시공책임형 CM의 국내 공공부문 도입을 위한 제도적 기반 수립 연구

국내 건설산업은 시공자 중심의 일방적인 생산방식에서 발주자와 시공자의 협업이 가능한 생산방식으로 변화하는 과정에 있다. 발주 방식에 따라 입·낙찰 방식, 계약 방식, 그리고 발주자의 사업 관여 정도도 달라질 수 있다. 본 논문에서는 국내 환경에 적합한 '시공책임형 건설사업관리' 도입을 위해서 국·내외 제도 분석과 입·낙찰 프로세스 분석, 계약이행 및 관리 분석, 사후관리 분석을 하고, 법제화를 위한 관련 법령 조문화와 제도의 효율적 운영을 위한 방안을 제시하고자 국·내외 시공책임형 건설사업관리의 제도 및 사례분석을 실시하였다. 건설산업기본법에 정의된 '시공책임형 건설사업관리'는 Pre-Con 업무를 수행하는 용역계약인 본 계약 이전 계약과 건설사업관리 및 공사계약인 본 계약으로 구분된다. 그러므로 '시공책임형 건설사업관리'는 해외의 사례와 같이 낙찰제도가 아니라 발주 방식의 하나로 보아야 하며, 도입을 위해서 설계/시공 일괄입찰, 기술제안 입찰과 동등한 입찰제도로서의 법제화가 필요하다. 국내 환경에 적합한 '시공책임형 건설사업관리' 도입을 위해서 국·내외 제도 분석과 입·낙찰 프로세스 분석, 계약이행 및 관리분석, 사후관리 분석을 하고, 법제화를 위한 관련 법령 조문의 개정과 제도의 효율적인 운영을 위한 방법을 본 제도의 본래 장점은 유지하면서 국내 시장에서 적용이 가능하도록 제시하였다. The Domestic Construction Industry is in the process of changing from a one-sided production method centered on the contractor to a production method in which the order and the contractor can collaborate. Depending on the delivery method, the bid/success method, the contract method, and the degree of business involvement of the order may also vary. In this thesis, in order to introduce 'Construction Management at Risk' suitable for the domestic environment, domestic and foreign institutional analysis, bid process analysis, contract fulfillment and management analysis, post management analysis, and related laws and regulations for legalization In order to suggest a plan for the efficient operation of the system, a system and case analysis of domestic and international construction responsibility type construction project management was conducted. 'Construction Responsible Construction Project Management' defined in the Framework Act on the Construction Industry is divided into the main contract transfer contract, which is a service contract performing pre-con work, and the main contract, which is construction project management and construction contract. Therefore 'Construction Management at Risk' should be regarded as one of the ordering methods rather than a successful bid system, as in the case of overseas, and legalization as a bidding system equivalent to design/construction batch bid and technology proposal is necessary for introduction. In order to introduce 'Construction Management at Risk' suitable for the domestic environment, domestic and foreign institutional analysis, bidding process analysis, contract fulfillment and management analysis, and follow-up management analysis are conducted. A method for efficient operation was suggested so that it can be applied in the domestic market while maintaining the original merits of this system.

