For a double array of random elements {Vmn;m ≥ 1, n ≥1} in a real separable Banach space, some mean convergence theorems and weak laws of large numbers are established. For the mean convergence results, conditions are provided under which k−1r mn ∑um i=1∑vn j=1(Vij−E(Vij|Fij )) → 0 in Lr (0 < r < 2). The weak law results provide conditions for k −1rmn ∑Tm i=1∑τn j=1(Vij − E(Vij|Fij )) → 0 in probability where {Tm;m ≥ 1} and {τn; n ≥ 1} are sequences of positive integer-valued random variables, {kmn;m ≥ 1, n ≥ 1} is an array of positive integers. The sharpness of the results is illustrated by examples.
Factors Affecting the Performance of Vietnamese Commercial Banks: Does Basel II Matter?

This paper examines the main factors affecting the bank performance under the Basel II implementation in Vietnam, a transitional economy in Asia. We pay special attention to the implementation duration of the Basel II convention and how it affects profitability. Thereby, we can evaluate the effectiveness of Basel II in the whole system according to the roadmap to 2020. We employ the panel data regression method to analyze a sample of 300 bank-year observations from 25 commercial banks during the 2008–2019 period. Our empirical findings show that the size of the bank, net interest margin, state ownership, and Basel II convention have positive effects on bank profitability. However, our empirical findings indicate that bank age and branch number negatively reduce bank performance. Finally, our results indicate that commercial banks earn extra profit from delaying the implementation of Basel II. However, commercial banks will encounter higher credit, and operational risks arising from delaying the implementation of Basel II standards. Therefore, our study contributes to the insights into the bank’s management to enhance profitability, especially after implementing Basel II in a transitional economy. Finally, our study also provides policy implications for bank managers and banking supervisory to maintain the sustainable development of the banking system.

The connector is the most important part of a composite beam and promotes a composite action between a steel beam and concrete slab. This paper presents the experiment results for three large-scale beams with a newly puzzle shape of crestbond. The behavior of this connector in a composite beam was investigated, and the results were correlated with those obtained from push-out-test specimens. Four-pointbending load testing was carried out on steel-concrete composite beam models to consider the effects of the concrete strength, number of transverse rebars in the crestbond, and width of the concrete slab. Then, the deflection, ultimate load, and strains of the concrete, steel beam, and crestbond; the relative slip between the steel beam and the concrete slab at the end of the beams; and the failure mechanism were observed. The results showed that the general behavior of a steel-concrete composite beam using the newly puzzle shape of crestbond shear connectors was similar to that of a steel-concrete composite beam using conventional shear connectors. These newly puzzle shape of crestbond shear connectors can be used as shear connectors, and should be considered for application in composite bridges, which have a large number of steel beams.

This study explores the adsorption of doxycycline (DOX) from aqueous solutions onto biochar derived from banana peel, which was prepared using a potassium hydroxide activation method (KOH-BPB). The biochar properties were characterized based on morphology, surface area (SBET of 710.241 ㎡ g<SUP>−1</SUP>), functional groups, and surface charge (pHPZC = 7.7). Parameters, including initial pH, DOX concentration, and ionic strength, that influenced the DOX adsorption capacity of KOH-BPB were examined. Adsorption equilibrium of DOX on KOH-BPB was assessed through four isothermal models: the Langmuir, Freundlich, Temkin, and Dubinin-Radushkevich models. The obtained data were most compatible with the Langmuir model (R² = 0.9879). KOH-BPB has a maximum DOX absorption capacity of 121.95 mg g<SUP>-1</SUP> which exceeds that of many comparable absorbents. The maximum DOX removal was 96.7% at pH 6, a DOX concentration of 20 mg L<SUP>-1</SUP>, and a KOH-BPB dose of 1.0g L<SUP>-1</SUP>. These findings reveal that biochar from banana peel effectively removes antibiotic residues from water. This study provides a potential, low-cost, and environmentally friendly adsorbent.

