경찰행정업무운영제도에 관한 개선방안 : 부산지역을 중심으로

경찰행정학은 패러다임의 변화 속에서 연구와 교육 등 지속적인 성장을 하고 있 다. 2004년 정보화와 세계적인 변화에 따라 국내 사무관리 제도는 정보화를 추구하기 위한 사무관리제도 3차 개정을 통해 공공조직의 내부조직 효율성을 도모하였다. 조직 의 내부적으로 모든 문서를 전자화와 동시에 기술적 측면의 수단으로서 전산화를 이 룩하였다. 또한 전산화를 통한 내부 사무자동화의 도입으로 구성원의 기술적 수용 측 면에서 다양한 계층에서 긍정적, 부정적 요인들이 다양하게 발생될 가능성도 존재하 였다. 최근 사무관리규정을 통한 기술적 발전, 행정수요의 양과 질적인 변화, 사회적 변화 등 다양한 환경 변화에 대한 조직적인 대응성의 준비가 요구된다. 본 연구는 경찰행정 분야에 개정된 행정업무운영제도에 대한 경찰공무원들의 인지 정도를 파악하고, 그에 영향을 미칠 수 있는 업무의 간소화·표준화·과학화·부처 간 협업·서비스 정부·투명한 정부 등 제도의 목적·신속성·정확성·편리성·경제성·책임성에 해당되는 제도의 운영 및 공문서 작성·관리와 시스템에 속하는 관리시스템의 중요도 와 만족도의 효과를 측정하였다(제갈욱 외, 2018). 부산지역 경찰공무원을 대상으로 한 조사결과에 의하면 행정업무운영제도에 인지정도는 1.88로 낮은 값을 나타내고 있 다. 반면에, 행정업무운영제도에 대한 중요도는 높은 값을 나타내고 있다. 따라서 정 부적인 차원에서 제도의 개선과 행정업무운영제도에 대한 교육 및 홍보 등이 절실히 요구된다고 할 수 있다. This paper examines the problems related to the realization of the office management system and suggests some alternative for the effective plans of it. According to informations of 2004 and global paradigm, domestic information management system in the police was developed current public office management system. In order to achieve this purpose, this paper set up research hypotheses and conducted a survey of 150 police officers belonging to Busan province. The study randomly abstracted public officers of Busan province who are engaged in direct policy enforcement for administrative operation the efficiency of administrative office management system after the office management revision and implemented a survey about importance and satisfaction. To perform comparative analysis of the result related to the efficiency of the office management system, the study used frequency, correlation analysis, factor analysis, and etc. Research findings contend that, among factors related to the effective office management system, the document integration is an major problem for the successful fundamentals of organizational culture and reduction problems applied to the public workers are essential ingredients for the successful implementation of the efficient measurement of the administrative operation.

정치적 합리성, 실질적 합리성과 정책의 기본적인 개념

근본적으로 합리성 개념은 사회학적인 측면에서 기술적, 경제적, 사회적, 법적, 그리고 정치적인 합리성으로 구분된다. 정책학적인 측면에서는 실제적 또는 종합적 합리성의 개념을 추가하고 있다. 정책선택의 저변에는 다양한 합리성의 기초가 자리잡고 있다. 본 연구는 정책선택의 기본적인 개념이 되는 합리성의 개념과 합리성과 정책의 연계성에 관해 설명하고자 한다.

우리나라 지방자치단체 운영성과 제고방안에 관한 연구

In order to improve more reasonably and productively in a series of administrative operations and policy processes in Korean local governments, systematic operational performance evaluation of administrative work execution results was recognized as an important management function. It will be possible to promote the development of local administration and enhance administrative autonomy and accountability by checking the productivity of local governments' administrative operations and conducting a rigorous and accurate evaluation of leadership and administrative performance. In this context, this study will review the evaluation areas and measurement indicators of local government operation performance for local government evaluation, extract the determinants of local government evaluation through a review of previous studies, present a performance evaluation model and seek policy directions to improve operational performance. This study on efficient local government operation plans and the role and leadership direction of local government heads can recognize their importance from a political, social, economic, and customer (resident)-oriented perspective. Only when the evaluation system for local government's operational performance is established and utilized under mutual connection with local residents will the local government increase its efforts to improve the quality of life and maximize residents' satisfaction, and regional development policies can also be implemented from a long-term perspective. 인 개선을 위하여 행정업무 실행 결과에 대한 체계적인 운영성과평가가 중요한 관리기능으로 인식되었다. 지방자치단체의 행정 운영성과에 대한 생산성을 점검함과 동시에 리더십과 행정추진 실적 등에 대한 엄밀하고도 정확한 평가를 함으로써 지방행정의 발전을도모하고 행정의 자율성과 책무성을 제고시킬 수 있을 것이다. 이러한 맥락에서 본 연구는 지방자치단체 평가에 대한 지방자치단체 운영성과에 대한 평가영역과 측정지표를 검토하고, 지방자치단체 평가에 관한 선행연구 고찰을 통하여 지방자치단체 평가의 결정 요소들을 추출하여 이에 따른 성과평가모형을 제시하고 운영성과 제고를 위한 정책 방향을모색할 것이다. 효율적인 지자체 운영 방안 및 지자체장의 역할과 리더십 방향에 관한 본연구는 정치적·사회적·경제적·고객(주민)지향적 관점에서 그 중요성을 인식할 수 있다. 지방자치단체 운영성과에 대한 평가체계가 지역주민과의 상호 연계 하에서 정립·활용될 경우 비로소 해당 지방자치단체는 지역민 삶의 질 제고와 주민만족 극대화라는 목표실현을위해 한층 노력을 배가시킬 것이며, 나아가서 지역개발 정책 또한 지역 현실과 여건을 감안한 장기적인 관점에서 전개될 수 있을 것이다

