        탄소배출권거래정책이 산업구조 개선에 미치는 영향과 메커니즘에 관한 연구

        무절제한 탄소배출로 인해 기후문제가 날로 심각해지고 있다. 중국정부는 “쌍탄”(双碳, 탄소배출 피크와 탄소 중립) 목표를 실현하기 위해 탄소배출권거래정책을 출범시킴과 동시에 추진 중에 있다. 본 연구에서는 이중차분법(DID, difference-in-difference)을 사용해 2010-2019년의 도시 패널 데이터를 기반으로 탄소배출권거래정책이 도시산업구조에 미치는 영향과 그 매커니즘에 대해 실증연구를 진행했다. 결과 아래와 같은 결론을 얻을 수 있었다. 1, 탄소배출권거래정책은 도시산업구조의 개선을 효과적으로 촉진할 수 있다. 2, 탄소배출권거래정책의 영향력은 도시마다 현격한 차이를 나타냈다. 직할시 차원에서 베이징과 상하이의 정책 효과가 텐진, 충칭보다 훨씬 더 선명하게 나타났고 동부 도시의 정책 효과가 중서부 도시보다 더 우월하게 나타났다. 한발 더 나아간 연구에 의하면, 기술혁신과 외국인투자, 인적자원 등 변수는 탄소배출권거래정책과 도시산업구조 개선이라는 인과관계에서 중개 역할을 하고 있다는 점이다. 본 연구는 전국적 범위의 탄소배출권 거래시장의 확립과 도시산업구조의 개선 그리고 녹색경제의 발전 등 분야에 새로운 시각을 제공했다.

        중국의 고등교육 수익률이 성별 차이에 미치는 영향에 대한 연구 — CGSS 데이터베이스에 의한 분석

        Based on the data of CGSS database and Mincer income equation, this paper estimates the educational return to higher education groups in China by selecting sample data in accordance with the content of the study. The study found that the rate of return to education is different among different educational groups, and the income of wages increases with the improvement of education level. The rate of return to education is obviously different between men and women, and the rate of return on education of women is generally higher than that of men. It is suggested that the education level of the people should be improved by increasing the multi-level investment in education; Promoting gender equality in employment through strengthening the legal system; Enhancing the sense of Corporate Social responsibility to make the Employment Market develop harmoniously; Women increase their social competitiveness by upgrading their human capital to further improve existing problems.

        중국유학정책이 ‘留韓熱’의 지속적인 유지에 미친 영향 연구

        개혁개방이후 중국은 수십 년간의 실천과 노력을 거쳐, 시대에 맞고 실용적인 중국특색을가진 유학정책을 출범하였다. 이 정책은 정부의 파견유학을 유지하는 동시에 자비유학도 격려하는 방식을 결합한 종합적인 발전 모델을 제시하였다. 글로벌 인재의 육성을 목표로 하는 이중국특색을 가진 인재강국(强國) 계획은 국가의 다 방면에 적극적인 영향을 미치면서 중국유학생이 체류하는 국가에도 심층적인 변화를 가져왔다. 한중 수교 이후 중국은 약 10만 명 학생의 한국유학을 통해 한중간의 우호교류와 합작을 진일보 촉진하고 강화하였다. 그러나 한국은 유학생의 증가에 대한 관리시스템이 충분히 대비 하지 못 하기 때문에 중국학생이 한국유학과정에 각종 난점을 겪게 하였다. 한국정부는 ‘留韩热’과 고등교육 시장의 건전한 발전을 추구하기 위해 정책조정을 통해 중국유학생이 직면하는 핵심적인 문제를 해결하는 것이 아주시급하다. 한국은 해결책을 찾는 과정에 이미 유학생대상로 전방위 서비스를 제공 가능한 중국유학정책의 모델을 참고하는 것이 현실적이다. 뿐만 아니라 한국은 중국유학생대상로 취업지원을 제공하는 과정에 중국정부의 협력을 받는 중요성에 대한 충분히 인식을 갖고 있어야 제시간에 ‘Study Korea Project’ 목표를 달성할 수 있을 것이다. Since the reform and opening, after years of practice and sophisticate, China has introduced the policy of studying aboard․ with contemporary and practicability with Chinese characters. The core of this policy is in precondition of insisting government dispatching, combining and advocating a comprehensive mode with self financed studying abroad. Such a national development mode with a core goal of culturing international talents not only effectively promoted economic development and social progression, but also coursed positive profound influence on internationalization of higher education industry and development of national economy of various countries around the world, even on friendly exchange and deep cooperation among countries. Currently Chinese students studying in South Korea are the majority of over sea students in South Korea, so the trend of they studying in S.K., as well as a reasonable personnel replacement or not, both would course direct and enormous influence on South Korean higher education market. However, currently problems existing in South Korean society, higher education institutions, employment market, etc. have become significant barriers for Chinese students keeping a reasonable personnel replacement, maintaining “Study in South Korea Upsurge”, even for health development of S.K., higher education market. In process of settling the problem of limited employment market for Chinese students in S.K.,, this paper considers that it is hard to essentially settle the problem of Chinese students in S.K., difficult to get job only by action of South Korean government. On the contrary, in China, based on national development and actual social requirements, the government conducts administration and encouragement on Chinese students studying abroad through the method of issuing relevant policies and regulations. So through the policy of studying abroad focusing on comprehensively service, Chinese government has effectively cultured and attracted lots of over sea stop talents to work in China. In the specific regime of China, the state owns over whelming authority while having monopolistic dominance for resources, so in China the government can provide employment opportunities for excellent “Korean Studied” students desired by the country and the society. In the past 20 years, about 100,000 Chinese students have studied in South Korea, and it is an incontestable fact that this group has actively contributed to high speed development of S.K., higher education market. Therefore the policy of studying aboard with Chinese characteristics becomes the critical factor to promote South Korea government to achieve “Study South Korea Project” as schedule or even ahead of schedule.

