住民と行政による観光資源を活用した地域人材育成 -岡山県倉敷市岡田地区での金田一耕助イベントを事例に-

観光施策をコミュニティツーリズムという形態で行うためには、住民の参加が不可欠になる。コミュニティツーリズムに必要なのは、地域住民の地域福祉力である。更に、地域福祉力を高めるための地域人材育成も必要になってくる。本研究は、地方自治体による観光施策が、地域福祉の観点をもった人材育成について考察を行う。研究対象は、岡山県倉敷市岡田地区の金田一耕助イベントである。結論として、地域観光づくりに必要な人材と地域福祉を高めるための人材の要素は類似していることが分かった。地域のアイデンティティになるコンテンツを通して、観光客と地域住民の交流を図ることは、地域に新しい価値創造を生む。また、地域の連帯感は、観光客という外からの刺激により生まれる。それは、地域福祉を高める要因になり、魅力ある地域が作られる。ゆるいリーダーシップは、地域住民を纏めるうえで重要な能力である。 In order to type sightseeing measure with the form of community tourism, a local resident’s participation becomes indispensable. A local resident’s community welfare power is required for community tourism. Furthermore, the region human resource development for heightening community welfare power is also needed. This research considers the human resource development in which the sightseeing measure by a local governments had a viewpoint of a community welfare. The subject of research is a Kosuke Kindaichi event of the Okada area, kurashiki-shi okayama-ken. In conclusion, the element of the human resource for raising a community welfare and human resource for the production of local sightseeing is similar. Through the contents which an identity of the area, exchange of a tourist and a local resident induces new value creation in the area. Moreover, a sense of solidarity of the area is born by the stimulus from the outside called tourist. It becomes a factor which raises a community welfare and an attractive area is made. When loose leadership summarizes a local resident, it is important capability.
GALOIS COVERINGS AND JACOBI VARIETIES OF COMPACT RIEMANN SURFACES

We discuss relations between Galois coverings of compact Riemann surfaces and their Jacobi varieties. We prove a theorem of a kind of Galois correspondence for Abelian subvarieties of Jacobi varieties. We also prove a theorem on the sets of points in Jacobi varieties fixed by Galois group actions.

This article seeks to clarify the relationships that formed among the French, Japanese, and Vietnamese when they coexisted in Indochina, due to their respective interests in preserving suzerainty and securing bases for the Pacific War. These two groups maintained constant mutual awareness in this complicated and unstable relationship while avoiding conflict and seeking the support of the Vietnamese population. By examining the quotidian encounters among the French, Japanese, and Vietnamese undermined French colonization and Japanese occupation.

A Study on Road Sign Shape Recognition Using Active Net

On Intelligent Transport Systems, the road sign detection and recognition from landscape images is actively developed. The examination case was only seen on the shape recognition as the preprocessing of extraction by Active Net. So this paper shows the post processing of extraction and we have succeeded a process application on road sign shape recognition by Active Net.
A Tracking Method for a Moving Object Based on POC Method

This paper proposes a new tracking method for a moving object based on phase only correlation (POC). The POC method can measure exactly displacement between the corresponding points of two images. The proposed method applies the POC method to detecting and tracking the moving object. In the tracking of the moving object by an in-vehicle camera, it is difficult to use the techniques based on background difference or frame difference. The improvement of the detection accuracy is not also easy. To solve this problem, an initial point search method by the POC based calculation technique of motion vectors and a tracking method by using the coarse-to-fine search technique based on the POC method are proposed. By applying the proposed method to moving pictures taken by the in-vehicle camera, the good result for the tracking of the oncoming car in it is shown.
