        아시아의 경관계획제도 비교 및 경관교육 추진

        본 연구는 아시아 각국 중 활발히 경관계획이 수립되고 있는 일본과 우리나라를 대상으로 경관데이터베이스를 구축함과 동시에 경관제도를 비교하고 분석함을 목적으로 했다. 경관법 제정후의 우리나라의 경관법(2008.3)과 일본의 경관법(2004.6) 그리고 그 조례와 시행사례를 한국과 일본을 대상으로 비교하여 특징을 파악했다. 일본에서는 2010년 12월 1일 현재 472개의 지자체가 경관행정단체이며 우리나라는 2010년 3월 1일 현재 83지자체가 경관행정단체임을 알 수있었다. 한일 양국의 경관법은 전체적으로 보면 유사한 구조로 구성되어 있으나 우리나라의 경우 부칙과 벌칙규정이 없고 일본의 경관법에는 경관지구조항이 있다는 점 등이 특징이라 할 수 있다. 본 연구에서 도출된 결과들은 앞으로 동아시아지역의 경관계획 또는 경관제도의 확립 및 발전에 기초자료로서 활용할 수 있으리라 기대된다. This study is to compare and analyze the current status of landscape planning system in Korea and Japan by establishing the landscape database utilizing geographic information system(GIS). Specifically, landscape laws and their ordinances enacted in Korea and Japan and their implementation cases were compared to identify the characteristics. As of December 1, 2010, landscape administrative bodies are composed of 472 local governments in Japan while as of March 1, 2010, they are 83 local governments in Korea. The landscape laws in Korea and Japan have a similar structure overall. However, there are no supplementary provision and penal provision in the Korean landscape law whereas there is landscape district provision in the Japanese landscape law. The results of this study would be used as a base for building up the landscape planning and policy in the East Asian region.

      • Analysis, control, and economic impact assessment of major blackout events

        <P>Recent large-scale blackouts in North America, Europe, and other countries raised great concerns over the reliability of our electric energy infrastructure and the economic impacts of blackouts. These blackouts were caused by a cascading sequence of events involving line outages, overloading of other lines, malfunctions of protection systems, power oscillations and voltage problems, and system separation and collapse. In this paper, common characteristics of blackouts are identified by analyzing the cascaded events of the blackouts. It is important to take appropriate control actions to alleviate overload and emergency conditions in a power system in order to avoid catastrophic power outages. This paper discusses available control procedures and emergency control systems needed to help prevent catastrophic outages. Economic losses from these blackouts in the U.S., Europe, and other countries were significant. An evaluation of the economic costs of blackouts can be used to estimate the benefits of emergency control systems that can be installed to prevent blackouts. This paper provides an overview of the assessment methods and procedures for evaluation of the economic costs of blackouts. This paper also describes the generic procedure of an event study to measure the economic impact of blackouts on the values of the firms in financial markets.         유신체제에서 고등학교 교육과정으로 본 ‘군사적 교육’

        본 연구의 목적은 박정희 대통령 집권 중 유신체제에서 실시한 고등학교 교육과정에서 나타난 ‘군사적 교육’의 의미와 목적을 살펴보는 것이다. 연구방법은 ①'국민교육헌장' 관련 키워드 추출, ②'군사적 교육' 관련 키워드 대조, ③주요 3개 교과의 특징과 분석 결과의 3단계로 나누어서, 학교 교육과정과 군사주의 이데올로기의 연관성에 대해 분석한 것이다. 분석 결과 유신체제기 고등학교 교육과정에서 볼 수 있는 군사적 교육이란 〈협동심〉, 〈국방〉, 〈애국심과 조국에 대한 긍지〉, 〈반공〉, 〈국가와 봉사의 태도〉, 〈규율과 질서〉, 〈효율〉, 〈책임〉을 함양하는 교육이었다. 이는 정부가 근대화를 위한 방법으로 군사적 교육을 이용하여 군사주의 이데올로기를 주입하려 했던 것이다. The purpose of this study is to examine the meaning and purpose of 'military education' in the Senior High School Educational Curriculum conducted by the Yushin system during the Park Chung-hee presidency. This research employed three methods: 1. Extracting keywords from the 'National Chart of Education', 2. Contrasting these keywords with ' Military Education ', and 3. Analyzing the features of three main courses. As a result, the 'Military Education' in the 'High School Curriculum' during the Yushin Regime primarily comprised eight elements: 'Cooperation', 'National Defense', 'Patriotism and Pride in the Homeland', 'Anti-communism', 'Attitude Towards the Nation and Service', 'Discipline and Order', 'Efficiency', and 'Responsibility'. This reflects the government's effort to train citizens who would contribute to modernization through school education, using military education as a mean to instill a militaristic ideology.

        Japanese Experiences of Smart City Policies: User-Driven Innovation in Smart Community Projects

        Since the term smart city was coined, theories and practices of smart cities have flourished. Regarding the theoretical aspect, user-driven innovation has been discussed in studies on the innovation ecosystems of smart cities. Smart cities have been built in various countries around the world in recent years, including in Japan, which has experienced the same global trends in smart cities since 2010. Four smart community projects run by the Agency for Natural Resources and Energy between 2010 and 2014 followed such trends. The present study addressed user-driven innovation using the quadruple helix model as an analytical framework for the four smart community projects, and the outcomes of the projects were evaluated. In conclusion, the smart community projects were evaluated as successful. However, it was revealed that these projects were not completely conducive to user-driven innovation.

