The pace of Korean urbanization during the past three decades has been as rapid as any ever observed during a substantial historical period in a country. As a result the external and internal structures of Korean cities have remarkbly changed over time. Thus it is of great interest to invetigate some featuring characteristics obseved in the proceess of such rapid change in urban growth. This paper attempts to identify the main characteristics appearing in the pattern of urban growth. The central purpose of the paper is to propose more efficient land management system to establish public land banking in korea. For this the facts and problemes of land banking were investigated and then future directions toward public land banking were discussed. In addition, some alternatives were suggested to manage current public land more effectively.

Based upon the last two decade's residential land development data from the Korea Land Corporation, this study primarily shows that land development costs are affected by several factors, for example construction period, proportion of green space, floor area ratio, construction cost of infrastructures, etc. We used a very simple hedonic price model to estimate the costs of those important factors. The costs also depend on the characters of local market. Based on these findings, we could simulate several policy alternatives to lower the cost of development. 본 논문에서는 1999년부터 2004년까지 준공된 택지개발사업의 조성비와 사업기간, 사업면적, 개발밀도, 녹지기준, 유상공급면적비율, 기반시설비, 지역 변수들과의 관계를 헤도닉가격함수모형을 사용하여 추정함으로써 택지조성비 결정요인을 분석하였다. 추정결과를 이용하여 사업기간, 개발밀도, 녹지기준, 기반시설비에 대한 정부보조 등의 효과를 분석하였다. 또한 아울러 택지조성비 인하를 통한 주택공급가격을 인하하는 방안으로서 현재의 택지개발지구에 대해 사업면적에 따라 일률적으로 적용하고 있는 개발밀도와 녹지기준을 주변여건을 감안하여 유형별로 차등적으로 적용하는 방안에 대해 조성비 인하효과를 분석하였다.
