진정한 교육이란, 경험이 많은 안내자들이나 공동체 전체에 의해 도움을 받아 진실한 것에 대해 보다 완전한 인식을 갖게 되는 자발적인 과정이다. 즉 교육에 대한 이러한 개념은 교육이 자발적이고 계속적이며 의도적이고 상호적인 것이라는 점 이외에 교육의 과정이 어떻게 일어나는지에 대해서는 아무런 제시도 못한다.

서울시 <위기 십대여성 전용 일시쉼터> 운영개선방안에 관한 연구

급변하는 성문화와 성에 대한 인식의 변화, 그리고 성폭력이나 성매매 등의 사회적 문제와 맞물려 가출한 십대여성은 많은 위험에 노출되어 있다. 이런 상황에서 가출한 위기 십대여성을 위한 보다 효과적이고 전면적인 예방 및 조기개입 정책이 요구되고 있다. 본 연구는 <위기 십대여성 전용 일시쉼터>를 중심으로 위기 십대여성의 특성과 욕구에 맞춘 시설 지원을 통해 사회적 안전망 구축과 향후 십대여성정책의 발전과 도약을 위한 정책적 대안을 모색하는 데 그 목적을 갖는다. 연구방법은 일시쉼터에서 근무하는 실무자와 이용자들의 심층인터뷰와 참여관찰 방법 등을 사용하여 분석하였다. 연구결과 일시쉼터는 성인지적 관점 및 십대여성 특성을 감안한 새로운 프로그램 패러다임의 도입 등 보다 내용적인 성과를 이루어낼 수 있도록 운영체계, 인력관리, 프로그램 등으로 체계를 갖추는 것이 필요한 것으로 분석되었다. With a rapid change in sexual culture and attitudes and a gradual increase in sexual violence and prostitution, runaway teen girls today become exposed to a far higher risk to threaten their health and well-being than ever before. In such circumstances, there is an urgent need for more comprehensive and effective prevention measures and early intervention for runaway teen girls. It was to meet this need that the Seoul metropolitan city government recently set up the “drop-in center for at-risk teen girls” as a pilot project to reinforce its social safety net. This research looks closely at the current management of the center with a view to firstly assessing its effectiveness as a part of the city government’s social safety net based on at-risk teen girls’ needs and characteristics, especially in terms of developing a gender-sensitive program, establishing a relevant system and securing a necessary workforce, and to secondly exploring political alternatives to improve policies for teen girls. The examination shows that the drop-in center needs to focus more on its qualitative outcomes by introducing a newly designed project paradigm based on gender sensitive perspective and teen girls’ needs. To do this, the city government is required to better systemize itself, in a longer term, legally and institutionally in terms of the management of workforce, programs, and operating procedure. It also highlights the importance of the city government’s strategic and mid-term efforts to reposition the center as a substantial hub for services for at-risk teen girls and as a starting point to extend and specialize the city government’s policies for teen girls.

공무원의 젠더 감수성 변화과정 연구

본 연구는 젠더 거버넌스 실행과정에 참여한 공무원들의 젠더 감수성 변화과정을 드러내고 어떤점이 그들의 변화에 영향을 주는지를 알아보았다. 분석결과 젠더 거버넌스 실행과정에 참여한 공무원들의 변화는 크게 무관심, 타협, 숙고를 거쳐 미완의 재구성에 이르렀다. 본 연구는 젠더거버넌스 참여 공무원들의 젠더 감수성 변화과정을 당사자의 입장에서 거버넌스 실행이라는 거대한 흐름 속에서 공무원들의 입장과 인식의 변화를 이해할 수 있는 자료를 제공하고자 한다. 성 주류화를 실행하는 주체인 공무원이 정책의 취지를 어떻게 받아들이는지, 실행과정에서 변화를 보여줌으로써 성 주류화 정책이 수립되고 확산되는 과정에서 제도의 한계점과 변화 가능성을 발견하고자 하였다. The study examined how gender sensibility among public officials who participated in gender governance are displayed and altered, and what factors would affect such changes. The study was established with the belief that, throughout the execution progress of gender governance, instances where gender mainstreaming isn’t installed as well as participant’s specific experiences would procure the effectiveness of gender mainstreaming. Throughout the substantial flow of gender governance, the study aimed to provide a reference that would assist understanding the shift in public officials’ stance and awareness by revealing the evolution in gender sensibility of the gender governance participants in the viewpoint of participants themselves. The study attempts to determine the limitations and possibilities of the regulation by exhibiting the changes within the implementation process, such as how the public officers, the executors gender governance, would perceive the purpose of such policy.

