홍순만의 서평, ‘국민연금 제도에 관한 소고, 김태일 著 불편한 연금책: 놀랍도록 허술한 연금 제도 고쳐쓰기 ’에 대한 답변

본 글은 홍순만 교수가 한국행정학보 58권 1호에 게재한, 필자의 저술 ‘불편한 연금책’ 서평에 대한 저자의 답변이다. 홍 교수가 서평에서 논박한 내용은 다음의 세 가지이다. ① 국민연금이 타 선진국 공적연금에 비하여 더 역진적이라는 주장; ② 가입기간 확충이 지급률 상향과 달리 연금 수지에 영향을 주지 않으며 역진적이지도 않다는 주장; ③어떠한 기준으로도 국민연금보다 공무원연금이 훨씬 이득이라는 주장. 홍 교수의 논박은 저서의 주장 중 논란이 될 수 있는 부분을 구체화해서 드러낸 것일 뿐만 아니라, 향후 연금 개혁에서 중요하지만 간과되고 있는 부분들을 짚고 있다. 그래서 홍 교수의 논박에 대한 저자의 견해를 밝히면서, 홍 교수가 제시한 쟁점들이 국민연금의 어떤 문제점과 연관된 것이고 향후의 연금 개혁에서 왜 중요하게 다뤄져야 하는지를 논의하는 것은 그 자체로서 의미있는 학술적, 정책적 기여가 된다. 이런 관점에서 본 글은 홍 교수가 논박한 세 이슈에 대해, 저자의 평가와 해명 및 보충을 담았다. 이를 통해 향후 연금 개혁에서 다뤄야 할 논점들이 더욱 명료해질 수 있었다. 홍 교수의 충실한 서평에 저자로서 깊이 감사드린다. This article constitutes the author's response to Professor Hong Soonman's review of my book, Inconvenient Facts of Pension, which was published in Volume 58 of the Korean Journal of Public Administration. In his review, Professor Hong discussed the following three arguments in my book: (1) Korean national pension system is more regressive compared to public pension systems in other countries; (2) the extension of the contribution period does not exacerbate the pension system's imbalance or contribute to its regressive nature, unlike an increase in the income replacement rate; and (3) the civil service pension offers significantly greater benefits compared to the national pension by any standard. Professor Hong's critique not only highlights and clarifies controversial aspects of the arguments presented in my book but also identifies important yet previously overlooked issues in the discourse on pension reform. Consequently, this article aims to offer a detailed evaluation, clarification, and supplementation of the three issues raised by Professor Hong. By addressing these concerns, this response seeks to enhance the understanding of the challenges facing the Korean national pension system and underscore the significance of these issues in future pension reform efforts. I am grateful for Professor Hong's thorough and constructive review, which has contributed meaningfully to the ongoing academic and policy discussions surrounding pension reform.
녹차추출물/L-Theanine 혼합물의 Secretase 활성 억제 및 세포사 억제를 통한 기억력 회복능

We examined the effect of green tea extract (GTE) and L-theanine combination on the $A{\beta}_{1-42}$-induced memory dysfunction. GTE and combination were administrated into mice for 3 weeks followed by injection of $A{\beta}_{1-42}$ to induce memory impairment. GTE and L-theanine administration significantly improved cognitive ability and reduced $A{\beta}_{1-42}$ level accompanied with the inhibition of neuronal cell death and activities of secretase. These results suggest that GTE and L-theanine combination may be a useful for preventing for the development or progression of Alzheimer's disease.
Thermal Cycling 열처리가 AISI 4330 강의 현미경조직과 기계적 성질에 미치는 효과에 대한 연구

Thermal Cycling treatments have been applied to AISI 4330 steel for improving the strength and impact toughness. The constant and alternate cycling have been applied. Experimental results showed that a remarkable grain refinement can be obtained by thermal cycling treatments. The strength and impact value were increased by constant cycling, but the strength tended to decrease with increasing the impact value in alternate cycling. It was found that the best thermal cycling condition was the fourth cycle of constant cycling, and the grain size was reduced from about 15∼20㎛ mean grain diameter to 2∼3㎛, by this treatment. The grain refinement can be attributed to the low austenitizing temperature and short soaking time due to the rapid heating rate and the accumulation of residual stress during repeated thermal cycling. It is believed that the increase in strength is caused by the grain refinement and fine carbide precipitation, and increase in impact value is mainly due to the reduction of plate martensite which deteriorates the toughness.
