도서관정보의 무선인터넷 서비스에 관한 연구

본 연구는 인터넷 시대의 새로운 기능인 무선인터넷 서비스에 대하여 소개하고 특히 무선인터넷을 활용 할 수 있는 도서관의 정보서비스에 관하여 논의하였다. 차세대 인터넷 서비스의 선두주자로 떠오르는 무선 인터넷 서비스는 시간이나 장소의 제한없이 이동중 개인의 휴대폰을 통하여 필요한 정보를 제공 받을 수 있다는 점에서 그 이용이 급속히 확산되고 있다. 따라서 무선인터넷 서비스를 도서관에 수용하여 도서관 정보검색의 인터페이스를 다양화하므로써 이용자 서비스가 향상되며 도서관 업무의 분산화와 신속화라는 부가적인 효과도 기대할 수 있다. This paper starts by describing the wireless internet service as a new function in the internet age. It then discusses the usefulness of wireless internet for improveing library information service. Recently the use of wireless internet service, as a major internet service in the future, has been rapidly increased because it can be provided various type of information using individual's cellulasphone without the time and space restrictions. Therefore, wireless internet service will be of great use for decentralization and rapidness of library function as well as improvement of user service by providing various interface of information retrieval.

Computerizing of library system is the main subject in our library circles. There are two different methods in library computerization which one is Total System and the other is Piecemeal System. In general, Piecemeal System is being accepted by system librarians. And the Cataloguing System will be the first step in Piecemeal system. Because the Cataloguing system is the very method to making the Bibliographic Data Base. In this paper two kind of methods concerning the cataloguing system is being represented: 1. Program on Card Printing System 2. Program on Retrieval System. Through the method 1 the various kind of cataloguing cards will be printed out automatically and the retrieval of bibliographic information will be achieved by method 2. Comparing with the manual system, we realize the effectiveness of the computerized cataloguing system.

비디오텍스 시스템과 도서관 봉사간의 관계

The purpose of this study is to verify the hypothesis that the contents and range of library services are changed as the use of videotex systems increases. 1000 members of Chollian Ⅱ were chosen as subjects for this study and the questionnaire was posted to them. The returned responses to questionnaire were analyzed with the statistical software packages "SASPC" and "STATGRAPHICS". The findings and conclusions of this study are summarised as follows: 1. Users of Chollian Ⅱ make more use of videotex systems in seeking daily information than in seeking scholarly and professional information. It seems desirable to co-ordinate the services of videotex systems and libraries by redefining the traditional boundary of the two systems. Users will then conveniently get daily information through videotex servies, scholarly and professional information through the reference service of libraries. 2. Sex does not make any significant difference in the use of videotex systems. Most frequent use of videotex systems is made by those at the age of thirties. Businessmen and enterprisers make the most frequent use of videotex systems. Those of higher education are the best users. 3. As the use of videotex systems increases, use of newspapers and periodicals decreases while its increase rarely has influence on the use of library materials. 4. There is limited correlation between the use of videotex systems and that of library services. The increase of the use of videotex systems does not significantly increase or decrease the use of libraries. It changes, however, the pattern and methods of information services provided by libraries. 5. Users of special libraries make the most frequent use of videotex systems and there is not much difference in the use by users of other kinds of libraries

대학도서관 전자정보서비스의 이용자 인터페이스에 관한 연구

본 연구는 대학도서관 전자정보서비스의 이용자 인터페이스에 관하여 조사 분석하였다. 연구의 조사대상으로는 국내 28개 대학도서관을 선정하였으며 이용자 인터페이스를 접근점, 운영적 특성, 인터페이스 수록항목, 이용자 도움기능, 검색기능 등 서비스의 내용적인 면과 형태적인 면에서 비교 분석하였다. 그결과 이용자 친화적인 인터페이스 기능을 갖추기 위하여는 각 항목별 수정 보완이 요구되었다. The purpose of this study is to examine the user interface of digital information service in university libraries. Twenty-eight university libraries are analyzed by five characteristics; access point, operational characteristics, interface listing items. user help function, search types. The result of this study shows that both functions and interface design of digital information service in university libraries need to be Improved.

An Overview of Current Awareness Services, especially Videotex and Electronic mail, are given. The Special Relationship of Videotex and Electronic Mail to its increasing number of compatible technologies is dicussed. Professional fields and types of information providers are looked at. Special service applications with focus on types, functionality and advantages are listed and described. Conclusions drawn are increasing developmental activities and positive perspectives for successful applicaion of Videotex and Electronic Mail to improve existing information sevices as well as to create a new generation of information services for both specialists and the general public.

