This paper discusses issues arising from the current vital registration system in Korea and ways of improving the vital statistics. From the experience of the vital registration system in Korea, the following issues are raised. 1) There are many delayed birth reportings. Even though the law requires to report births within 30 days, majority of the reportings is submitted after 30 days. Sometimes, the reportings are delayed more than a year or even ten years. However, the reporting rate within the year is growing up now. 2) There are some missing birth reportings. Since many births are reported after quite a long time, there seems to be some missing reportings. Particularly, if a baby is born in poor health, then the parents intentionally delay the birth reporting until the baby resumes its health. If the baby dies, then they never report for many reasons. One of them is inconvenience that they have to report both birth and death at the same time. This is the main reason why the infant mortality rate in Korea is not accurately estimated from the data collected through the vital registration system. 3) False reporting of the birth date is possible. When a birth occurred in March or April, it seems to be reported as being born in January or February, because school year begins in March. An evidence is noticed when we look at proportion of births classifed by month. The change is possible because the law does not require to submit the birth certificate for its reporting. However, the law will be changed to submit the birth certificate from the next year. 4) There are many delayed or missing death reportings. The same delay is observed in death reportings. Sometimes, they are delayed for a year or even ten years. Unfortunately, burial is possible even before its death reporting in Korea. Usually a funeral ceremony is held within three days and death registration may be done within 30 days. In this process, the family after funeral ceremony neglects its reporting until a critical moment for such as inheritance matter. 5) Some causes of death may not be accurate. Since death certificate is not the only document to be filed for reporting, causes of death can be classified as either being or not being diagnosed by doctor. Also, even though the cause was diagnosed by doctor, administrative clerk does forget to send a copy of death certificate, the EPB would not know that it was diagnosed by a doctor. This is one reason why the causes of death are not accurate. Even though the cause was diagnosed by a doctor, the cause could be inaccurate because doctors are not familiar with diagnosis of causes of death by ICD coding system and then the causes are hardly classifiable frequently. Basically we believe that the vital system in Korea seems to have virtually no problem in producing vital statistics if people follow the regulation well. However, the system is not synthesized well because related agencies do not maintain close cooperation each other. Even though we have such a good system, it cannot function well without such close contact. Bearing them in mind, we would like to suggest the following to improve the quality of Korean vital statistics. 1) Vital reporting should go first and then other administrative measures such as family register have to be taken. 2) Doctors or hospitals should be involved in vital registration system. 3) System should be rearranged through the revision of several related regulations revisions. 4) Burial permit should be obtained after death registration. 5) Funeral director should arrange death registration since many Koreans rely on help from them home for funeral ceremony. 6) Vital registration should initiate within the administration area where the vital event occurs for efficiency. 7) Insurance benefit should be disbursed in link with vital registration. 8) Hospitals should report the names for births and deaths occurred in their hospitals. 9) Death certificate must be the only document to be filed for death registration. 10) The Bureau of Statistics, Economic Planning Board should have a center to classify causes of death according to the ICD coding scheme. 11) Birth certificate must be field up for birth registration.

언어의 변화는 일시에 일어나지 않으며, 비록 속도의 차이는 있어도, 어느 경우든 점진적으로 변한다. 그것은 근원 영역의 초기 개념이 목표 영역의 후기 개념으로 이행하는 사이에는 개념의 중복 현상이 빚어지는 과정을 거치기 때문이다. 그런데 실제로는 이전 단계에서 후속 단계로 넘어가는 경계가 있는지 선명치가 않고 겹치는 이 중간 단계에는 두 단계의 의미 기능이 함께 공존하는 것이 문법화의 특징이다. 이런 겹치는 단계가 있음으로써 한 언어 형태가 여러 가지 의미를 가지기도 하고, 한 의미가 여러 형태로 표시되기도 하여 의미의 모호성을 빚기도 한다.
