          서울시 토양오염 예방 대책 강화 방안

          서울특별시 수도권지역 내의 토양은 다양한 요소들에 의하여 오염되기 쉽고 오염된 토사들은 다시 원래 상태로 회복되는 것이 매우 어렵다. 하지만 이에 대한 서울특별시청(Seoul Metropolitan Government, SMG)의 시책은 일반적인 시책에 제한되어 있기 때문에, 서울특별시청은 서울시 내의 오염되는 토사의 예방에 대한 `토양 오염 경감 계획(Soil Contamination Mitigation Plans)`을 세워야할 필요가 있다. 이와 관련하여 본 연구의 목적은 토양 오염으로부터 이에 대한 예방 대책을 강화하고자 하는 계획을 제안하는 것이다. 이 연구는 3개의 부분으로 분류된다. 첫 번째로 토양오염의 사례들을 조사하였고, 두 번째로 서울시내의 토양에 대한 오염원 및 오염상태를 분석하였다. 마지막으로 서울시내의 토양 오염 경감 대책을 제안하였다. 토양 오염 경감 대책을 위한 추후의 추가적 연구로부터 제안된 계획은 오염되어질 토양을 예방하는 것에 크게 기여할 수 있다. 더욱이, 이것은 시민을 위한 안전 가업의 만족도를 상승시킬 수 있다. 이에 따라 본 연구에서는 서울시의 토양오염 예방대책에 관한 개선방안을 제시한다. But Seoul Metropolitan Government(abbereviated to SMG)`s measures are limited to be some usual managements. So, SMG needs to have Soil Contamination Mitigation Plans for Preventing Soils in Seoul from being contaminated. This Study proposes Plans to develop preventing systems from Soil Contaminations. The Study consists of three parts. The first part exmaines cases of soil contaminations. The second part analyze soil contamination in Seoul. and The third part proposes the Soil Contamination Mitigation Plans in Seoul. The Proposed Plan by adding future projects for Soil Contamination Mitigation can support preventing soils from being contaminated. Further, it can contribute to improved satisfaction of safety services for citizen.

        • 서울시 119출동 상황관리 개선방안

          Recently, There is an increase in Emergency Calls made in Seoul. Accurate information about the location in an emergency situation can help reduce number of victims and property damage. Seoul Emergency Operation Center(SEOC) has helped protect citizen but it requires many changes in terms of information capacity for emergency call response. Making rescues in a metropolitan such as Seoul may be difficult due to the single-family houses, road, greens and riversides. Time required for rescues are relatively longer in the case of emergencies such as collapse, natural disaster and drowning. The number of casualties is usually high in cases such as traffic accidents. The process of asking for location makes up 2.7% of the time of the emergency call. It seems insignificant but it is so important especially when it is a matter of life and death Time required for ambulance dispatching varies with locations. Ambiguous information on the location results in so much time required for dispatching. In this research, the citizens of Seoul thought blind spots are important (32% of citizen). Those thought weak persons to demage need more protection. According to Emergency call dispatchers, Information Systems, which are very important in dispatching and obtaining geographical location information in SEOC are old. New technologies are required for the SEOC information systems. The use of advanced systems in other parts of the world show integrating and sharing of emergency information, strategic location information, ease of call-users. Thus, the Seoul Metropolitan Government(SMG) must take the responsibilities of implementing a set of Directions and Proposals plan in order to strengthen the SEOC. Regions group as blind spots should be given the first priority. In this study, we propose solutions to the SMG’s SEOC problems. We took into account the current state, related cases, time and region analysis in dispatching, discussed with those in charge, and the got the opinions of disaptchers, professionals and citizen who had participated in training course of emergency response. The results of this study led us to the following conclusions: ⅰ) The SMG’s Emergency dispatching policy segmentation is required considering program setting and strategic information planning. ⅱ) The SEOC must continuously make the response to blind spots of emergency dispatching using intelligent information system. ⅲ) The SEOC should improve their systems and make it possible for partnership with citizen in emergency response.

        • 서울시 도로의 폭설대응 방안 연구

          The record snowfall in Seoul Metropolitan Area in January 2010 resulted in serious problems such as traffic accidents, falls on iced roads and difficulty in patient transfer due to Seoul Metropolitan Government(SMG in abbreviation)’s limited capability of snow removal and local residents’ inadequate participation. In this study, we propose the solutions to consolidation of SMG’s snow removal capability and activation of residents’ participation. For this, we studied the current state of SMG, the global cases, the spatial analysis on the target area and the survey on residents’ recognition. As for the heavy snowfall in January, 2010 in Seoul, SMG removed 15~30% of the total amount of snowfall in the region, leaving the rest of it. The equipment, transport capacity and manpower that are available now makes it insufficient to remove snowfall on local roads in a timely fashion. So it is needed to provide assistance on areas that are vulnerable to snow and activate residents’ participation. Foreign cities determine the order of priority for snow removal by considering areas that are vulnerable to snow hazard based on spatial analyses on weather forecasting data, topology, nearby buildings etc and inform the workforce and residents accordingly. Also they encourage their residents’ participation in snow removal by specifying regulations on penalty for being inactive For the selection on the vulnerable areas to snow hazard, we analysed the target areas. The factors such as slope, solar radiation, aspect and nearby important buildings were selected by the results of experts’ surveys. This enabled us to draw a conclusion on the recognition of highly vulnerable areas(covers 11% of case area) and the priorities for the concentration on the snow removal and disposal. From the survey results on the residents’ recognition of snow removal, it was discovered that 63% of residents have thought about snow removal, however they had limited knowledge on snow removal and low awareness of duty for distributing information to nearby vulnerable areas. For the results of this study, we present the solutions to removal and disposal of heavy snow in local roads as follows. ⅰ) In heavy snow, SMG informs residents of the priorities about snow removal and disposal on local roads by internet and smart phone. ⅱ) The responsibility on snow removal in multi family housings and tenement houses must be stipulated on rental contract. One site by 300~400 family must be designated as snow pile sites. ⅲ) If the residents participate in snow removal and disposal, their time must be accepted as civil defence training or volunteer work. ⅳ) SMG establish an ordinance requiring snow removal and penalties on homes that fail to do.

