        정부의 역할이 기업의 제품혁신에 미치는 영향 분석: 기업의 규모에 따른 차이를 중심으로

        기업의 혁신활동은 개별 기업의 생존 및 경쟁력 확보 수단일 뿐 아니라 국가 전체의 혁신역량에도 주요한 부분을 차지한다. 따라서 정부는 여러 정책을 통해 기업의 혁신활동을 지원하고 있다. 그러나 각 기업의 규모에 따라 각자 보유한 자원이나 처하게 되는 환경은 크게 달라지기 때문에 동일하게 정부의 지원 정책을 시행해도 그 영향은 다르게 나타날 수 있다. 본 연구에서는 정부가 기업의 혁신을 지원하기 위해 시행한 다양한 정책이 기업에게 미치는 영향을 살펴보고, 각 정책이 대 · 중 · 소기업에 대해 어떠한 영향을 주는지를 확인하고자 하였다. 분석에는 한국기업혁신조사의 2016년 자료를 활용하였으며, 정부의 재무적 지원, 규제개혁, 정보의 제공 및 협력 파트너로서의 역할이 기업의 제품혁신에 미치는 영향을 확인하기 위해 로지스틱 회귀분석을 실시하였다. 분석 결과, 정부의 혁신 지원정책은 기업의 규모에 따라 다르게 영향을 미치고 있었다. 재무적 지원의 경우 자금 환경이 취약한 소기업에게는 긍정적이나 중기업 이상에서는 오히려 역효과를 가져왔다. 규제개혁은 대기업이나 중기업에 긍정적으로 작용하는 반면 규제의 보호를 받는 소기업의 혁신은 저해하였다. 정부 정보의 활용은 중기업에는 긍정적이었지만, 소기업의 경우 부정적인 영향을 미치고 있었으며, 정부와의 협력은 대기업을 제외한 중소기업 모두에 긍정적인 영향을 주고 있었다. 이러한 결과는 혁신을 추동하기 위해서 각 기업의 규모나 처한 상황에 맞게 적절한 정책이 설계되는 것이 바람직함을 시사한다. Since the innovative activities have a positive impact on not only the means of survival and competitiveness of individual companies but also on the capacity of innovation across the country, the government supports the innovation of the entity through various policies. However, depending on the size of each company, the resources they own or the environment they face vary greatly. Therefore, even if the same policy is implemented, the impact may be different. In this study, we wanted to identify the effects of various policies implemented to support the innovation and, in particular, whether they had different effects on large, medium and small businesses. To achieve this objective, we used the 2016 data of the Korean Innovation Survey were utilized and conducted a logistic regression. The analysis showed that the impact of each government support policy on the innovation of a company’s products is different for large, medium and small businesses. Financial support may be positive for small businesses with a weak financial environment, but it has backfired to medium-sized businesses. Regulatory reforms have been positive for large businesses or medium-sized businesses, while they have hampered innovation by small businesses protected by regulations. The use of government information was positive for medium and small businesses, and the cooperation with the government was positive for small businesses. These results suggest that appropriate policies should be designed to suit the size or circumstances of each firm in order to drive innovation.

