김학로 세계평화교수협의회 1974 아카데미論叢 Vol.2 No.1
위에서 提起한 바와 같은 방대한 문제를 여기에서 다 다룰 수는 없다. 우선 開發計劃과 關聯있는 法規 몇가지를 간단히 조사하여 거기에 있어서의 地方行政體의 역할이 어떤 것인가를 살펴보고, 그 다음에는 주로 中央政府와의 關係에서 開發計劃의 樹立과 施行過程에 있어서 地方行政의 역할과 몇가지 問題點을 檢討할 것이다. 그 다음에는 開發에 直接 參與하고 있는 地方의 企劃機構와 開發現業機構에 관하여 檢討할 것이나, 주로 關聯機構間의 謂整,과 協力問題에 촛점을 둘 것이다, 그리고 이 論文의 構成에 있어서는 文獻을 통해서 硏究한 部分은 거의 없다. 開發을 한창 서두르고 있는 「昌原綜合機械工業基地」의 建設現場을 中心으로 하여 여러차례 현지답사를 했으며, 當該 自治團體인 慶尙南道와 馬山市, 그리고 周邊 自治團體인 鎭海市와 晶原郡을 訪問하여 關係職員과 많은 접촉을 통해 얻은 資料와 知識을 토대로 해서 作成된 論文이라는 점을 밝혀 두는 바이다.

One of the unique characters of local government is that it is consisted of residents in the area as a compulsory condition. Even thought the concept of area is one of the essential elements to the local autonomy, it seems that the traditional concept of area has changed drastically from the view of local government in the industrialized society. To execute more efficient local administration, it is necessary to integrate some areas into one, leaving the existing concept of area. In other words, we can assume that it might be necessary to enlarge the size of administrative area along with the enlarged resident's economic and social area due to industrialization, urbanization and developed transportation and communication, so to speak, we need to change the traditional idea of the smaller the size of the area, the more effective the administration world be. In today's industrialized society, the administrative area is getting bigger in size as a general trend. The first purpose of this paper is to satisfy the need of new theory, building the basic concept of wide-area administration. And the second purpose is to study the function of the Urban Area Administration Council and then suggest keys to improve its function. The problems revealed through the past experience in the council are as follow: 1) It is non-standing institution. 2) Few experts are involved in the management of the institution. 3) It doesn't have a lawful stance. 4) It is lack of ability to execute the budget and its poor financial stability. At this point, I would like to suggest some ways to improve its function. 1) We should provide a standing position to the council. 2) We should supply experts to the council. 3) We should make an effort to make the council as a powerful institution, by giving a lawful position. 4) We should provide the council the right to set up the development plan in the area. 5) We should clarify the share of expense among the local governments and appeal the government to support financial aid for research.

(1)One of most pressing problems facing modern city governments is how to secure revenue sufficient to meet the increasing demands made upon them. And, as the tasks involved in the administration of the functions of large cities become more complex and dependent more and more upon scientific and engineering findings, the average administrators are inclined to lean upon technical and professional opinion to help them reach decisions. (2) Perhaps no other innovation in public administration currently is recieving more attention than the idea that citizens themselves ought to have a greater role in shaping the decisions made by public agencies. Citizen participation, not just at election time but on a continuing basis, is, of course, not a new idea at all but is to be associated with ancient concepts of democracy. Therefore, citizen participation has become a vouge word in recent year, both in discussions of planning and in academic public administration theory. (3) In the present study citizen participation will be treated both as good in itself and as a possible means of improving public services. We will discuss the theory behind citizen participation, some of it's contemporary forms, analyze motivations for implementing citizen participation programs, indicate possible characteristics of effective citizen participation and note some advantages of participation. (4)Any genuine attempt to increase all the major participation variables (numbers, average time spent, the sum of effect induced on decision by the public) raise some enormous problems. These can be summarized as follows, 1) The theoretical weakness of the case for increasing participation, 2) The existing complexity of the planning process, 3) The inherent lack of information.

김학로 安東大學校 安東地域社會開發硏究所 1993 安東開發硏究 Vol.4 No.1
경남도청의 창원시 이전에 따른 효과분석을 함에 있어 그 기준으로 ① 도정의 편의, ② 도민의 편의, ③ 이전의 용이성, ④ 지역의 균형개발효과를 설정하였다. 분석결과 창원으로의 이전은 '도정의 편의'와 '도민의 편의'의 기준에서는 비교적 높은 효과가 있는 것으로 분석되었다. 그리고 '이전의 용이성' 면에서는 그 효과가 대단히 높은 것으로 나타났다. 그러나 경남의 고질적인 문제인 동남부와 북서부간의 개발불균형을 오히려 확대시키는 결과를 초래함으로써 '지역의 균형개발'이라는 측면에서는 그 효과가 극히 저조한 것으로 분석되었다. 도청이전이 당해 지역 및 인접지역에 미치는 효과가 대단히 크다는 점을 고려할 때 도청이전의 가장 중요한 기준이 지역의 균형개발효과이다. 그러므로 창원으로의 경남도청의 이전은 성공적이라고 할 수 없다. 금후 대도시의 직할시 승격에 따른 도청이전은 경남의 만족스럽지 못한 경험을 교훈으로 삼아야 할 것이다.
