A Model of University Reform in a Developing Country: The Brain Korea 21 Program

This paper is a review of a 13-year-old policy for university reform in Korea, the Brain Korea 21 Program, based on current theoretical frameworks. Current theoretical frameworks are classified into three groups: micro and macro perspectives on universities and discussion on world-class universities. The overall purpose of BK21 is to bring up high-level scholarship through manpower and achieve several targets of university reform. The program can be evaluated as a success in terms of following a research university model but not the entrepreneurial university model. However, the fact that a 13-year old policy developed under a research university model had features of the entrepreneurial university shows the direction of change that the research university is currently undergoing.

연구개발의 효과는 대부분 산업경제적인 측면에서만 검토되고 있는데 최근에는 다양한 측면의 효과를 측정하고자여러 방법들이 사용되고 있다. 이에 따라 본 연구는 경제적인 접근법 외에 재무접근법, 비시장재접근법 및 의사결정론적 접근법을 살펴보고 이러한 분석을 결합시켜 정보통신 연구개발의 성과분석에 이용된 사례를 검토한 것이다. 검토결과 다음과 같은 사실을 도출할 수 있었다. 첫째, 성공적인 정보통신분야 연구개발의 경우는 수백 배에서 수천 배의투입 대비 효과를 보인다. 둘째, 효과의 크기 면에서 소비재적 성격을 갖는 기술이 중간재적 성격을 갖는 기술보다 크다. 셋째, 투입 대비 효과라는 측면에서는 중간재적인 성격을 갖는 기술이 소비재 기술보다 크다. 넷째, 중간재적인기술은 비경제적 효과가 경제적인 효과보다 크고, 소비재적인 기술은 반대이다.

Asian Journal of Innovation and Policy (AJIP) would like to introduce an interview section on innovations, innovators, and entrepreneurs if possible in every issue. The interviews introduced will be selected not based on a journalistic view, but rather by its theoretical or practical implications. This issue will introduce an entrepreneur who was a key engineer, Chief Technology Officer (CTO), and CEO of Samsung Electronics, in addition to being the Minister of ICT in the Korean government. Currently, he is the CEO of an investment company. His success was tied to the success of semiconductors at Samsung Electronics, which became the world leader, leading some to even call him “the god of semiconductors”. This interview resurrects the debates on the mode 2 society and the role of education in entrepreneurship.