이해주체별 부동산PF대출의 성공요인 분석

This study aimed to objectively analyze the importance of each stakeholder s perception of a real estate PF loan and promote understanding among participants. The results of analysis of the entire group are as follows. Firstly, the first level showed that relative importance of individual business characteristics(0.325) was the highest. Secondly, the loan ratio(0.380) and whether or not licensing was completed(0.326) were relatively important factors in financial characteristics and in characteristics of development projects, respectively. In addition, completion under responsibility of construction companies(0.374) and indicators of whether or not the metropolitan area(0.370) were relatively important factors in project performance characteristics and in real estate characteristics, respectively. Thirdly, results of comprehensive analysis of indicators showed that relative importance of completion under responsibility of construction companies(0.108) was the highest so that a third-party guarantee is recognized as an important factor rather than business feasibility in real estate PF loans. In addition, as for analysis results of perception of importance by the participation groups, perceptions between financial institutions and construction companies were similar. This seems because tendency to put importance on stability due to business structure was reflected. This study has limitations in that it did not reveal reasons of importance recognition and did not consider policy factors. 본 연구는 부동산PF대출에 대한 이해주체별 인식의 중요도를 객관적으로 분석하여 참여자간 이해를 도모하고자 진행되었다. 분석을 위해 금융기관, 시행사, 시공사 집단을 기준으로 전문가 설문을 실시하였으며, AHP분석을 통해 부동산PF대출에 영향을 미치는 지표에 대한 상대적 중요도를 분석하였다. 전체를 기준한 분석결과 첫째, 1차수준에서는 개별사업특성(0.325)의 상대적 중요도가 가장 높게 나타났다. 둘째, 2차수준 중 재무특성에서는 대출비율(0.380), 개발사업특성에서는 인허가 완료 여부(0.326), 사업수행특성에서는 시공사 책임준공(0.374), 부동산특성에서는 수도권 여부(0.370) 지표가 상대적으로 중요한 요인으로 분석되었다. 셋째, 지표의 종합분석결과 시공사의 책임준공(0.108)의 상대적 중요도가 가장 높게 나타나 부동산PF대출에서 사업성보다는 제3자의 보증이 중요요인으로 인식되고 있음을 확인하였다. 또한 참여집단의 중요도 인식을 살펴볼 때 금융기관과 시공사의 인식이 유사한 것으로 분석되었다. 이는 사업구조상 안정성을 중요시하는 성향이 반영된 결과로 보인다. 본 연구는 중요도 인식의 원인을 밝히지 못했다는 점과 정책적 요인을 고려하지 못했다는 한계가 있다

제품혁신과 관리혁신이 기업성과에 미치는 영향

최근 치열해지는 글로벌 경쟁과 급변하는 사업 환경에 효과적으로 대응하기 위한 전략적 방안으로 혁신(innovation)의 중요성이 강조되고 있다. 본 연구에서는 혁신의 대표적인 두 형태인 제품혁신(product innovation)과 관리혁신(managerial innovation)의 역할과 기업성과와의 관계에 대해 분석한다. 특히 이 두 가지 혁신유형이 상호작용을 할 때 궁극적으로 기업의 성과에 어떠한 기여를 하는지에 대해 초점을 맞추고 있다. 실증분석을 위해 선행연구를 바탕으로 가설을 설정하고, 이를 검증하기 위하여 대구·경북지역에 소재하고 있는 중소기업 315개를 대상으로 다중회귀 분석을 실시하였다. 분석 결과, 제품혁신과 관리혁신은 모두 기업성과에 긍정적인 영향을 미치는 것으로 나타났다. 뿐만 아니라, 제품혁신과 관리혁신의 상호작용은 기업성과 향상에 유의한 긍정적인 영향을 미치는 것으로 나타났다. 결론 부분에서는 본 연구결과에 대한 시사점과 연구의 한계점 및 향후 연구 방향을 제시한다. Growing attention is being paid to the concept of innovation and its critical importance to firms' activities in a today's fierce global competition and fast-changing business environment. This research explores two types of innovation - product innovation and managerial innovation - and their relationships with business performance. More emphasis places on the impact of the interaction between the two types of innovation on the performance. Building on previous literature, hypotheses are developed and tested for 315 data gathered from small and medium-sized firms that operate in the Daegu-Gyeongbuk region. Results show that both product innovation and managerial innovation are found to be significantly positive to business outcome. More importantly, it is also found that their interaction effect is significantly positive to the performance. Implications, limitations and suggestions for future research are presented.