          서울시 역세권 규제완화에 따른 임대주택 확보 정책의 실효성 분석 연구

          The purpose of this paper is to evaluate an effectiveness of the de-reguration policies, which provide up-zoning and FAR incentives for supplying public-rental housing in the area within 500m from a subway station in redevelopment promotion areas. Especially, this study evaluates the appropriateness of restitution ratio 0.5 of FAR incentives through the cost-benefit analysis and analysis of elasticities from the cases of Buk-a-hyun 2 and Soo-saek 6 redevelopment project This study found that FAR incentives have an economic effects for private developers, and land price is an important factor in the cost-benefit of developers.

          서울시 재건축 시프트의 사회적 혼합이 주택가격에 미치는 영향분석

          The purpose of this study is to analyzes empirically the Effect of Social-Mixed Shift on Housing Prices in Housing Reconstruction Projects of Seoul. For this analysis, 132 cases"s data were collected by real transaction data-base of M.LT.M between January and June in 2011 and categorized by large living area of Seoul. Hedonic Price Model is adopted to this analysis, and the results are as follow. First, In Seoul region Shift-Mixed ratio of the same site and the same building is significant below 99%, but distance from Shift building is not significant below 90%. Secondly, According to analysis on large living areas, especially in East-south large living area, the result has consistency with Seoul region - Shift-Mixed ratio of the same site and the same building is significant below 99%, but distance is not significant below 90% - but In other areas Shift-Mixed ratio of the same site and the same building and Distance is not significant below 90%. So it"s conclusions that In Seoul region and East-south large living area, There are negative effects of Social-Mixed Shift on Housing Prices in Housing Reconstruction Projects. but In other areas, there are not

          The Sewol ferry accident led Koreans to have a strong interest in safety budgets, which are necessary for governments to move forward with safety plans. However, the national government and local governments have not yet devised comprehensive safety budgets and money is not being effectively allocated or managed. Citizens of Seoul, who live in a densely populated area with a high concentration of buildings, are at risk from natural and man-made disasters. So, the Seoul Metropolitan government(SMG) must be responsible for implementing a safety budget. In this study, we propose solutions to the SMG’s safety budget problems. We took into account the current state of the SMG safety budget, related cases, strategic elements, discussions with people in charge, and the opinions of professionals. Our investigations led us to the following conclusions: i) SMG should coordinate the requests of individual departments concerning the safety budget. ii) SMG should consolidate the tasks necessary for the formation and implementation of the safety budget. iii) SMG must continuously upgrade details of the safety budget and disaster plans and provide appropriate training. iv) Statistics on building disasters that match the safety budget to disaster characteristics are needed by SMG, experts, and researchers. v) Allocation of funds must be dependent on disaster management stage. vi) SMG needs to present fair and open measures for planning and executing the safety budget.

          도시재생으로 인한 임대료 상승이 창신동 봉제업자의 이주의사 결정에 미치는 영향

          The purpose of this research is to find out determinant factors, which affect the Small Cloth Manufacturers" Movement Decision in Urban Regeneration Area, Chang-Shin Region agglomerated by Small Manufacturers. The empirical analysis was carried out by a binary logistic model and 75 Cases were adopted. The result is as follow. The significant factors are the sewing job or not(-), Carriers(-), Factory Location in Changshin 2 dong or not(-). Regional Industrial Ecosystem"s Actors are consist of 142 Original Equipment Manufactuers(O.E.M.) and 960 Sub-Contractors(S.C.). S.C., which have long term carrier and locate in Changshin 2 Dong, are more dependent on informations and orders than OEM. so if Rent higher than now, they could not move another region. Consequently, The major finding is that Causes of Movement by Rent-Rising is How much they are dependent on Aggromeration Effect like affluent labor-pool, dense Networks, and low transaction cost. So, to sustain RIES, Public Sectors should have to care about more SC than OEM, because they are more vulnerable and weak than OEM.

        • 선진 안전도시방재시스템 구축을 위한 로드맵 구상

          The Seoul Metropolitan Government has developed many projects for disaster management and mitigated damages from urban flood and public facilities. Yet the current disaster management system can only provide functions to manage traditional disasters and not fully prevent demanges from new large complex disasters. This study proposes a road map to develop disaster prevention system in advanced safety city. The study consists of three parts. The first part examines changes and future in circumstances for disaster management. The second part investigates laws, institutions and projects for disaster management in Korea. The third part proposes a roadmap for disaster prevention system and core action projects in it. The proposed roadmap by adding current and future projects for disaster management can support reducing of damages and casualties of new complex disasters in metropolitan Seoul. Further, it can contribute to improved satisfaction of safety services for citizen.
