        Coproducing Quality Performance Information Through Institutional Design: Proposal for a Data Exchange Structure

        Quality performance information has been regarded as a significant step toward managing public performance. Although a correlation between the quality of information and its actual usage among managers in high-accountability policy areas has been found, quality performance information has not been properly provided to practitioners. This study takes an Institutional Analysis and Development approach to assess an appropriate institutional framework that facilitates state agencies and academics to coproduce this information. Based on a conceptual framework, we analyze a public information system of the Workforce Data Quality Initiative in Ohio and carry out a content analysis with NVIVO. It is found that arrangements that can manage the incentive dynamic in this process may help to align heterogeneous stakeholders in a mutually supportive fashion. Also, the research agenda and information resulted from being coproduced for management and academic purposes, simultaneously. This use of administrative data sheds light on how quality performance information can be coproduced under an appropriate institutional arrangement between administration and research communities. It is suggested that accessibility to the information system among various stakeholders should be improved.

        대만 결혼여성이민자 현황 및 워라밸에 관한 연구: 직무 스트레스, 직장내 괴롭힘, 직업 만족도 및 삶의 만족도를 중심으로

        결혼여성이민자의 증가는 세계적인 흐름으로 대만에서도 주요한 사회 현상이 되고 있다. 그러나 기존의 연구에서는 이들을 전통적인 어머니, 며느리, 부인의 역할에 초점을 맞추었으며 대만에서 일하는 근로자로서 이들의 워라밸에 관한 논의는 이루어지고 있지 않다. 많은 결혼여성이민자들이 대만내에서 가정밖에서 고용되어 일을 하고 있으나 이들은 직무에서 받는 스트레스와 직장내 괴롭힘의 대상이 되기도 하며 일과 삶에 있어 어려움을 겪고 있다. 직무에서 오는 스트레스와 직장 내 괴롭힘은 결혼여성이민자들의 워라밸에 많은 장애를 주기에 이들의 직업 만족도와 삶의 만족도가 큰 영향을 받게 된다. 이러한 상황을 반영하여 본 연구는 대만 결혼여성이민자들의 현황 및 워라밸에 영향을 주는 직장 내 괴롭힘, 직무 스트레스, 삶의 만족도, 직업 만족도 간의 관계를 살펴보고자 한다. 본 연구는 대만 타오위안 정부의 협조를 받아 타오위안에 소재한 제조업체 공장에서 일하는 대만내 결혼여성이민자들을 대상으로 설문조사를 실시하고 STATA 프로그램을 통하여 총 5개의 가설을 구조방정식(Structural Equation Modeling)을 이용하여 검증하고 분석하였다. 본 연구의 분석 결과 결혼여성이민자들 직무 스트레스가 이들의 직무만족도에 부정적인 영향을 주며 결혼여성이민자들에 대한 직장 내 괴롭힘 역시 이들의 직무만족도에 부정적인 영향력을 미치며 결혼여성이민자들의 직업 만족도는 이들의 삶의 만족도에 긴밀한 영향을 준다는 사실을 밝혔다. 특히 직무만족도가 직무 스트레스와 삶의 만족도의 관계, 그리고 직장내 괴롭힘과 삶의 만족도의 관계를 매개한다는 사실을 증명하였다. 본 연구는 제조업체들이 결혼여성이민자들의 심리적인 면을 고려하여 직무 스트레스와 직장내 따돌림을 방지할 수 있는 대책을 마련하여 직무만족도를 향상시켜 그들의 삶의 만족도도 함께 증진시킬 것을 제안하였다. 특히 직장내에서 결혼여성이민자들을 대상으로 온보딩 프로그램 (Onboarding Program)을 실시할 때 직무 스트레스와 따돌림에 관하여 어떻게 대처하고 지원받을 수 있는지에 관한 내용을 포함시킬 것을 제언하였다. 이러한 대책이 구비되어야 이들의 워라밸을 향상시킬 수 있으며 특히 이들의 워라밸을 위해 정부, 제조업체, NGO간의 긴밀한 협력이 필요하다는 사실을 강조하였다. 추후 싱가포르, 한국, 일본 등의 국가들과의 비교연구를 통하여 보다 심층적인 연구를 실시할 필요가 있다.