COVID-19 has drawn great attention on the necessity for establishing pathogen-free indoor air. This paperoffers an insight into the potential application of a multi-purpose filter to remove fine particulates and disinfect pathogensusing melamine sponge with a copper-organic framework. In-situ growth dip coating method was applied to coatCu-based coordination polymer particle (Cu-CPP) on melamine sponge (MS). The integration of Cu-CPPs with highcrystallinity and highly active surface area (1,318.1m2/g) enabled Cu-CPP/MS to have an excellent capture rate (99.66%)and an instant disinfection rate of 99.54% for Escherichia coli. Electrostatic attraction seemed to play a crucial role incapturing negative-charged pathogens effectively by positive charges on Cu-CPP arising from unbalanced copper ionsin Cu-CPP. Disinfection of pathogens was mainly attributed to catalytically active Cu2+ sites. Organic ligand played animportant role in bridging and maintaining Cu2+ ions within the framework. This study highlights the design of a newcapture-and-disinfection (CDS) air filter system for pathogens using Cu-CPP/MS. It can be applied as a substitute forconventional high-efficiency particulate air (HEPA) filters.

<P><B>Abstract</B></P> <P>Discharge of nonsteroidal anti-inflammatory drugs (NSAIDs) from wastewater has been increasingly alarmed, led to the advent of the treatment techniques. Among these methods, adsorption is regarded as a tunable and green approach with the utilization of mesoporous carbon (MC) as an efficient and recyclable adsorbent. Herein, we described the strategy for the synthesis of novel MC from Fe-MIL-88B as a self-sacrificial template. Three thermolysis temperatures (550, 750, and 950 °C) were investigated to compare the structural characteristics and absorbability towards selected NSAIDs compounds including diclofenac sodium (DCF), aspirin (APR), and ibuprofen (IBU). Effect of contact time (0–480 min), concentration (10–40 mg/L), pH (2–10), and MC dosage (0.1–0.5 g/L) was systematically studied. Kinetic and isotherm models were also used to find out the adsorption mechanism and behavior of NSAIDs pharmaceutical over MC materials. Tobacco Control Policies in Vietnam: Review on MPOWER Implementation Progress and Challenges

In Vietnam, the WHO Framework Convention on Tobacco Control (WHO FCTC) took effect in March 2005 while MPOWER has been implemented since 2008. This paper describes the progress and challenges of implementation of the MPOWER package in Vietnam. We can report that, in term of monitoring, Vietnam is very active in the Global Tobacco Surveillance System, completing two rounds of the Global Adult Tobacco Survey (GATS) and three rounds of the Global Youth Tobacco Survey (GYTS). To protect people from tobacco smoke, Vietnam has issued and enforced a law requiring comprehensive smoking bans at workplaces and public places since 2013. Tobacco advertising and promotion are also prohibited with the exception of points of sale displays of tobacco products. Violations come in the form of promotion girls, corporate social responsibility activities from tobacco manufacturers and packages displayed by retail vendors. Vietnam is one of the 77 countries that require pictorial health warnings to be printed on cigarette packages to warn about the danger of tobacco and the warnings have been implemented effectively. Cigarette tax is 70% of factory price which is equal to less than 45% of retail price and much lower than the recommendation of WHO. However, Vietnam is one of the very few countries that require manufacturers and importers to make "compulsory contributions" at 1-2% of the factory price of cigarettes sold in Vietnam for the establishment of a Tobacco Control Fund (TCF). The TCF is being operated well. In 2015, 67 units of 63 provinces/cities, 22 ministries and political-social organizations and 6 hospitals received funding from TCF to implement a wide range of tobacco control activities. Cessation services have been starting with a a toll-free quit-line but need to be further strengthened. In conclusion, Vietnam has constantly put efforts into the tobacco control field with high commitment from the government, scientists and activists. Though several remarkable achievements have been gained, many challenges remain. To overcome those challenges, implementation strategies that take into account the contextual factors and social determinants of tobacco use in Vietnam are needed.
