한ㆍ미ㆍ일 비교를 통한 한국 국방획득 인력 전문성 향상 방안 연구

본 연구는 한ㆍ미ㆍ일의 국방획득 교육 및 관리 제도를 비교분석하여 향후 우리나라 국방획득 인력의 전문성 향상을 위한 발전 방안을 모색하는데 목적이 있다. 미ㆍ일의 제도를 중심으로 한국과 비교 분석한 이유는 우리나라는 미국의 국방획득 제도를 상당부분 적용하고 있고, 미국의 교육 과정을 수료한 인력이 한국 획득 주요기관의 교관활동을 하고 있다는 점과 지리학적 상 한ㆍ일 간의 관계 때문이다. 본고는 한ㆍ미ㆍ일 국방획득 교육제도의 비교분석을 통해 우리의 국방획득 교육의 취약점을 발견하고, 국방획득 인력의 전문성 향상을 위한 발전방안을 제안하였다. 첫째, 정부기관과 민간 교육기관과의 통합적 교육운영 방안, 둘째, 국방획득 인력관리를 위한 교육 기본법 제정 필요, 셋째, 국방획득 인력관리를 위한 교육ㆍ훈련과 연계된 보직자격제도 마련, 넷째, 공신력 있는 자격증으로 활용될 수 있는 국방자격제도 구축, 마지막으로, 한ㆍ미ㆍ일 학술교류협력체계의 필요성을 제안하였다. 본 연구는 우리의 국방획득 교육제도 실태와 문제점을 분석함으로써 향후 국방획득 인력의 전문성 향상을 위한 보다 효과적인 발전을 모색할수 있는 토대가 될 수 있으리라 기대한다. This study will have a significant effect on seeking the development plan to improve specialty of Defense Acquisition Workforce (DAW) in Korea in the future by comparing and analyzing Defense Acquisition Education(DAE) and management systems of Korea, U.S, and Japan. The reason for comparisons is that the systems in Korea are derived from the most of the curriculum of Defense Acquisition University in U.S, the trainees who completed the courses in US became the central trainers in the lead agency of acquisition in Korea, and is also due to military and diplomatic relationships with Japan. This paper proposes the development plan after finding the vulnerability of DAE in Korea through the comparative analysis of DAE and management systems of Korea, U.S, and Japan. We also propose the need to enact law in education for defense acquisition manpower management in order to develop (a) utilization of private educational institution, (b) the acquisition education in Korea and policy-making of assignment qualification system, (c) arrangement of qualification system that has public confidence, and (d) academic education cooperation system and extension of exchange in the National Defense of Korea, U.S, and Japan. This research will provide the foundation of fundamental development to extend expertise of DAW by analyzing the conditions and problems of defense acquisition education systems in Korea.
전직지원 교육생의 교육만족도가 취업성취욕구에 미치는 영향: 방위산업체 취업희망자 대상으로

This research examined the effect of individual characteristics, working environment characteristics, and educational satisfaction on the desire to seek employment of outplacement trainee. For this investigation, a survey was carried out for the discharge-scheduled soldiers who wish to find a job in defense industry and the following results were obtained. First, no significant difference in the desire to seek employment was found between different ages and academic groups. Second, a significant difference was observed in the desire to seek employment according to the different military ranks. Lastly, it was observed that outplacement educational satisfaction significantly affected the desire to seek employment. With these research results, a need can be proposed for developing a customized curriculum related to the knowledge or work ability acquired during military service, diversification and systematization of job-seeking programs that connects jobs in society, and cooperation between departments for developing employment position in society that reflects experiences during military service. In addition, further observation can be made that there is a need of interchange between professional education institutions to support professional instructors and to organize differentiated education programs. There is a limitation in generalization, as this research was only conducted on outplacement trainees who wish to find jobs in defense industry, but there is significance in investigating the effect of educational satisfaction on the desire to seek employment. If further research examines the key figures of outplacement educational satisfaction and desire to seek employment for more expanded occupation beyond the current research limitation, the outplacement education can acts as a job-seeking coordinator that matches the experience in military service and talents which the society wants.
이해관계자 관계향상에 기반한 CSR활동 강화요인 도출과 경영성과에 관한 연구

The purpose of this paper is to identify that organizational capabilities affecting CSR and to ascertain whether CSR influences MNC’ business performance or not using the framework of structural equation modeling known as PLS. Drawing on the stakeholder theory for the driver’s perspective, this study hypothesizes that relationship capability, shared vision, internationalization experience are positively related to CSR. Data were obtained through a survey sent to headquarters of Korean multinational corporations(MNCs) publicly listed in the Korean Stock Exchange in April 2017. The results suggest that all variables are mostly related to CSR significantly. Furthermore, results show that CSR influences MNC’ business performance positively and also that. CSR activities improve business performance. This implies that this is a reason for firms to continuously implement voluntary CSR activities. Therefore, this study agrees with the findings of other researchers affirming that CSR positively influences firm’ business performance primarily by increasing the satisfaction of core stakeholders. In addition, the more active the firm is in CSR activities, the less level of conflict of interest exists among the shareholders and the other stakeholders of the firm. Finally, this study suggests that the voluntary CSR activities may increase the value of the firm and that of the shakeholders at the same time.
