        고교학점제 도입에 따른 대입제도 개편방향에 대한 고교교사와 입학사정관 간 인식 차이에 대한 연구

        This study examines the commonalities and differences in perceptions and attitudes between high school teachers and college admissions officers about how the college admissions system should be changed in relation to the high school credit system. The main survey areas were 1) which college admissions type is in line with the high school credit system, 2) how to link high school and college systems, 3) how to strengthen university autonomy and accountability, and 4) how government should involve in a systematic change. By examining the positions of the major stakeholders, we seek implications for the design of college entrance policies. We found that high school teachers and university admissions officers commonly support 1) the comprehensive student record screening, 2) connecting high school and college, 3) universities selecting applicants based on their academic ability as well as fairness, and 4) easing the burden of admission requirements. However, they also had different opinions depending on their location and school size. Based on these commonalities and differences, policy implications for college admission system reform were proposed. 본 연구는 2025년 전면 도입을 앞두고 있는 고교학점제와 관련하여 대입제도를 어떠한 방향으로 개편해야 하는지를 모색하기 위하여 고등학교 교사와 대학의 입학사정관을 대상으로 향후 대입제도 개편 방향에 대해 어떠한 인식을 가지고 있는지 살펴보았다. 주요 조사 분야는 1) 고교학점제에 부합하는 대입전형, 2) 고교-대학 연계의 대입제도 개선 방향, 3) 대학 자율성과 책무성 강화 방향, 4) 정부의 제도 개입 방향으로 나누어 설문하였다. 대입제도의 주요 이해관계자인 교사와 입학사정관의 인식과 태도의 공통점과 차이점을 살펴봄으로써, 향후 대입정책의 개편에 대한 시사점을 얻고자 하였다. 연구결과, 고등학교 교사와 대학 입학사정관들은 공통적으로 학생부 종합전형을 고교학점제에 가장 부합하는 전형이라고 인식하고 있었으며, 대체로 고등학교-대학이 서로 연계되는 방향으로 대입제도가 개편되어야 한다고 생각하고 있었다. 또한 대학은 지원자의 능력 중심으로 선발하되, 공정성과 책무성을 담보해야 하며, 정부는 입시부담을 완화하는 방향으로 대입정책을 설계되어야 한다고 보았다. 그러나 개별 사안에 따라 교사와 입학사정관이 인식을 달리하는 지점도 있었으며, 소재지역과 학교 규모에 따른 차이도 발견되었다. 교사와 입학사정관의 인식에서의 공통점과 차이점을 토대로 향후 대입제도 개편에 대한 정책적 시사점을 제안하였다.

        The Effects of Title I Programs on Students Proficiency in the U.S. and Implications for Korea

        [Purpose] This paper aims to empirically investigate the impact of the federally funded Title I program on the performance of students from low-income families, as assessed through the state's own assessments. Additionally, the study seeks to discern the relative effectiveness of two specific program, namely the school-wide program and the targeted assistant program, to see which program is more effective. [Methods] To accomplish these objectives, the research leverages two national data sets from 2008-09 to 2013-14, sourced from the U.S. Department of Education's EDFacts and the National Center for Education Statistics' Common Core of Data. Employing fixed-effects and mixed-effects models with the school-level data, the study conducts a rigorous examination of the program's impact across various grade levels. [Results] The findings of this study reveal that the Title I program exerts substantially positive effects on academic outcomes of economically disadvantaged students in lower grades, with moderate positive effects observed in middle grades. However, no discernible impact is observed at the high school level. In terms of the specific program effects, lower grade levels exhibited higher achievement when implementing the "school-wide program," whereas high schools showed lower achievement. Conversely, transitioning from the "targeted assistant program" to the "school-wide program" demonstrated positive effects only at the high school level. [Conclusion] The results of this study demonstrate the importance of prioritizing investments in early grades when providing educational services or support to students in need. As students progress to higher grades, there is a need to design and implement programs that are tailored to their levels and circumstances. Furthermore, in allocating education finances for low-income groups, prioritize elementary schools for 'whole-school programs,' and support high schools in developing the capacity to run comprehensive programs.

