil service system in the followings: It should increase the responsiveness of public service to the citizens. It should enable public officials to harmonize personal needs and career necessities in civil service. It should contribute to solve the problems of 'insider-outsider' cleavages in the labour market and to increase the participation of disadvantaged groups in the labour market. Part-time civil servant should be introduced in the present civil service system on the basis of two principles: the equity principle and the proportionality principle. The former means that part-time civil servant should be equally treated with full-time civil servant in wage, fringe benefits and working conditions. The later means that the amount of wage and fringe benefits for part-time civil servant should be proportionally decided according to his/her working hours compared with full-timer's. Part-time civil servant has been introduced only in contracted service but should be extended to cover the other categories of civil service. In a short term, part-time civil servant can be introduced to technical skill service, specific service in particular educational service and labour service. In a middle term, the extension of part-time civil servant to general service, who is employed according to performance and qualifications and is expected to make a life-long commitment to the service, can be first carried out with 9th grade of general service. And then it could be incrementally extended to upper grades of general service according to the long-term plan.

        집중호우로 인한 산사태 발생 시 비탈면 및 주택 붕괴에 따른 매몰사고로부터 인명을 보호하고자 개인용 재난 대피시설 개발을 위한 선행 연구로 FRP 무보강 및 보강시 3차원 수치해석을 실시하였다. 그 결과 FRP 보강시 낙반 및 산사태 발생으로 단면의 안정성을 확보하는 것으로 나타났다.

        산사태로 인한 매몰사고로 안전약자들의 피해를 최소화 하기 위하여 주택내에 설치 할 수 있는 개인용 재난대피시설이 필요할 것으로 판단하였으며, 개인용대피시설에 적합한 재료선정과 재료 강도특성 분석을 실시하였다.

      • Controlled atmosphere and temperature treatment system for a quarantine tool of Grapholita molesta in apples

        Postharvest insect pest control is highly demanding in agricultural industry including domestic consumer markets and exporting products for a quarantine purpose. Especially, the organic or environmentally friendly agricultural products do not fit to the traditional chemical postharvest treatments using methyl bromide (MeBr) or phosphine (PH3). As an alternative, a physical treatment called CATTS (controlled atmosphere and temperature treatment) has been developed to control various insect and mite pests on ornamental products. The oriental fruit moth, Grapholita molesta, infects the apple or pear fruits and is limited in importing and exporting the infected products. To apply CATTS on this insect pests, the most heat-tolerant stage was determined. Among the immature stages locating on the fruits, the fifth instar larvae were the most tolerant to 44℃ for 20 min. A ramping step of CATTS is to increase chamber temperature from 25℃ to 46℃ under 15% CO2 and less than 1% O2. The ramping rate was positively correlated with the CATTS efficiency. After the ramping step, the duration of CATTS was positively correlated with CATTS efficiency. However, fruit damage by CATTS was negatively correlated with the ramping rate was positively correlated with the CATTS duration. in addition, the CATTS efficiency was highly dependent on the fruit internal temperature at 44℃. From all these parameters, we developed a standard protocol yielding 100% control efficiency of CATTS.

        Teratogenic Effects of Nano- and Micro-sized Particles of Zinc Oxide during Mouse Organogenesis

        Zinc oxide nanoparticles (nZnO) are used in a various range, including ceramic manufacture, photocatalysis, UV filters, and the food industry. However, little is known about the effects of micro- and nano-particles during mouse embryo organogenesis. To determine whether ZnO affects size-dependent anomalies during embryonic organogenesis, mouse embryos were cultured for two days with 300 ug/ml micro ZnO (mZnO;80±25 μm) and nZnO (< 100 nm) and the developmental changes were then investigated. Quantity of Zn by inductively coupled plasma mass spectrometry analysis, and expression patterns of various antioxidant enzymes in the embryos were investigated. Embryos exposed to mZnO or nZnO exhibited severe retardation of growth and development. In embryos exposed to mZnO and nZnO, yolk sac diameter, crown-rump length, and head length were significantly diminished. The morphological parameters, including yolk sac circulation, allantois, flexion, heart, hindbrain, midbrain, forebrain, otic system, optic system, branchial bars, maxillary process, mandibular process, olfactory system, caudal neural tube, forelimb, hindlimb, and somites in mZnO and nZnO-treated groups were significantly decreased. Zn absorption of the nZnO-treated group was significantly higher than that of the mZnO-treated group. Significantly decreased levels of CuZn-SOD, Mn-SOD, cGPx, and PHGPx mRNA were observed in the ZnO-treated group. In addition, antioxidant enzyme mRNA expressions of the nZnO group were significantly diminished, less than those of the mZnO treated group. These findings indicate that 300 ug/ml ZnO showed abnormality and nZnO may have a more severe effect than mZnO in developing embryos.