        Interleukin-20 targets podocytes and is upregulated in experimental murine diabetic nephropathy

        Interleukin (IL)-20, a proinflammatory cytokine of the IL-10 family, is involved in acute and chronic renal failure. The aim of this study was to elucidate the role of IL-20 during diabetic nephropathy development. We found that IL-20 and its receptor IL-20R1 were upregulated in the kidneys of mice and rats with STZ-induced diabetes. In vitro, IL-20 induced MMP-9, MCP-1, TGF-β1 and VEGF expression in podocytes. IL-20 was upregulated by hydrogen peroxide, high-dose glucose and TGF-β1. In addition, IL-20 induced apoptosis in podocytes by activating caspase-8. In STZ-induced early diabetic nephropathy, IL-20R1-deficient mice had lower blood glucose and serum BUN levels and a smaller glomerular area than did wild-type controls. Anti-IL-20 monoclonal antibody (7E) treatment reduced blood glucose and the glomerular area and improved renal functions in mice in the early stage of STZ-induced diabetic nephropathy. ELISA showed that the serum IL-20 level was higher in patients with diabetes mellitus than in healthy controls. The findings of this study suggest that IL-20 induces cell apoptosis of podocytes and plays a role in the pathogenesis of early diabetic nephropathy.

        How Are Migrants Viewed in the Eyes of Employers? Double Exclusion among Immigrants in Taiwan

        While many countries are open to those born elsewhere being part of their nation, surveys find that this acceptance comes with a certain prerequisite—that it is important to speak the dominant language. This prerequisite has been continuously observed and studied in the field of labor market performance. This study surveys 1,043 employers in Taiwan for their willingness to hire foreign brides from Southeast Asia or Mainland China. The link between the proficiency of the use of language among immigrants and direct job discrimination in Taiwanese workplaces is confirmed. Results show that vocational trainings provided by the government to immigrants are not positively associated with a willingness to hire among employers. Policy recommendations are provided with regard to the establishment of language courses.

        Climate Change and Gender Inequality in Taiwan’s Green Industry: Why is Female Competency Development Mattered?

        Purpose - In spite of the growing importance of Taiwanese green industry, most of employees who work in this industry in Taiwan are dominated by males. Only a few females are working in this industry and their wage is lower. This research is applying role congruity theory which explains why females share only a small portion in Taiwan’s green industry. This study addresses a research question, “How has the gender inequality and discrimination been reflected in the occupation structure of Taiwan’s green industry? How has this gender occupation structure influenced females in the green industry? Research design, data, and methodology - To find out the impact of gender role in the green industry, the dataset of the 2015 Taiwan Social Change Survey is used. Using STATA, t test has been implemented to address our research question with three hypotheses. Result -All of hypothesis were all supported. It is found there is a statistical difference in stereotypical thinking between female who work in the green industry and the non-green industry of Taiwan. The limited female representation in the green industry of Taiwan influences job matching and job satisfaction significantly. Conclusion - This study suggests the Taiwanese government should encourage STEM education for females and provide more relevant vocational education and training particularly for females competency development in the green industry. By providing vocational education and training to meet the skill needs of greener economy resilient to climate change, Taiwan s green industry will grow further and will overcome gender inequality and discrimination.

        Fabrication of Resistive Random Access Memory by Atomic Force Microscope Local Anodic Oxidation

        The fabrication of gallium, zinc and nickel oxide nanodots for application of resistive random access memory (RRAM) was demonstrated using the atomic force microscopy (AFM) local anodic oxidation technique. Thin metal ¯lms were deposited on indium tin oxide conductive glass substrates. In the atmospheric environment, using AFM equipped with an Ag-coated probe can generate metal oxide nanodots locally on the metal films. These nanodots act as an insulator layer in a single unit cell of the RRAM. The voltage-biased method allows devices to reset from a lowresistance state (LRS) to a high-resistance state (HRS) at 0.9 V. These results show the ability of the AFM local anodic oxidation to produce 50 nm NiO nanodots on glass substrates for potentially high-density RRAMs. As we developed the characteristics of the structure, we found that a lateral NiO nanobelt RRAM performs very low power operation from such experimental manufacturing process. Using a current-biased method, the lateral device switches from a HRS to a LRS with a low writing voltage of 0.64 V.
