Endogenous Development Strategy of Technopolis in Korea: Case of Daedeok INNOPOLIS

The development of Technopolis and the establishment of innovative ecosystem have made an important contribution in South Korea's latest industrial development and economic growth. Particularly, Daedeok INNOPOLIS which is responsible for the central role in the national science technology advancement was founded as the Science Town in the 1970s. Since then, it has undergone three-phases of development: Science Park, Technopolis and Innovation cluster. As the result of the transition, Daedeok INNOPOLIS currently serve as the leading role for achieving sustainable economic growth, employment promotion, national and regional innovation. In order to accelerate the progress for success, Daedeok INNOPOLIS have arranged an opportunity for 21st century new industry development, improved growth of technology-intensive SMEs, reinforced academic-industrial cooperation, and established innovative ecosystem. Daedeok INNOPOLIS is considered as an outstanding case of endogenous development strategy of Technopolis. This study attempts to consider the endogenous development strategy of Technopolis in Korea through the analysis of development characteristics of Daedeok INNOPOLIS in two different perspectives: changes of spatial structure and establishment of innovation ecosystem. Daedeok INNOPOLIS have experienced a series of endogenous growth that is consisted of advancement strategy and structural changes, which allowed Daedeok research town to grow into an innovative cluster. A sign of growth of Daedeok INNOPOLIS became apparent when its strategy to reinforce the academic-industry cooperation system by promoting participation from universities helped to overcome a functional limitation as a research institute integrated for the establishment of innovative ecosystem. Since then, the center for creative economy and innovation established in cooperation with large enterprise, has a role to build a startup ecosystem and to promote next level of development such as proactive fostering of venture companies for sustainable technopolis development.

The Promotion of Startups in Tainan Technopolis

Taiwan's economy has been characterized by the strong existence and continuous creation of small and medium-sized enterprises. This phenomenon is commonly regarded to be the result of a culturally embedded strong entrepreneurial spirit. In the process of developing a high-technology industry in southern Taiwan, linking a newly established science park with existing local industries was one of the major challenges. This article reviewed the development history of Tainan Technopolis. Following a concise review of Southern Taiwan Science Park's struggle against becoming an assembly of spillover establishments from Hsinchu Science Park, the authors focused on the efforts of incubating startups. Although only an initial study, the authors demonstrated the roles of National Cheng Kung University and Southern Taiwan Science Park Administration in introducing a two-track incubation system based on collaboration between the two institutions and startups.

Understanding Current Issues in Research and Education in Science and Technology: A Framework of Knowledge and Action Sharing between Universities and Science and Technology Parks

Humanity is experiencing a very fast-paced technological evolution. As technological systems evolve exponentially, societies are becoming more global and are starting to have impacts beyond their geographic demarcations. This implies that, the actions of a person who is across the ocean from where we live could have significant impacts on our everyday lives. This article explores the complexity of globalization, identifies a number of global issues, and looks at the University and the Science and Technology Parks as potential sources of human capital to tackle current and forthcoming global challenges, ranging from new energy sources to potable water distributions. The article focuses on current efforts that are taking place across universities and science and technology parks around the world. We propose a new methodology whereby interdisciplinary work can inform the development of multidisciplinary approaches to solve some of the most complex global issues such as cyber security and educating the next generations of global leaders, providing them them with the necessary skills to be successful in a globally distributed workforce.

A Case Study of the Daedeok Innopolis Innovation Cluster and Its Implications for Nigeria

Innovation clusters are essential in the economic development of many developed countries across the world. While they present ways for under-developed and developing countries to grow their economies, fully operational innovation clusters are yet to be established in Nigeria. Many experts argue that learning from experience is an effective way of galvanizing economic development. Therefore, in this study, an empirical analysis involving a multi-variable quantitative analysis was used to examine the factors that influence the performance of the Daedeok Innopolis Innovation Cluster (South Korea). The results obtained show that the investment in education, Research and Development (R&D), labor capacity of key players within the innovation cluster, and the transfer of technology (within the cluster) were essential factors that influence the performance of the Daedeok Innopolis Innovation Cluster.

Smart City Policies Revisited: Considerations for a Truly Smart and Sustainable Urbanism Practice

The notion of smart cities, presently, is a highly popular topic in urban policy circles. This concept is adopted by many cities across the world-with an aim of increasing urban smartness in various ways and areas. Productivity, innovation, liveability, wellbeing, accessibility, sustainability, governance, planning, and citizen participation are among these areas. Despite good policy intentions, smart city initiatives in practice had only limited impact in delivering the desired urban outcomes. This paper aims to investigate the smart city phenomenon and its planning practice approaches from an evolutionary perspective. The study places smart city plans and strategies of a number of cities across the globe under the microscope. The findings reveal that current smart city efforts are not adequate to combat the challenges of the Anthropocene epoch-that is already upon us. This paper concludes with a consolidated definition of smart and sustainable cities and considerations for moving towards Post-Anthropocentric urbanism-that is truly smart and sustainable urbanism-to avoid an imminent urban ecocide.