        교사의 갈등 인식이 관계적 신뢰에 미치는 영향: 전문적 학습공동체 참여 여부의 조절효과를 중심으로

        본 연구는 교사의 갈등 인식이 관계적 신뢰에 미치는 영향을 살펴보고, 이러한 관계가 교사의 전문적 학습공동체의 참여 여부에 따라 달라지는 조절효과가 있는지 탐색한 연구이다.이를 위해 서울교원종단연구2020 데이터를 활용하여 초등학교 905명, 중학교 704명, 고등학교 809명의 교사 데이터를 분석하였다. 교사의 갈등 인식이 관계적 신뢰에 미치는 영향을 파악하기 위해서 교사 개인, 학교 지역 수준 변수를 통제한 회귀모형이 사용되었다. 연구 결과,동료교사, 학부모, 학생, 관리자에 대한 인식 중 동료교사와 관리자에 대한 갈등 인식은 모든 학교급에서 관계적 신뢰에 유의한 부정적인 영향력을 미치는 것으로 나타났다. 동료교사에 대한 갈등 인식의 영향력의 강도는 초등학교 > 중학교 > 고등학교 순으로 나타났으며, 관리자에 대한 갈등 인식의 영향력은 중학교 > 고등학교 > 초등학교 순으로 나타났다. 전문적 학습공동체의 단순 참여의 경우, 주효과는 물론 갈등 인식-관계적 신뢰 관계에 대한 조절효과도 유의하지 않은 것으로 나타났으나, 세부 유형별 학습공동체 참여에서는 조절효과가 나타났다.즉, 1) 교사 간 갈등 인식과 관계적 신뢰 사이의 부정적인 관계에서 수업평가에 관련한 학습공동체 참여(초등학교), 2) 교사 외 갈등 인식과 관계적 신뢰 사이의 부정적 관계에서 학교 밖 학습 공동체 참여(초등학교), 3) 학생에 대한 갈등 인식과 관계적 신뢰에서의 부정적 관계에서 학교 밖 학습 공동체 참여(중학교, 고등학교)는 완화적 조절 효과가 있는 것으로 나타났다. 이러한 연구결과를 바탕으로 정책적 시사점과 후속 연구가 제안되었다. This study examines the impact of teachers' perception of conflict on relational trust and explores if this relationship is moderated by the teacher's participation in a professional learning community. For this purpose, data from 905 elementary school, 704 middle school, and 809 high school teachers were analyzed using the Seoul Teacher Longitudinal Study 2020 data. To determine the impact of teachers’ perception of conflict on relational trust, a regression model was used with extensive control variables at the individual, school, and regional level. As a result of the study, it was found that among the perceptions of fellow teachers, parents, students, and administrators, the perception of conflict with fellow teachers and administrators had a significantly negative influence on relational trust at all school levels. The intensity of the impact of conflict perception on fellow teachers appeared in the order of elementary > middle > high school, and on administrators turned up in the order of middle > high > elementary school. Simple participation in a professional learning community was found to have no main effect and moderating effect on the relationship of this conflict perception-relational trust. However it was found to have alleviative moderating effects when teachers participated 1) in a learning community related to class evaluation (at elementary schools) on the negative relationship between conflict perception and relational trust among teachers, 2) in an out-of-school learning community (at elementary schools) on the negative relationship between conflict perception on non-teachers and relational trust, and 3) in an out-of-school learning community (at middle and high schools) on the negative relationship between relational trust and conflict perception on students. Based on these results, the policy implications and further research topics are proposed.

