        대기압 유전체배리어방전의 발광특성

        Plasma properties of dielectric barrier discharges (DBDs) at atmospheric pressure were measured and characterized using optical emission spectroscopy. Optical emissions were measured from argon, nitrogen, or air discharges generated at 5-9 kV using 20 kHz power supply. Emissions from nitrogen molecules were markedly measured, irrespective of discharge gases. The intensity of emission peaks was increased with applied voltage and electrode gap. The short wavelength peaks (315.9 nm and 337.1 nm) measured at the middle of DBDs were significantly increased with applied voltage. The optical emission from DBDs decreased with the addition of oxygen gas, which was especially significant in argon discharge. Emission from oxygen molecules cannot be measured from air discharge and argon discharge with 4.8% oxygen. The emission intensity at 337.1 nm and 357.7 nm related with nitrogen molecule was sensitively changed with electrode types and discharge voltages. However, the pattern of argon emission spectrum was nearly the same, irrespective of electrode type, oxygen content, and discharge voltage.

        지방도시계획위원회 운영에 관한 실증적 연구 (전라남도를 중심으로)

        After the 2000s, a majority of the authorities to decide the approval of urban planning projects has been transferred to local governments except the designation of limited development districts, the national plan, and the public affairs. The transfer of the authorities generally results from the need of the rational and unbiased operation by means of eliminating past irrational factors. From this perspective, the decision of the approval should be made based on the clear and quantitative criteria on the local urban planning committees`` operation and functions. Additionally, the efficient operation and roles of the committees became very important. Since suspicions of corruption and lobbying were aroused in major cities in the course of the deliberation of urban planning and architecture projects, there was growing concern about the operation of local government``s committees. Consequently, the objectives of this study are 1) to interpret the managerial status and understand the characteristics by means of analyzing the cases and deliberation results from the existing urban planning committees, 2) to identify the problems, and 3) to suggest an improvement plan for the rational and efficient operations of urban planning committees.

        The purpose of this study was to determine optimal frequency of summary KR according to skill levels of learners. Subjects were 60 high school students and were required to perform golf putting tasks. The following consequences were given as the result of analyses of absolute error(AE), constant error(CE), and variable error(AE) of groups during the acquisition and retention phases. As the skill level of learners was high in the difficult task, 5 trials summary KR group was effective to reduce both AE and VE. As the skill level of learners was low in the difficult task, 1 trial and 5 trials summary KR group were effective to reduce AE.

        동아시아 정부조달법 발전방향

        이 논문은 동아시아연합을 염두에 두고, 동아시아 정부조달법의 발전방향을 다루고 있다. 21세기는 아시아의 시대라고 한다. 이를 위해서는 동아시아 3국인 한국, 중국, 일본의 연대, 화합, 단결이 필수적이다. 이러한 소망과 기대는 놀랍게도 100년 전 안중근이라는 젊고 결기 있는 위대한 정치 철학자이자 군인이 죽음을 앞에 두고 세상에 내놓은 “동양평화론”에 오롯이 남아 있다. 유럽의 가치, 역사를 기반으로 EU라는 경제정치 공동체를 만들고, EURO라는 공통화폐, NATO라는 군사공동체 설립은 동양평화론의 유럽버전으로 동양평화론의 실제 구현된 모습이다. 동아시아 연대는 인권, 평화, 경제발전, 동아시아적 가치를 제도화 시킬 것이다. 이를 통해 동아시아는 불안한 평화의 제도화를 완성할 수 있을 것이다. 따라서 동아시아는 EU의 정치 경제적 통합에 대응하는 동아시아연합을 지향하여야 한다. 각국의 그러한 정책적 지향은 여러 방향에서 구현할 수 있을 것이다. 필자는 그 중에서 정부지출의 50%가 정부조달 시스템으로 집행되는 것에 주목한다. 동아시아 3국이 정부조달시스템을 조화롭고 통일되게 운영하는 것은 EAU 구현에 큰 도움이 될 것이다. 그렇지만 이 시스템이 동아시아에만 적합한 것이어서는 안 된다. 글로벌 스탠다드에 부합하고, 이 분야를 선도한 EU 정부조달법, 유엔국제거래법위원회의 모범법, WTO 정부조달협정, 세계은행의 각종 규범을 반영하여야 한다. 따라서 이 논문은 동아시아 정부조달 규범의 통일 필요성 제시하고, 정부조달법의 국제적 동향을 검토하고, 한중일 3국의 정부조달법 현황을 살펴본다. 다음으로 정부조달계약 법적 성격을 사법계약으로 봄에 따라 새로이 생겨나는 현대적 문제에 쉽게 대응하지 못하는 세 가지 분야를 검토한다. 구체적으로는 정부조달 담당자의 에토스와 부패예방, 정부조달의 법적 성격에서 2단계 이론, 정부조달 분야의 국가의 수요독점과 독점금지법리 적용을 다룬다. 그 다음으로 동아시아 정부조달법의 8가지 기본원칙을 제시하였고, 정부조달 분야의 현대적 이슈로서 public private partnership, concession의 정부조달 목록 편입, In-House procurement와 관련한 최신 법적 문제를 제시한다. Bearing in mind a possibility of the formation of the East Asian Union (EAU), this paper discusses the development direction of government procurement law in East Asia. Many refer the 21st century as the age of Asia. To realize this, it is necessary to establish solidarity, harmony and unity between three East Asian countries: Korea, China, and Japan. Surprisingly, this hope and expectation resounds in Pan-Asianism advocated by a young, brave and great political philosopher and a soldier of the early 20th century Korea, Jung-geun An, just before his death. Europe has found a politico-economic union known as the European Union, created a common currency called the EURO, and established a military alliance known as the NATO. This is an embodiment of the essence of Pan-Asianism theory realized in Europe based upon its history and values. Similarly, the union of East Asian countries would systemize human rights, peace, economic development, and East Asian values in the Union. Accordingly, East Asia should head toward the formation of EAU to counter the politico-economic union of Europe. Each East Asian country should be able to materialize such direction through various policy implementations. Specifically, the author focuses on that 50% of the public spending is executed through government procurement system. It would be helpful for three East Asian countries to harmonize and unify the operation of public spending system in order to actualize the EAU. However, this system should not only suit the East Asian countries, but it also should be in accord with the global standards, reflecting the progressive government procurement law of the European Union, the United Nations Commission on International Trade Law, the government procurement Treaty of the World Trade Organization, and various standards of the World Bank. Therefore, this paper presents the need to unify standards of East Asian government procurement, examines international trends of government procurement law, and reviews the present state of government procurement law in Korea, China, and Japan. Next, this paper examines three areas facing difficulties in corresponding with contemporary issues arising from viewing the legal characteristic of government procurement contracts as private contracts. Specifically, these are (1) corruption and ethos of personnel in charge of government procurement, (2) a two-stage theory on legal characteristics of government procurement, and (3) a governmental monopsony in government procurement and an application of legal principle of antitrust law. Next, this paper presents eight basic principles of government procurement law in East Asia, and recent contemporary legal issues on public private partnership, incorporating concession in the list of government procurement, and related issues of In-House procurement.