Sustaining the Technopolis: The Case of Austin, Texas

In "Creating the Technopolis: High Technology Development in Austin Texas," Smilor, Kozmetsky, and Gibson (1988) make the case that in the mid-1980s Austin was becoming a globally competitive high tech region. Indeed over the years and into 2013, Austin has established its reputation as a leading entrepreneurial and technology center and "talent magnet." Delegations from across the US and worldwide visit Austin to better understand how this central Texas city went from being a state government and university town to become a fast growing, globally competitive, technology hotspot leading the state and nation in job creation. Central to the concept of the Triple Helix and Technopolis Frameworks is the importance of university, business, and government cooperation. This paper gives examples of mechanisms, processes, and metrics on how The University of Texas at Austin; regional technology industry; federal, state, and local government policies; and support groups all contributed to growing and sustaining the Austin Technopolis.

Smart Specialisation Strategy and the Role of Strong Clusters: As a Development Leverage in Asia

In this increasingly globalised and rapidly-changing world, the various challenges that can arise are also increasingly globalised and complex. These may range from economic, environmental, societal or even demographic challenges. Solutions should therefore be applicable world-wide, but they need to be properly adapted to the specifications and needs at the regional and country level. This implies that past models of centralised innovation can be progressively substituted by new approaches based on openness and strategic collaboration between the various players involved. There are various models of openness and collaboration in research, development and innovation creating scientific networks at different levels. This paper is designed in a way to present the concept of smart specialisation and clusters and how they are linked and contribute to the support of Smart Specialisation Strategy in the Asian countries. The following paragraphs describe how smart specialisation is applied and the importance of clusters in developing a S3 strategy. In addition, the status of cluster policies in Asia as well as the steps towards S3 are also presented. The status of cluster policies and their steps towards S3 policies in Asia are described. The approach of China to adopt S3 in their R&I policy is also presented. The scope of this paper, is to demonstrate the policy framework of cluster and S3 policies in the region of Asia and how they are applied. China has been further analysed as a case, since they are more active in applying such policies.

Technopolis and Regional Development : A Review of Development Experience in Hsinchu, Taiwan

The Hsin-Chu Science-Based Industrial Park (HSIP), established in 1980, has made significant contribution to the development of Hsinchu technopolis. In the past three decades, not only the population structure and industrial patterns have changed significantly, but also a special knowledge-based industrial network has been developed. The 30 years experience of HSIP development provides an excellent opportunity for planners to review the long term impacts of science park development. This paper will review the evolution Hsinchu technopolis in areas of socioeconomic transformation and knowledge interactions between technology community and industrial clustering. In addition to the interpretation of its development by prevailing theories, critical factors influencing the future development of HSIP technopolis will also be discussed in this paper.

Universities and Development of Regional Innovation Ecosystems: Case of Kenya

Universities are considered important actors and drivers of socio-economic development in the regional innovation eco-system. This article investigates the role Kenyan universities and research institutes play in the development of regional innovation eco-system in the context of triple and Quadruple helices. A model involving Government, Industry, Universities and Society (Public) linkages in the regional innovation eco-system and with Information and Communication Technology as an enabler is used as a framework for analysing the nature of linkages in Kenya. The article uses literature review and case study methods to examine how universities and research institutes can spur the development of the innovation eco-systems. The research question is: what is the role of Kenyan universities and research institutes in spurring innovation ecosystems? Six cases of Kenyan universities and research institutes are considered in the light of Government Policy on Science, Technology and Innovation (STI) which is underpinned in Kenyan constitution 2010. The study contributes to the understanding of how deep collaboration among universities, government, research institutes, Science Cities, local, regional, national and international players spurs the creation of world-class innovation ecosystems which can contribute to regional development in developing countries like Kenya.

Banco do Brasil - Individual Entity Customer Satisfaction with the Digital Relationship Model

The main objective of this study was to investigate the customer's satisfaction level with the digital relationship model of Banco do Brasil Exclusive Business Offices situated in Rio Grande do Sul. Banco do Brasil is one of the largest Brazilian and global financial institutions and conducted a restructuring customer's relationship model since 2015, creating new specific service structures for certain segments, among them exclusive offices. This research had a qualitative step with an internal documentary analysis about the company and a semi-structured interview with manager's offices, in order to check the strategy and the foundations of business model, as well as identify perceptions and the difficulties in implementing this new structure. The quantitative step held the findings about customer satisfaction level in relation to the quality of services provided by offices, through an electronic survey based on the Servqual Scale developed by Parasuraman et al. (1988), which measures the difference between customer's expectations and perception in five dimensions: tangibility, reliability, understanding, safety and empathy. The results shown that Banco do Brasil customers' are satisfied with services offered through the digital model and the new business structure, in which is offered a humanized service together with the best technology. It was found, also, that digital probably would not replace the physical world, but they complement one another. Digital offices and physical agencies will coexist, improving value proposition delivery and better customers experience, satisfy them and build their loyalty.
