The transformation of the traditional model into a model of interest representation has in large degree been achieved through an expansion of the class of interests entitled to seek judicial review of agency action. This growth has conicided with, and perhaps been shaped by, the expansion of the concepts of liberty and property that has been a response to large scale government. As a result of this reconceptualization, the number of persons with a legally protected stake in any agency decision has multiplied, and standing has been liberally granted to allow judicial enforcement of the requirement that agencies consider all such affected interests. The traditional test of standing in the federal courts was, at the beginning of the century, whether the interest asserted by the plaintiff amounted to a "legal right," entitled to the protection of the common law. One way in which standing has been extended is by broadening the notion of legal right to include interests protected by statute as well as the common law. Alternatively, the grant of standing for competitors in the Data processing line of decisions may be interpreted as resting not on a surrogate rationale, but on the basis that competitors' interests are entitled to some consideration even if they are not "statutorily protected". Such an interpretation would mark a further dilution of the legally protected interest standard, and a further step in the direction of granting standing to any person adversely affected by agency action. Finally, chi e professor Jaffe would limit "public action" standing to cases where illegality is clear and there is an overriding public interest in curbing official illegality, broadened standing rights are routinely awarded in casessuch as Scenic Hudson and SCRAP-where illegality is not at all clear. In view of the above-mentioned situation, this writer came to the conclusion that it is required that the jurisprudence of Korea to come introduce the American juridical trend to expand the scope of protective interests of judicial review of administrative action.
Determination of Uranyl Nutrate with Several Ligands by Spectrophotometry

Trace amount of uranyl (II) has been determined spectrophotometrically by measuring the optical density of the light blue yellowish coloured solutions formed by reaction between the metal ion and nicotinohydroxamic acid (NHx) in presence of different secondary ligands in strong isoamyl alcohol alkaline medium. The absorption maxima for both aqueous and extracted systems measured at their respective optimum pH were found to be 360 and 559 nm (DETA), 375 and 358 nm (EDA), 369 and 362 nm (piperidine), 354 and 341 nm (pyridine) and 363 and 336 nm (3 piperidine), 354 and 341 nm (pyridine) and 363 and 336 nm (3-picoline), respectively at which Beer’s law was obeyed. Effect of pH, reagent concentration, order of addition of reagent, time, temperature and solvent media on the absorption spectra have also been studied. Among the different systems studied, the shortest concentration range of uranyl(II) adhering to Beer's Law was 2.4-10.5 ppm observed for UO2(II)-NHx-DETA system in aqueous medium and also for iso amyl alcohol(IAA) extracted UO2-NHx-pyridine system was 2.4-7.8

The purpose of this study is to analyze comparatively and improve the preparation of chlorine gas in the high school chemistry II textbooks on the basis of the revised curriculum. From the results of the preparation experiment of chlorine gas which is commonly dealing with 9 kinds of textbook in the nation, we have found some problems and have suggested the solution of these problems. The problem is the students may inhale the chlorine gas that is to be injurious on the human body, so the research is focused on safe experimental method without inhalation of chlorine gas. The simple conviction method of character in laboratory is to propose at 5 kinds.

In n/${\gamma}$ mixed field of $^{241}Am-Be$(${\alpha}$, n) neutron source, we seperated the neutron component from gamma ray component. At the center of the detector, $^6Li$ was doped on the cerium activated glass plate for $^6Li$(${\alpha}$, n)T nuclear reaction. The time differences of the light following excitations by different scintillators, BC501($C_8H_{10}$) and cerium, and by the same scintillator for different radiations as neutrons and gamma-rays are used to apply the methods of PSD(Pulse Shape Discriminator) and CFD(Constant Fraction Discriminator). The figure of merit of $^6Li$ fast neutron spectrometer is estimated as 1.36.