        Developing an Overseas Field Practicum for Pre-Service Japanese Teachers from Korea

        본고는 프로젝트에 기초한 개발 연구이다. 여러 해 동안 개발학 분야에서 이용되어 왔던 연구수법이지만, 본론에서는 대학교육에서의 일본어교원 양성 과정의 커리큘럼 연구에 응용했다. 본고의 목적은 본지 제27집(2012)에 필자가 개재한 말레이시아에서 의 교육실습 평가 프로그램에 관한 논문에 대하여, 그 성립 과정의 경위에 대한 문의 가 있어, 이를 밝히고자 함에 있다. 또한, 프로젝트 성립과정에 관한 선행연구를 조사 한 결과, 유럽과 미국에서 개발된 프로젝트에 기초한 개발 연구가 가장 합당한 연구 수단이라는 결론에 이르렀다. 필자는 프로젝트 개발을 커리큘럼 개발에 적용하여 실 시하기 시작한 2009년도부터 작년도까지의 경위를 밝히고 그 변화에 대하여 논리적인 정합성을 취하고 있었는가에 대한 분석을 시도했다. 그에 따라 모든 학문분야에서 가 장 중요한 연구의 재현성을 구현하고, 본 연구를 참조함에 따라 보다 용이하게 벤치 마킹을 할 수 있을 것이다. 본고는 급격하게 저출산이 진행되고 있어 교원의 길이 좁아지는 가운데, 중국, 특 히 영어권에 서 교육실습을 행함으로 경쟁력을 향상시키고, 나아가 다문화화가 진행 되는 한국 사정에도 대응 가능한 차세대형 교원 양성 과정의 파일럿 모델을 제언한다.

      • Satellite experiments on Variable Polarization/Frequency Division Multiplexing(VPFDM)

        We report the results of satellite experiments on Variable Polarization/Frequency Division Multiplexing (VPFDM) and its operational principles. VPFDM is a new multiple access method that enables each user to freely utilize dual polarization and frequency resources. No BER degradation was observed in VPFDM satellite experiments, meaning that the VPFDM modem can demodulate received signals as expected regardless of the polarization rotation angle or dynamic polarization rotation. Because of this performance, we expect VPFDM to be applied to the maritime satellite communications service called Earth Station onboard Vessel (ESV)[l][2], to which Ku band is allotted as a primary band in the WRC 2003.

        Food plants suitable for mass rearing of the coconut hispine beetle Brontispa longissima

        The invasive pest Brontispa longissima(Coleoptera: Chrysomelidae), native to Indonesia and Papua New Guinea, has extended its distribution to Australia, Asia and Pacific islands and caused serious leaf damages of the coconut palm Cocos nuciferain the invaded regions. Although biological control using parasitic wasps has successfully reduced population density and leaf damage levels, this pest and its natural enemies have not been efficiently producedin conventional methods using young leaves of C. nucifera. In the present study, we examined suitability of plants easily available in Thailand and Japan for mass rearing of this pest to develop effective mass rearing system of this pest. Mature, green leaves of the palms were also suitable for immature development and adult reproduction of this pest. Since mature leaves of C. nucifera are more abundant and less contaminated with fungus than the unopened leaf buds, mature leaves could be a promising plant diet for mass rearing of B. longissima. Ornamental palms such as Hyophorbe lagenicaulis and Washingtonia filifera were also suitable for immature development and reproduction of B. longissima. Away from palms, the cattail Typha spp. can sustain immature development and adult reproduction of B. longissima. In the area where C. nucifera is rare or not available, W. filifera or Typha spp. would be good food plants for mass rearing of this pest.

        Effect of ammonia treatment on white birch wood

        <P><B>Abstract</B></P><P>Transverse sections of white birch (<I>Betula platyphylla</I>) were treated with anhydrous ammonia at 60-140°C (ammonia treatment, AT). As a result, the crystal structure of cellulose in the AT samples changed to cellulose III<SUB>I</SUB>, and acetamide was produced. The surface area of the AT samples, the amount of sugar released upon acid hydrolysis and the lignin content were not changed. However, a small amount of lignin became acid soluble. Mäule color reaction, indicative of the presence of syringyl lignin, showed decreasing color intensities with increasing temperature of AT. The results can be easily interpreted that AT affects ester linkages and side chains of hemicelluloses and syringyl lignin. In addition, AT was carried out on 1-μm thick transverse sections and block specimens. Xylanase treatment and immunolabeling revealed that AT enhances xylan degradation, but ray cells are resistant to xylanase even after AT. On the block sample, a deposited xylan layer appeared on the inner surface of fiber cell walls. Apparently, xylan moved to the surface in contact with the fluid ammonia during AT. The vessel cell wall did not show a similar migration effect, indicating a cell wall-specific interaction with ammonia.</P>