2004년 정보화, 전산화에 따른 국내 사무관리제도의 도입은 정보화를 추구하기 위한 사 무관리제도 개정을 통해 공공조직의 효율성을 도모하였다. 본 연구는 첫째, 경영관리에서 자동화를 통한 신속성, 정확성, 용이성, 경제성, 책임성 등의 5가지 측면에서, 둘째, 조직적 인 측면에서 업무의 간소화, 표준화, 과학화, 부처 간 협업, 서비스 정부, 투명성 정부 등 의 필요성이 요구되며, 셋째, 정부적인 차원에서 공문서 작성 및 관리, 업무관리시스템의 개념들의 인지를 통해 자동화에 대한 내부 중요도 및 만족도를 통해 기본에서부터 사무 관리제도가 앞으로 지향해야 할 방향 설정을 위한 기초 자료를 제공할 수 있는 방안을 모색하고자 한다. 결과적으로 본 연구는 충남 지역 8개 시와 7개 군을 대상으로 하였다. 공무원의 표면적인 조사를 통해 향후 연구의 각 요소별 개념에 대한 구체적인 구성을 위 한 중요도를 선별함과 동시에 사무관리제도의 보완 및 추가 매뉴얼 구성을 위한 제도와 기술, 규범 등 다양한 각도에서 실질적이고 구체화하는 자료로서 미래지향적인 측면에서 방향 설정을 제시하고자 한다.

지방자치 측면에서 행정학 교육에 대한 수요자 인식과 개선방향

국내 행정학 교육은 다양한 패러다임 속에서 연구 및 교육 분야에서 비약적인 성장을이룩하였다. 그러나 IMF 등 금융위기에 따른 세계적인 변화는 각 분야에 다양한 영향을미쳤다. 특히 취업분야에 있어 실업률 증가로 인하여 보다 안정적인 직장을 요구함으로써 대학 졸업자들의 취업에 대한 관심도는 공공분야로 증가하기 시작하였다. 그러나 행정학 전공자들의 공공분야의 진출은 어려워지고, 외부적으로 행정학 출신 졸업자들의 전문성 부재로 인해 행정학과 관련된 졸업생들에게 이중부담으로 작용하게 되었다. 또한정보화로 인한 지식기반산업의 여파로 보다 고도의 기술과 창의적인 인재를 요구하는 현시점에서 대학 내의 행정학 전공자들이 갖추어야할 역량에 대한 새로운 지표 및 구체적인 방안을 논의할 시기가 도래한 것이다. 본 연구는 행정학 전공자들이 나아가야 할 방향 제시를 위해 가장 중심에 있는 학생들의 입장에서 제시할 수 있는 문제점을 찾기 위해 수혜자 중심의 만족도 평가를 실시하였다. 그 결과 대학 내 행정학 관련 전공의 교과과정 및 수업 내용 등 다양한 영역별 평가에서 문제점을 찾을 수 있었다. 이와 같은 문제점에 대한 분석근거를 바탕으로 향후 미래지향적인 측면에서 다양한 논의가 될 수 있는 기초자료와 발전방향을 제공하고자 한다.

Workers are free to organize or join labor unions and are assured labor's three primary rights. The guarantee of workers' right to organize under the Constitution and the labor union under the Labor Union Act should be finished the report of the establishment by organizing independently with workers becoming the main body and by having the qualification of not conforming to the active and passive requirements with the aim of improving and maintaining the working conditions and of enhancing other workers’ economic and social position. The administrative agency's recent notification of non-legal union to teachers' union caused a considerable social controversy in relation to the existence of labor unions. This outlawed trade union notification system is what raises a fundamental question about the legal status of a trade union and is what determines the existence of labor unions under the leadership of the administrative authorities, thereby bringing about various constitutional problems. This system has problems such as the regulatory autonomy, the over-packing of risks, the excessive intervention by the administrative agency, and the weakening of workers' right to a trial. When a labor organization of meeting the substantial requirements for a trade union does not receive a certificate of the establishment report, it is considered to be just unable to get a certain amount of protection such as the labor dispute mediation and the application for relief of unfair labor practices, but to be capable of being protected general rights, which are recognized by the subjects of enjoying the basic labor rights. Also, an individual worker who is a member of the organization may apply to the Labor Relations Commission for relief in own name or in the name of the organization concerned when dismissal or other disadvantageous treatment thereof corresponds to an unfair labor practice. When an employer inflicts a damage by infringing on the legitimate unity activities of the organization, the organization needs to be regarded as being capable of claiming the damages for illegal activities.