        한국과 미국의 입학사정관 교육훈련 프로그램 비교연구

        본 연구의 목적은 한국과 미국의 입학사정관 교육훈련 프로그램을 비교․분석하여 대학과 기관에서 실시하고 있는 입학사정관 직무교육 프로그램 실시와 개선에 대한 시사점을 발견하는 것이었다. 이를 위해 두 나라의 개별 대학에서 자체적으로 실시하고 있는 교육훈련과 대학이 외부에 공개하여 실시하고 있는 교육 프로그램, 마지막으로 기관에서 실시하고 있는 교육 프로그램을 살펴보았다. 이러한 연구 결과 다음과 같은 시사점을 도출 할 수 있었다. 첫째, 입학사정관을 양성하는 직무교육 프로그램을 구축하기 위해서 먼저 대학 또는 입학사정관 전형에서 추구하는 인재상에 대한 내용을 사전에 정할 필요가 있다는 점이다. 둘째, 대학은 입학사정관의 전문성을 향상하기 위해서는 개별 대학에서 자체적으로 교육훈련 프로그램을 마련하는 것이 매우 중요하다. 셋째, 지원사업 예산에 대한 중복투자를 막기 위해 교육의 효율성을 높이고자 한다면 현재 다양하게 이루어지고 있는 교육 프로그램을 보다 집중적으로 실시하여 교육의 효과를 높일 필요가 있다. Comparing and contrasting the admissions officer training programs of Korea and the U.S., this study attempts to acknowledge ways to advance present admissions officer training programs offered by universities and institutions in Korea. For this purpose, this study examines admissions officer training programs provided by colleges and universities in the U.S. and Korea - those for their own full-time admissions officers and those opened to public, and admissions officer training programs offered by institutions. The findings of this study are the followings: 1) In order to construct an admissions officer training program, each college or university should be able to set its institutional priority; 2) in order to increase professionalism of admissions officers, it is very essential that each college or university provides its own training program; and 3) in order to avoid wasteful duplication of investing budget funded by government in admissions officer training, various training programs running presently need to be more focused and by doing so, effectiveness of training program may increase.

        정책실패 예방 관점에서의 지역인재 투자협약제도 요구분석 : 지역혁신 중심 대학지원체계(RISE)에 주는 시사점

        This study is preventative research aiming at deriving policy implications for ‘The Regional Innovation System & Education (RISE System) by analyzing ’the Local Talent Investment Agreement System’, which was a policy tool for implementing one of the policy tasks of the Yoon Seok-yeol administration, the transfer of administrative and financial authority in higher education to local governments and the establishment of cooperative governance between the central and local governments We derived priority tasks by analyzing the questionnaire data collected from experts and practitioners in higher education and local administration through the Importance-Performance Analysis (IPA) method, Borich's demand level, and The Locus of Focus analysis method In addition, we analyzed the qualitative data obtained through written interviews to provide a richer interpretation of the results from quantitative data analysis As a result of the study, priority tasks were derived in the order of Finance, Operation, Environment, and System In each area, the high-priority tasks are identified: 1) securing stable financial resources for higher education, including local education financial grants (Finance); 2) establishment of relevant administrative organizations in local governments, improving of human resource expertise, and integration and general operation of related talent development projects within local governments (Operation); understanding and forming a consensus on a new system of investment agreements (Environment); and finally, the establishment of a communication system between central and local governments for collecting opinions (Institution) Based on these results, implications for the establishment and institutionalization of the 'RISE system', which is seeking fundamental changes in the current higher education system, are suggested

        대입 자율화의 가능성에 대한 비판적 검토 : 입학사정관제를 중심으로

        After setting of Lee government, the principle of market competition has planted in all over the national policy, and it is not exceptional in the field of education. Expecially in a realm of higher education, the need of admission autonomy of university has been raised for a long time. The purpose of this study is to discover the essence of controversy about admission autonomy by considering the history of higher education policy past three decades, and to reveal how to link main issues of admission autonomy by giving the information about the introduction background of admission officer system and the contexts of its practical operation in US. The critical reviews covers the selection and exclusion of a certain group of applicants in the college admission process, the tolerance of opacity in the selection process, and the accountability issues on college admission. The cornerstones of US college admission were ‘discretion’ and ‘opacity’- discretion so that college administrators would be free to select or to screen out students deemed socially undesirable and opacity so that how they used their discretion would not be subject to public scrutiny. These features could be possible through ‘comprehensive or individualized review’ on college admission applicants. This study says that the ‘subjective evaluation’ could be linked to the preferences of a certain group of students; should be implemented with consideration of fairness; and should set up an accountability system by informing the plan of college admission and selected students profile and monitoring the college admission decision process.