        규제의 영향 인식과 혁신 활동과의 연관성 분석 : 규제의 유형에 따른 차이를 중심으로

        시대의 흐름에 따라 혁신의 중요성이 점차 증대되어 오면서 규제에 관해서도 많은 논의가 이루어지고 있다. 규제는 사회의 질서를 유지하기 위한 정부의 정책수단으로서 혁신의 주체인 기업 혹은 개인의 행위에 관여함으로써 혁신에 영향을 미친다고 알려져 있기 때문이다. 흔히 규제는 혁신의 장애물로서 묘사되지만, 규제가 오히려 혁신을 추동하는 역할을 할 수 있다는 주장 및 증거들도 존재한다. 그렇다면 국내 제조업과 서비스업 분야 기업들은 규제를 어떻게 인식하며, 혁신활동에는 어떠한 영향을 받고 있는가? 본 연구에서는 이러한 질문에 답하기 위하여 규제의 인식과 혁신활동 간의 연관성을 분석하고자 하였다. 구체적으로 분석하기 위하여 규제를 유형화하였으며 제품혁신 활동에 한정하여 연관성을 살펴보았다. 규제 유형별 인식 분포에 따르면, 기업들은 비기술형 사회적 규제에 대해서는 혁신을 저해하였다고 응답한 비율이 더 높았으며 기술형 사회적 규제에 대해서는 혁신을 촉진했다고 응답한 비율이 더 높았다. 또한 규제 유형별 인식과 실질적인 제품혁신 활동을 분석한 결과, 독과점규제, 가격규제, 진입규제, 그리고 환경규제에서는 괴리가 확인되었으며 소비자안전규제, 지적재산권보호, 노동규제에서는 각 규제에 대한 인식대로 제품혁신 활동에 유의미한 영향을 받고 있었다. 이러한 결과는 규제의 유형별로 혁신에 대한 인식 및 실질적인 영향이 달라짐을 의미한다. 또한 본 연구에서는 규제가 혁신에 미치는 영향을 피규제자가 규제에 대응하는 방식으로서 혁신을 선택하거나 포기하는지 여부로 접근하였으며, 이러한 결과는 규제정책과 혁신정책 모두에 시사점을 제공한다. As the importance of innovation has gradually increased with the passage of the times, many discussions have been made on regulation. This is because regulation is known to affect innovation by engaging in the actions of companies or individuals that are the subject of innovation as the government"s policy tool for maintaining social order. While regulation is often described as an obstacle to innovation, there are also arguments and evidence that regulation can play a role in driving innovation. So how do the domestic manufacturing and service industries recognize regulations and how do regulations affect innovation activities? To answer the question, this study attempted to analyze the relationship between regulatory recognition and innovation activities. To analyze it in detail, regulations were categorized and the relevance was examined only for product innovation activities. According to the recognition distribution by type of regulation, companies tended to respond that they had hampered innovation by non-technology type social regulations and that they had promoted innovation by technology type social regulations. Also, as a result of analyzing the recognition of each type of regulation and the actual product innovation activities, discrepancies were identified in the monopoly regulation, price regulation, entry regulation, and environmental regulation. On the other hand, consumer safety regulation, intellectual property rights protection, and labor regulation significantly influenced product innovation activities, as perceived by each regulation. These results mean that the recognition and practical impact of innovation varies depending on the type of regulation. Also, in this study, the effect of regulation on innovation was approached by whether the companies choose or give up innovation as a way to respond to regulation, and these results provide implications for both regulatory and innovation policies.

        Feasibility of using a microalgal-bacterial consortium for treatment of toxic coke wastewater with concomitant production of microbial lipids

        <P><B>Abstract</B></P> <P>This study examined the feasibility of using an algal-bacterial process for removal of phenol and NH<SUB>4</SUB> <SUP>+</SUP>-N from differently diluted coke wastewater with simultaneous production of biomass. Under illumination, microalgal-bacterial (MSB) cultures performed complete phenol degradation at all dilutions of coke wastewater while sole microalgal culture (MSA) degraded a maximum of 27.3% of phenol (initial concentration: 24.0mgL<SUP>−1</SUP>) from 5-fold diluted wastewater. Furthermore, the MSB culture had the highest rate of NH<SUB>4</SUB> <SUP>+</SUP>-N removal (8.3mgL<SUP>−1</SUP> d<SUP>−1</SUP>) and fatty acid production (20mgL<SUP>−1</SUP> d<SUP>−1</SUP>) which were 2.3- and 1.5-fold higher than those observed in the MSA cultures, probably due to decreases in toxic organic pollutants. Multivariate analyses indicated that co-cultivation of activated sludge was directly correlated with the elevated removals of phenol and NH<SUB>4</SUB> <SUP>+</SUP>-N. In the presence of sludge, adequate dilution of the coke wastewater can maximize the effect of bacteria on NH<SUB>4</SUB> <SUP>+</SUP>-N removal and biomass production.</P> <P><B>Highlights</B></P> <P> <UL> <LI> The feasibility of microalgal-based treatment of coke wastewater was evaluated. </LI> <LI> Activated sludge was mainly responsible for the degradation of phenol and COD. </LI> <LI> Greater fatty acid accumulation occurred with greater dilutions of coke wastewater. </LI> <LI> RDA-NMDS clarified the effects of wastewater dilution and activated sludge. </LI> </UL> </P>

      • Evaluation of an electro-flotation-oxidation process for harvesting bio-flocculated algal biomass and simultaneous treatment of residual pollutants in coke wastewater following an algal-bacterial process

