The tonnage tax system was introduced to promote the shipping industries in line with other major maritime countries. It was conducted in Korea as a five years temporary tax support policy since 2005. Our investigations are made as the following procedures. Firstly, this paper makes SWOT analysis for shipping business environments. Secondly, we analyze the survey results on the shipping companies in order to find an effect of the tonnage tax. Thirdly, this paper performs an empirical testings on balanced panel data collected from shipping companies for 10 years. Under the tonnage tax regime, the testing results indicate a weak correlation between the tax effects and the assets increases of shipping companies. In particular, the tax effects are seemingly significant in the group of major companies while they are little significant in the small companies. And it was revealed that BDl gives a greater effect than a corporate tax.

N/A Tsutsugamushi disease is an acute febrile illness caused by Rickettsia tsutsugamushi, and is characterized by fever, skin rashes, eschar and lymphadenopathy. It is known as the endemic disease of Japan, but is also found in Southeastern Asia and the South Pacific Islands. In Korea the disease was first reported in 1986, and after that it occurred in Seoul, Kyungki-do, Kangwon-do, Choongchung-do, and Kyungsang-do provinces. We experienced 38 Tsutsugamushi disease cases occurring in the Cholabuk-do area during the period from early October till early November 1987, which were diagnosed clinically and serologically by indirect immunofluorescent antibody test with the following results. Of 38 cases, 24 were females and 14 were males, and the age distribution was from the twenties to eighties. Nearly all patients had had chances of exposure to grass fields or scrubs, and the disease occurred nearly all over the Cholabuk-do province. The most frequent symptoms were fever (100%), chill (97.4%), myalgia (92.1%), headache and backache, and the physical signs were skin rashes (94.7%), eschar (86.8%), and lymphadenopathy (55.3%). Antibody titers ranged from 1:20 to 1:2560 to Kato strain of R. tsutsugamushi, and Karp strains were cultured and isolated from the blood of 2 patients. Common laboratory findings were leukopenia (31.6%), thrombocytopenia (5.3%), elevated GOT/GPT (65.8%), alkaline phosphatase elevation (31.6%), hypoalbuminemia (18.4%), proteinuria (39.5%), hematuria (21.0 %), elevated ESR (68.8%) and positive CRP (95%). On chest film, interstitial pneumonias were noted in 10.5%, and nonspecific EKG changes including myocardial ischemia were observed in 15 patients (39.5%). All the patients showed milder clinical courses than those reported till now in Korea, and showed good response to antibiotic therapy with doxycycline or chloramphenicol.

N/A From early spring 1986 to 1987, serum specimens from 1141 individuals with acute febrile episodes were collected from 9 local collaborators and tested for antibodies to R. tsutsugamushi and R. typhi by indirect immunofluorescent antibody test. 1) Of these, 353 sera (31%) showed positive reaction to R. tsutsugamushi and 115 sera (10%) showed positive reaction to R. typhi. 2) R. tsutsugamushi and R. typhi infections are seemed to occur throughout the country in Korea. The highest positive rate was shown in Chollanamdo. 3) Tsutsugamushi disease and Typhus group rickettsial disease were the most prevalent in October, and November. 4) 132 sera (12%) and 129 sera (11%) among 1141 individuals gave positive reaction to Leptospira and Hantaan virus respectively.
A Study on the Development of an Early Detection System for Altering Course of a Target Ship

본 논문에서는 조타기 작동 신호에 대하여 AIS 통신을 이용하여 상호 교환함으로써 상대선의 선회정보를 보다 신속히 파악할 수 있는 선회조기감지시스템을 구축하였으며, 이를 실선에 적용하여 해당 시스템의 실효성을 검증하였다. 조타 신호가 조타기를 작동함과 동시에 AIS를 통하여 송신되어 상대선의 ECDIS에 사용된 타각만큼 유색으로 표시되는 것을 확인하였다. 선회조기감지시스템을 통하여 상대선의 변침 상황을 조기에 감지할 수 있었으며, 이를 통한 선박 상호간 충돌회피가 조기에 가능할 것으로 판단된다. 또한, 의심 선박에 대한 VTS의 적극적 관제가 가능하고, 해양안전종합정보시스템을 통한 해양사고 분석에도 활용 가능할 것이다. This paper contributes to the development of an early detection system to detect the alteration of a target ship during early stages using the steering wheel signal via AIS communication. The feasibility of this system is also verified with a real ship trial. It was confirmed that the rudder angle on ECDIS was ordinarily marked green or red by the used rudder angle after the steering wheel operation. We were able to detect intentions for a change in course by a target ship quickly and efficiently avoid collisions. This system will contribute to more active VTS services and the analysis of marine accidents using the General Information Center On Maritime Safety & Security (GICOMS).
터널 지보재로서의 적용성 검토를 위한 박층 뿜칠 라이너의 부착성능과 지보성능의 평가

박층 뿜칠 라이너(Thin Spray-on Liner, TSL)는 1990년대에 개발되어 광산에 처음 적용된 이후로 숏크리트의 대체 재료로서의 활용이 증가하고 있다. 본 연구에서는 폴리머 함량이 다른 두 가지 TSL 재료에 대하여 인장강도시험, 부착강도시험, TSL 코팅 시험편에 대한 압축강도시험 및 EFNARC(2008)에서 제안한 TSL의 지지 성능평가 시험을 수행하여 지보재로서 사용하기 위한 TSL의 역학적 성능을 평가하였다. 실험결과, 본 연구에서 사용된 두 가지 재료 모두 지보재로서의 최소 성능 규정은 만족하는 것으로 나타났으며, 특히, 폴리머 성분이 높을수록 인장강도가 증가하는 반면, 시멘트계 성분이 높을수록 상대적으로 초기 재령에서 부착강도가 크게 나타남을 실험적으로 확인하였다. The use of Thin Spray-on Liner (TSL) as an alternative to shotcrete has drastically increased since 1990s when it was first developed and introduced to mines. In this study, tensile strength test, bond strength test, compression test with specimens coated by TSL, and two kinds of bending tests proposed by EFNARC (2008) were performed with two kinds of TSLs with different material compositions in order to evaluate their support capacities. As a result, both TSLs were shown to be satisfactory for the minimum performance requirements for a structural rock support suggested by EFNARC (2008) and tensile strength of a TSL was shown to increase as its content of polymer was higher. In contrast, its bond strength was shown to increase proportional to the content of a cementitious component especially at the early age.