교육연극을 활용한 성매매예방교육 프로그램 개발

청소년성매매가 온라인으로 주로 이루어지고 있다는 점은 청소년성매매의 음성화 현상에 대한 대안과 함께 사전예방교육의 필요성을 강하게 요구한다. 현재 의무화되어 있는 성매매예방교육은 학교로 한정되어 있어 탈학교 청소년들에게는 기회가 주어지지 않을 뿐 아니라 학교교육 역시 연1회 1시간가량 일방적 주입식의 교육으로 이루어지고 있기 때문에 얼마나 예방효과를 발휘할 수 있을지에 대해서는 의문이다.이에 본 연구에서는 기존의 교육방식에서 탈피, 교육의 효과성을 보다 높일 수 있는 방안으로 교육연극을 활용한 예방교육 프로그램을 제안하고자 한다. 총 7회기의 이 프로그램은 중등학교에서 학급별로 진행할 수 있도록 구성하였다. 주요내용은 일상생활 깊숙이 자리 잡은 성의 상품화와 성 산업의 요소들을 발견하여 이를 비판하며, 성매매 경험을 한 또래들이 다시 재 유입되지 않도록 도와줄 수 있는 방법을 모색하고, '아르바이트'와 '놀이'를 가장한 수많은 성매매의 유혹 속에서 올바른 선택을 할 수 있는데 필요한 정보 및 자기주장능력을 키울 수 있도록 하였다. 성매매예방교육이 성과를 볼 수 있도록 하기 위해서는 학생들의 성적 주체성 정립을 위해 성평등적 관점에 대한 교육, 성문화와 성문제에 대해 비판적으로 사고할 수 있는 훈련 등을 제공해 주어야 하며, 학생들의 일상에 침투해 있는 여러 유해환경들의 범위를 확대하여 유입통로를 적극적으로 차단시키는 정책들이 필요하다. This paper models an educational theater program for prevention of prostitution as a way to improve the effectiveness of the preventive programs of juvenile prostitution at middle- and high- schools which have long been blamed for its cramming method of teaching. Given the fact that juvenile prostitution has been done mainly through smart phones and via online, it is clear that we need to focus on preventive programs and come up with countermeasures of the crime hiding in shadows. The compulsory prostitution prevention programs for more than one hour per year have been already institutionalized. However, many experts remain skeptical about the effectiveness of the programs which are widely regarded as a mere formality. We analyzed the current preventive programs by conducting literature reviews and interviews with field workers, developed educational theater programs for prevention of prostitution, and then demonstrated them at community child centers. Based on the results of demonstration, this paper develops an educational theater program for middle- and high- school classrooms which consist of seven acts. The program aims to reflect from a gender perspective upon the sex industry and the commercialization of sex which have taken root in our daily lives; to find ways to prevent the relapse into prostitution; to develop the self-assertion and judgment strongly enough to overcome temptation of prostitution; and to understand how to access to community support services in crisis situations. This paper also suggests that a gender-sensitive perspective is integral to the success of prostitution prevention programs for adolescents and new policies are necessary to block up various channels in everyday life that induces adolescents to step into prostitution.

In geographical education, maps have valued as important means that understand geographical phenomena, instruments of communication, and presentation tools of research results. Graphicacy, an ability to comprehend maps is also important in geographical education, and it is considered as a basic knowledge form which should be dealt in geography and an essential ability to the children who are in a progressive developmental process. To make graphicacy education more efficient, teachers should be founded on the understanding of map concepts, and performed with student-focused rather than theory-focused explanation. The purpose of this study is to develop a graphicacy extension model focused on student activity. To verify the effects of this model, it was applied to a experimental group. The evaluation of the results was measured by qualitative evaluation methods including map-drawing(as evaluation of results of contents and process focused on instruction), the degree of lecture satisfaction, self-evaluation, colleague-evaluation, observation, and personal journal.

성주류화 정책을 위한 젠더거버넌스 형성가능성

본 논문은 정책의 성주류화를 위한 제도인 ‘성별영향분석평가’의 실질적인 정책의 성주류화를 모색하는 과정으로, ‘성인지 관점을 지닌’ 시민이 정책 모니터링 활동으로 참여하는 과정을 살펴보고 그 가능성과 의미를 진단하고자 한다. 지역에 기반을 둔 시민들의 모니터링 활동이 정책의 성주류화를 위한 성인지 정책에 대한 논의를 어떻게 확장시켜가는 지를 보았다. 정책의 수혜자인 시민들이 정책의 성인지성을 의하고 공무원에게 구체적인 개선안을 제기하는 것으로 행정의 변화를 가져올 수 있다는 가능성을 실행연구를 통해 발견하였다. 즉, 젠더가치와 시민참여를 기반으로 한 활동이 실효성 있는 성주류화 정책, 별영향분석평가 제도의 필요성에 대한 공감대를 형성시키고 있었다. 따라서 ‘시민-전문가-행정 간의 거버넌스 활동’이 분석보고서 작성으로만 끝날 수 있는 현 제도의 한계점을 극복하고 제도적 변화를 이끌 가능성을 발견하였다. The purpose of this study is to examine the process that citizens having ‘gender perspective’ for management of ‘Gender Impact Assessment’, which is a system for gender mainstreaming, participate in policy monitoring and seek gender mainstreaming of actual policies, and to diagnose its possibility and meaning. Through this process, how monitoring activities of local citizens would expand the discussion about gender mainstreaming of actual policies and Gender Sensitive Policy could be grasped, and the possibility that citizens, the beneficiaries of policies, can change administration by discussing gender-sensitivity and suggesting specific improving measures to civil servants could be found. In other words, activities based on gender value and citizen participation were forming a band of sympathy regarding the need of effective gender mainstreaming policies and the Gender Impact Assessment system. Thus, it could be found that it would be possible that ‘governance activities among citizens-professionals-administration’ could overcome the limitation of the present system and lead institutional changes.