        <P><B>Abstract</B></P> <P>This study investigated the feasibility of employing an electro-flotation-oxidation process that employs a pair of boron-doped diamond (BDD) and aluminum (Al) electrodes for electrochemical harvesting of green microalgae (<I>Scenedesmus quadricauda</I>) and treatment of residual pollutants in coke effluent, following an algal-bacterial process. Electro-coagulation-flotation with polarity exchange and with direct electro-flotation at 15mAcm<SUP>−2</SUP> or more for 40min allowed almost complete harvesting of microalgae. Similar harvesting efficiencies were achieved using direct electro-flotation, without electro-coagulation, under different electrical densities because algal biomass formed flocs with the other microorganisms in the activated sludge (AS). These results also indicate that the proposed approach of inducing bioaggregation <I>via</I> floc-forming microorganisms with microalgae is an efficient alternative to chemical flocculation, because it can minimize the release of toxic metal coagulants during electrochemical harvesting. During sequential electro-oxidation, anodic oxidation using the BDD electrode simultaneously mineralized residual soluble chemical oxygen demand (SCOD) and thiocyanate (SCN<SUP>−</SUP>), which are not degraded by algal-bacterial mixed cultures. Although the degradation rate of SCN<SUP>−</SUP> was much higher than that of SCOD under certain current densities, further investigation is needed to clarify the mechanism of SCN<SUP>−</SUP> mineralization during BDD-anodic oxidation. To satisfy the standard level of electrical power consumption for wastewater treatment, an electric current density below 15mAcm<SUP>−2</SUP> must be supplied. The proposed electrochemical approach involving bioflocculation could be used as an efficient post treatment of microalgae-mediated process for treating coke wastewater.</P> <P><B>Highlights</B></P> <P> <UL> <LI> Al-BDD electrode was used for harvest of alga and treatment of residual pollutant. </LI> <LI> The bio-flocculated alga was harvested by electro-flotation without Al coagulation. </LI> <LI> The SCOD and SCN<SUP>−</SUP> were simultaneously degraded by anodic oxidation using BDD anode. </LI> </UL> </P>

        Hepatitis C Virus (HCV) Genotyping by Annealing Reverse Transcription-PCR Products with Genotype-Specific Capture Probes

        The genotype of the hepatitis C virus (HCV) strain infecting a given patient is an important predictive factor for the clinical outcome of chronic liver disease and its response to anti-viral therapeutic agents. We herein sought to develop a new easy, sensitive and accurate HCV genotyping method using annealing genotype- specific capture probes (AGSCP) in an automation-friendly 96-well plate format. The validation of our new AGSCP was performed using the Standard HCV Genotype Panel. We then used both our AGSCP and the commercially available INNO-LiPA assay to analyze the HCV genotypes from 111 Korean patients. Discordant results were analyzed by direct sequencing. AGSCP successfully genotyped the standard panel. The genotypes of 111 patient samples were also obtained successfully by AGSCP and INNO-LiPA. We observed a high concordance rate (93 matched samples, 83.8%) between the two assays. Sequencing analysis of the 18 discordant results revealed that the AGSCP had correctly identified 12 samples, whereas the INNO- LiPA had correctly identified only 6. These results collectively indicate that AGSCP assay is a convenient and sensitive method for large-scale genotyping, and it may be a promising tool for the determination of HCV and other genotypes in clinical settings.

        Simultaneous Treatment of Municipal Wastewater and Biodiesel Production by Cultivation of Chlorella vulgaris with Indigenous Wastewater Bacteria

        This study examined the use of Chlorella vulgaris for the simultaneous bioremediation of municipal wastewater and production of biodiesel. We tested the effect of wastewater dilution on C. vulgaris growth in filtered and sterilized wastewater, sterilized wastewater, and untreated wastewater. Growth was the greatest in untreated wastewater, suggesting that certain wastewater components, such as bacteria, may promote microalgal growth. We confirmed the presence of beneficial bacteria by denaturing gradient gel electrophoresis analysis and inoculation of wastewater bacteria into microalgal cultures in artificial medium. Furthermore, we employed a semi-continuous cultivation process that successfully combined the advantages of indigenous bacteria with a high level of inoculum. Finally, cells grown in wastewater contained high levels of useful fatty acids. Collectively, our data suggest that it may be feasible to use wastewater-grown C. vulgaris biomass for simultaneous bioremediation and biodiesel production.

        <P>A rhodium-catalyzed cyclization using alkynes and arylphosphonic acid monoesters for the synthesis of phosphaisocoumarins is reported. A number of arylphosphonic acid monoesters were selectively cyclized in high yields with functional group tolerance.