        중국유학생의 한국 유입 급증에 따른 대안 모색

        This paper focuses on understanding various problems facing Chinese students in Korea`s universities, reviewing Japan`s policy against overseas students and drawing policy implications concerning Chinese students in Korea. It is necessary that the Korean government and the universities in Korea should prepare the following measures. First, the Korean government and the universities in Korea should propose overall blueprints including entrance into school, the period of attendance at school and after graduation. And then, the government should propose the guidelines and policy assistance helping every university admit some students. Finally, each university should prepare the specialized strategy in granting admission to overseas students. It is desirable that the universities specialize in majors having relative advantage and grant admission to overseas students to apply for those kinds of majors.

        중국의 산업집적과 경제성장 간 순환누적 효과에 관한 연구 ― 2007-2018년 현급 패널 데이터를 중심으로

        In this paper, we take the mutual influences between the secondary industry agglomeration and economic growth in China’s county level as the research object. The panel data simultaneous equations models are specified to analyze the existence and change characteristics of the cyclical cumulative effects of industrial agglomeration and economic growth. The results show that industrial agglomeration and economic growth not only have a significant two-way relationship, but also they achieve their own cyclical cumulative effect based on the paths of “industrial agglomeration-economic growth-industrial agglomeration” and “economic growth-industrial agglomeration-economic growth” respectively. In terms of dynamics, compared to 2007~2013, the cumulative effect of agglomeration under the periodic impact of industrial agglomeration in 2014~2018 is weakened. The increasing diffusion effect leads to the decline of the role of industrial agglomeration in the economic growth cycle accumulation. In addition, the cumulative effects of different regions show heterogeneity characteristics. The cyclical cumulative effects of industrial agglomeration and economic growth are more significant in underdeveloped counties. In some economically developed counties, however, the industry isomorphism and the demand for the upgrading of industrial structure make the cumulative effect of industrial agglomeration become weak, and the crowding effect also makes the cumulative effect of economic growth decrease.

        政府规制视角下金砖国家碳排放控制路径研究

        Unreasonable carbon BRICS appear in the process of economic growth in the emission of the negative externalities of the typical characteristics, needs under the government strong interference can be effectively controlled. In this paper, we study the relationship between environmental quality and economic development of the BRICS by using the semi parametric regression model, and explore the effective path to promote the coordinated development of economy and environment in the BRIC countries by introducing relevant control variables to determine the main influencing factors of EKC. The results show that: most of the BRIC countries in the environmental quality and economic growth in the presence of decoupling phenomenon; due to the industrial structure, urbanization and energy consumption and other aspects of the existence of irrational phenomenon to reduce the environmental quality; The promotion of sustainable development helps to improve environmental quality and promote economic development. The policy recommendations of this research is that the BRICS should pay more attention to the quality of economic development and energy saving and emission reduction work, and should adopt the strong low-carbon technology development and application of financial investment, promote the construction of ecological civilization, strengthen international cooperation, strengthen supervision and law enforcement efforts and other measures to achieve sustainable development goals. 金砖国家在经济增长过程中出现的不合理碳排放具有典型的负外部性特征,要通过政府强干预进行控制。本文延续EKC理论研究路线,利用半参数回归模型对金砖国家环境质量与经济发展间的互动关系进行研究,并通过引入相关控制变量确定引发不合理碳排放的主要影响因素,探索促进金砖国家经济与环境协调发展的有效路径。研究结果表明:大部分金砖国家在环境质量与经济增长之间存在脱钩现象;产业结构、城镇化和能源消耗等方面存在的不科学性降低了环境质量;推动可持续发展对改善环境质量和经济发展有促进作用。政策建议是金砖国家要高度重视经济发展的质量与生态保护工作,通过采取加强低碳技术研发与应用的财政投入力度、推动生态文明建设、加强国际合作、加大监督与执法力度等措施提高政府治理的有效性和推动可持续发展。