국제해양범죄의 형사관할권에 관한 법적 연구

국제관습법과 유엔해양법협약에 따르면 공해상에는 항해의 자유가 인정되며 공해상의 선박의 위법행위에 대해서는 기국이 관할권을 갖지만 최근에 각국은 국가간 외교적 상업적 교류가 증가하고 있는 등 상호의존성이 증대됨에 따라 국가관할권의 역외적용의 필요성이 증대되었으며 이에 따라 기국의 배타적 관할권을 인정하였던 기존의 방식은 수정이 불가피하게 되었다 국가간 관할권이 경합할 수 있는 국제해양범죄의 개념과 유형을 정립하고 우리나라에서 이를 단속 적용하는 법률을 살펴봄으로써 관할권 행사의 근거를 명확히 하고자 한다 연구결과 외국어선의 불법조업의 경우 우리의 영해 및 접속수역법 배타적 경제수역에서의 외국인어업 등에 대한 주권적 권리의 행사에 관한 법률 등 관의 사망사건에서 보듯이 추적권의 행사에 대한 법적 근거를 분명하게 할 필요가 있을 것으로 보인다 해적행위는 국제적으로 보편적 관할권이 인정되어 해적행위의 발생지와 관계없이 모든 국가가 형사관할권을 행사할 수 있으나 UN해양법협약상 해적행위로 인정될 수 있는 범죄의 범위는 한정되어 있다 우리 형법상 해상강도죄로 처벌을 하고 있기는 하지만 범죄의 대상을 해상의 선박으로만 한정하였다는 단점이 있다 즉 선박 이외에 해상구조물들도 해적행위의 대상에 추가하여 처벌할 수 있는 해적행위의 범위를 넓혀야 하고 다중의 위력을 사용해야 한다는 구성요건도 오늘날 선박장비의 자동화 첨단화에 따라 선박운항에 많은 수의 선원이 필요 없게 되었고 초대형 상선조차도 소수의 인원에 의해 관리되기 때문에 무장한 인에 의해서도 쉽게 공격을 받을 수 있다는 점을 감안한다면 적합한 규정이라 할 수는 없어 개정이 필요하다 할 것이다 동시에 해적행위에 대한 보편적 관할권을 명시하는 국내의 별도입법도 고려하여야 한다 여기에는 공해상 해적행위자에 대한 체포시 현행범의 즉시 인도 체포의 시점 등을 명확히 하는 규정의 추가도 필요하다고 보인다 해상테러행위에 대한 보편적 관할권의 인정이 현재 국제법상 많은 공감대를 형성하고 있기는 하지만 해적행위의 보편적 관할권과 같이 일치된 견해라고 볼 수는 없으므로 공해상에서 외국인의 외국선박에 대한 해상테러행위에 대하여 우리의 관할권을 행사하는 것은 신중하게 접근할 필요가 있다 선박에서 발생한 강력사건은 편의치적제도와 다국적으로 구성된 선원들 열악한 근무환경 등으로 인해 발생가능성은 상존하며 일단 발생한 후에 여러 국가들과 관할권 행사에 경합 충돌이 있을 수 있으므로 우리의 형사관할권을 일방적으로 배타적으로 주장하기 보다는 주변국과의 공동의 협력을 이끌어내는 외교적 노력을 병행하여야 한다 즉 관할권 행사의 정당성을 확보하기 위하여 범죄인 인도조약을 여러 국가들과 상호 체결하고 해상에서의 강력사건 발생시 이를 공동으로 대처하기 위한 국제협력기구를 창설하여 해상에서의 범죄에 대한 형사관할권을 국제협력기구에 위임하는 것은 국제해양범죄를 둘러싼 외교적 분쟁을 피할 수 있는 방법이기도 하다 또한 우리나라의 경우는 형법총칙에서 형법의 역외적용에 관한 일반적인 수동적 속인주의 보호주의의 규정을 둠으로써 개별 법률에 이에 관한 특별규정이 없이도 우리 형법이 적용될 수 있게 되어 있으나 이러한 일반적 규정과는 별도로 문제되는 사안에 있어서 형법의 역외적용의 문제를 분명히 하기 위해서 개별 법률에 역외적용에 관한 근거 규정을 마련해 두는 것이 타당하다

디지털 도서관의 정보보안에 관한 연구

This study is to introduce the information security tools and sources. It then discusses the vulnerability of information services in digital library and many security methods are suggested. Also, the web server of 174 university libraries have been checked and found that many web servers are running vulnerable version of system. Remarkable web sites of information security have been recommended which are useful for system administrator, network engineer and librarians. This study will be used for information security in digital library. 본 논문은 정보보안에 대한 개념적 이해와 함께 보안관련 점검도구 및 시스템 관리자에게 유용힌 정보원에 대하여 살펴 보았다. 또한 디지털 도서관에서 제공되는 정보서비스의 보안관련 사항에 대하여 각 항목별로 살펴 보고 그에 대한 해결방안을 제시 하였다. 한편 국내 대학도서관을 대상으로 사용중인 서버정보를 점검해 보았으며 조사 대상으로는 국가전자도서관에 링크된 174개 대학도서관을 선택하였다. 조사 결과 대부분의 대학 도서관들이 보안상 취약점이 많은 윈도우 계열의 서버를 사용하고 있었다. 따라서 윈도우 기반의 디지털 도서관 서비스 제공시 관리자 및 이용자가 활용할 수 있는 정보보안 조치사항을 제시 하였다.

圖書館에서의 CD-ROM 活用에 관한 硏究

This paper deals with the CD-ROM as we may call "the new papyrus". Some kinds of CD- ROM Databases are overviewed. And experiences they undertook in introducing CD-ROM Databases to library users and their respond to this new media are given. Main conclusions made in this study are ; First, As the result of using the CD-ROM Database the library services to users will be Improved. Second, Effective Information Retrieval, which carried out by library users, will be possible by CD-ROM. Third, The storage capacity of a CD-ROM will solve the space problem in library. Fourth, Information sharing will be possible by CD-ROM LAN(Local Area Network).
