공무원직급과 부패행태의 상호관계에 관한 연구 ; 부패감시와 집단압력을 중심으로 ( 경제학문헌목록 주제분류 : D7 )

본 연구는 부패 적발시 압수당하는 뇌물의 비율이 감소하는 측면, 집단압력(peer pressure)이 존재하여 부패에 대한 감지도가 커지는 측면 등 한국적 부패의 고유한 측면을 부패모형에 가미하여 직급과 부패행태에 관한 상호관계에 관하여 분석한다. 기존의 부패에 관한 전통적인 모형에서 개개 총무원의 관속연수가 많을수록 동료공무원의 부패에 관한 보다 정확한 정보를 입수하게 되어 상호감독(mutual monitoring)하에서 적발될 확률이 증가한다. 따라서, 근속연 수가 많을수록 감독비용(monitoring cost)이 저감되기 때문에 보다 더 정확한 감독이 용이하고, 이에 따라 공무원은 덜 부패한다는 함의를 도출한다. 그러나 본 연구의 집단압력모형은 근속연수가 많을수록 동료의 부패에 관하여 보다 정확한 판단을 하게 되어, 실제 개개 공무원의 부패정도가 규범(norm)에 비하여 과다부패하게 되며, 부패공무원은 조직의 규범을 더 부패한 방향으로 만들기 위하여 노력하게 될 수도 있음을 암시한다. 결국 부패의 악순환적인 연결고리가 발생할 가능성이 높게 된다는 점을 시사한다. 본 연구는 부패에 관한 집단압력이 존재하고, 직급상승에 따라 여타 공무원의 부패에 대한 감지도가 증가하는 경우, 직급상승에 따라 부패가 증가하게 되는 감시기관의 부패감지도의 상한값이 집단압력이 존재하지 않는 경우의 상한값 보다 크다는 결론을 도출한다. 따라서, 한국형 부패의 고유한 측면을 부패모형에 가미할 때 부패를 방지하기 위한 감시기관의 부패감지도는 더욱 증대되어야 하며, 현재의 낮은 감지수준, 수사미진 등의 문제는 한국적 부패를 더욱 악화시킬 수 있음을 시사한다.

This paper is an experimental and analytical report on the ultimate strength and plastic deformation capacity of cold-formed tubular steel columns subjected to axial force and bending moment. The principal parameters in this paper are slenderness ratios(λ=30, 60, 90), the rates of axial force(P=0.2P_y, 0.4P_y, 0.6P_y) and loading conditions (monotonic and cyclic loadings). The ultimate strength of tubular steel beam-column members is evaluated by a numerical method accordance with the axial force-bending moment(N-M) interaction curves. The behavior of each specimen is displayed in the form of moment-angle of member(M-θ) relationship. The numerically obtained ultimate strength interaction curves of beam-column members show a reasonably good agreement with the available experimental results.

Corporate bankruptcy is a process of efficient resource allocation in an economy. There are various corporate bankruptcy processes, in court and out of court, in Korea. However, the current corporate bankruptcy systems in Korea have pitfalls that could aggravate the inefficiency of resource allocation. To improve those systems, it is necessary to present theoretical background and, upon this, to clarify the relationships among the various systems. In this study, we clarified the relationship between the corporate bankruptcy systems as well as the problems of each corporate bankruptcy process. The current corporate reorganization process has an ambiguous economic criterion and furthermore puts too small weight on this criterion in filtering out economically inefficient firms, which affects the efficiency of the workout program The corporate reorganization process and the workout program are closely related with each other. As long as the expected payoff in the corporate reorganization process is less than or equal to that in the workout program, the financial institutions will not abandon the financially or economically distressed firms in the workout program. Thus the economic criterion in the corporate reorganization process becomes essentially the criterion in the workout program. This relationship between two systems reinforces the importance of economic criterion in the corporate reorganization process. This study presents some evidence that those two systems do not work in an efficient way. More clear and concrete economic criterion should be introduced in the corporate reorgarnization process. An example of economic criterion based upon Forward Looking Criteria adopted by financial institutions is proposed. This criterion will reflect the reservation value of creditors (usually the financial institutions) in debt renegotiation. Currently, the court can change the priority of credits in the processes of corporate bankruptcy and reorganization under some conditions. Since the change of priority of credits (especially establishing security credits) will affect the social economic efficiency through the reallocation of creditors' expected payoffs, the range of court's discretion to change the priority of credits should be further restricted. The current workout program has critical drawbacks. FIrst, there is no legal obligation for both debt-firms and creditorbanks to implement the workout plan agreed on by themselves. Second, the majority shareholder of the major banks in Korea is government, hence those banks are essentially under the government control. Therefore, the autonomous operation of workout program is hard to be realized. To remedy these drawbacks, the introduction of prepackaged corporate reorganization process and the privatization of major banks at least in management are needed.

The Service sector has increased in importance over the last decade in troops. Military included public sector, but has very different peculiarity from other public institution. So it’s necessary that developing an evaluation tool that measuring service quality and customer satisfaction for troops. This study was conducted to identify the service quality factors which are utilized to measure military vehicle maintenance service quality and customer satisfaction. In this paper, developing a Structural Equation Model at ‘three dimensional model of service quality’, and it is applied to customers of military vehicle maintenance service.
BLE Application을 위한 55nm CMOS 공정의 저전력, 3.8-5.8 GHz Tuning Range를 갖는 LC VCO 설계

In this paper, frequency CMOS Voltage Control Oscillator (VCO) which is needed in Phase Locked Loop (PLL) of Bluetooth Low Energy (BLE) is proposed. The LC oscillator architecture which is composed of PMOS, NMOS symmetrically, is designed for improving phase noise characteristic. Furthermore, resister and capacitor to current source which used PMOS are added for improving phase noise characteristic. Linearized varactor is designed to control the output voltage frequency, and for wide range of output voltage frequency, double capacitor banks which is consist of two Cap-Bank are proposed. Lastly, Output Buffer is designed for making bigger output voltage amplitude. Phase noise of designed VCO is 113.9 dBc/Hz at 1 MHz offset, and output voltage frequency range of designed VCO is 1.96 GHz which means 40.5 % of Tuning Range. We designed VCO as low power VCO which use 629.9 μW at 1 V of input voltage.
