We have developed an ultra wide-field of view Optical Coherence Tomography(OCT) which has capability to 2D and 3D views of cross-sectional structure of in vivo human retina. Conventional OCT has a limitation in visualizing the entire retina due to a reduced field of view. We designed an optical setup to significantly improve the lateral scanning range to be more than 20 mm. The entire human retinal structure in 2D and 3D was reported in this paper with the developed OCT system. Also, we empirically searched an optimized image size for real time visualization by analyzing variation of the frame rate with different lateral scan points. The size was concluded to be $1024{\times}2000{\times}300$ pixels which took 9 seconds for visualization.

In this paper, we investigate the feasibility of a strategy of failure detection and identification. The point of proposed strategy includes a pattern extraction approach for failure identification using Auto-Associative Kernel Regression (AAKR). We consider a simulation data concerning 605 signals of a Generic Pressurized Water Reactor(GPWR). In the application, the reconstructions are provided by a set of AAKR models, whose input signals have been selected by Correlation Analysis(CA) for the identification of the groups. The failure pattern is extracted by analyzing the residuals of observations and reconstructions. We present the possibility of extraction of patterns for six failure.

The importance of the role of post-doctoral researchers and the impact this period has on the overall researcher career cannot be overemphasized. Since the 2000s, the career path model has changed and the instability of the labor market has increased due to the increase in the number of PhDs worldwide. In many countries, slow job growth compared to the increase in post-doctoral researchers, prolonged period, unstable employment and uncertain future career problems are becoming increasingly serious. In this study, the size of post-doctoral researchers less than three years after obtaining a degree was estimated by in-depth analysis of the results of follow-up surveys for new doctors conducted in 2019 and 2020. The current status of domestic post-doctoral researchers such as, university type and individual characteristics were reviewed. Based on the results, we have proposed 4 policy directions; improvement of working conditions, broad career development, improvement of management system, and support for intersectoral and international movement.

The new government proposed the expansion of the basic research program as one of the most important R&D goals until 2022. Even though the basic research program occupies only a quarter of total university R&D, it is regarded as the most important standard representing excellency of both research and researcher. Thus the expansion of the program inevitably effects the conduct of other R&D programs, such as applied, development, and cooperation with private sector. However, in the course of implementing the policy, there were little consideration of the changes that the expansion would bring, nor detailed analysis on the current status of university R&D. More important is that the expansion of university R&D should lead to the growing number of Ph. D’s. It is asserted that deterioration of Ph. D labour market condition is already a serious problem, and the R&D policy must go on with HRD policy. In Korea, there are more than 200 universities and most of then educate Ph. D students. However, the differences in R&D competence among them is very large; some reach the world-class level, while others struggles even with the recruitment of graduate school student. In this research, we have classified universities into 6 groups, depending on their location, governance and size, and analysed the characteristics of their R&D performance. Based on the results, we proposed the new policy direction of university R&D aiming to strengthen the capacity and social role of universities.

In this study, we have brought into the discussion the autonomy and responsibility of research. Academic freedom has been regarded as the one of the inherent human rights, and been secured through the constitutional law in many countries. Below it lies the belief that autonomy is not only necessary but also the origin of creativity in academic work. However, there is no generally agreed concept on the nature of academic freedom. The debate about academic freedom ranges from definition or meaning to the extent it reaches. Further, the different level of academic freedom such as individual and institutional might bring conflict with each other. Moreover, responsibility has been accepted as the other side of freedom, but it also has been marked by a lack of clarity. Both autonomy and responsibility have not been paid much attention in science policy realm. With this in mind, we have attempted to define autonomy and responsibility of especially in publicly funded research. Autonomy is defined as the independence from interference with internal norm. When science was regarded as a common good, the curiosity-driven research was supported by public with a wide range of autonomy and freedom. However, the size of public funding to science grows and the socio-economic role of science gains more importance, the responsibility of science becomes dominating the freedom of research. We have proposed the elements of autonomy and responsibility of public research based on preceding studies, and presented preliminary survey on this familiar but unexplored topic.

The expansion of the basic research program is one of the most important R&D goals until 2022 in this government. The basic research program it is regarded as the most important program since it represents the excellency of research and researcher. Thus it plays the central role in university-led R&D, and the expansion is expected to affect the conduct of other R&D programs, such as applied, development, and cooperation with private sector. In this research, we have investigated the effect and impact of the expansion of basic research program during 2017-2019. Universities are classified into 6 groups, according to previous work and we have analysed the characteristics of their R&D performance. We have concluded that the policy are achieved the desired goal of strengthen research capability of researcher. However, as to the capability of university, the basic research program has limits and must be accompanied by other supporting programs such as BK21 and R&D programs. Based on the results, we proposed the new policy direction of university R&D aiming to strengthen the capacity and social role of universities.