이메일 뉴스레터를 통한 기상 정보 서비스 제안

본 논문은 기상 정보를 이해하기 쉽게 가공하여 이메일을 통해 전달하는 기상 뉴스레터 서비스를 제안한다. 이를 위해 현재 서비스 중인 뉴스레터, 기상 어플, TV 기상 방송 등을 참고하였으며, 사용자 조사, 소그룹 베타 테스트, 시선 추적 테스트를 통해 피드백을 수렴했다. 본 논문은 정량적인 기상 수치만 제공할 뿐, 그 의미는 해석해주지 않는 기존 기상서비스의 불편을 해소하는 것을 목표로 삼는다.

공공기관 사업전환의 방향과 기회 : E 공기업의 사례를 중심으로

본 연구는 E공기업의 사업전환 과정의 사례를 통해 공기업의 전략적 행위로서 사업전환의 개념과 의미, 과정, 현재와 미래에 대해 살펴보았다. 본 연구에서는 이러한 사업전환 과정에서 공기업에서 발생하는 여러 가지 상황과 문제점들을 살펴보았다. 분석결과 공기업의 사업전환은 민간기업들이 기업의 생존을 위해 기존 사업영역에서 새로운 사업영역으로 옮기는 과정과 달리 정치적인 요소나 내부구성원들간의 갈등을 어떻게 잘 해결할 수 있느냐가 관건이라는 것을 알 수 있었다. 연구조사대상은 관련 산업을 주도하는 E공기업이며, 연구결과를 요약하면 다음과 같다. 첫째, E공기업의 경우 문제인식 과정에서 전환압력을 명확히 받고 있으며, 4차산업혁명 등으로 발생된 산업적 측면보다는 산업변화로 인해 대응하는 정부의 정책적 판단에 의한 것이 더 크다고 할 수 있다. 특히 공기업의 특성상 내부구성원들의 요구가 있더라도 정부의 결정 등과 같은 외적 압력이 없었다면 사업전환에 대한 계획이나 구상이 있지 않았을 것이다. 둘째, 문제를 인식했더라도 사업전환에 대한 당위성과 필요성이 명확하지 않았다면 그 다음 단계로의 진행은 어려웠을 것으로 판단된다. 하지만 사업전환에 대한 내부구성원들간의 의사결정이나 시스템들이 명확하게 나뉘어져 있지 않으면 부정적인 효과를 초래할 수 있다. 특히 미래에 대한 결정을 통해 영향을 거의 받지 않는 임원들이 미래를 무조건으로 결정할 경우, 기존계획과 다른 방향으로 진행될 수 있기에 이에 대한 명확한 역할 분담이 필요하다. 셋째, 사업전환을 추진할 수 있는 전담조직의 필요성은 당연하겠지만 이들의 역할이 단순한 전문가 조직이 되기보다는 일의 추진하는데 있어 발생하는 내부 갈등을 조정할 수 있는 조정자 역할까지 수행해야 된다는 것이다. 또한 민간기업과는 달리 다양한 업무와 역할을 조정하기 위해 상당히 큰 조직이 필요하다는 것을 알 수 있다.

구순구개열 환자의 골격 기형 수술 후 안정성 : 문헌 고찰

Successful treatment of cleft lip and palate requires a high level of understanding of the complexity of anomalies and insights for predicting the four-dimensional change of growth. In addition, the surgeon needs to take responsibility for the life-long step-by-step operation that has profound effect on the patient. Alveolar cleft, which occurs in about 75% of cleft lip and palate patients, cannot be recovered without surgical treatment and can cause complications in various areas. However, there remains a lot of debate about the timing of the treatment of alveolar cleft. As a result of an intrinsic defect or previous surgery, patients with cleft lip and palate develop maxillary deficiency in all 3 dimensions with constricted maxillary arch. Therefore maxillary advancement surgery is indicated in about most patients with cleft lip and palate undergoing orthognathic surgery. Therefore, the authors will introduce the consensus of treatment and principles that must be observed in corrective surgery for skeletal abnormalities occurring in cleft lip and palate patients through literature review.
