Personal mobility, which was used exclusively for leisure activities, has recently been used as a means of transportation, and it is expected to increase its role as the next generation transportation. Sales of personal mobility are increasing rapidly, but the problem is that traffic accidents are also increasing. In this study, human body injury caused by various collisions between electric wheel users and road users that occur on bicycle or pedestrian roads mainly used by personal mobility is analyzed through collision analysis and collision risk analysis. In the case of the collision accident for electric wheel, it is analyzed that the road users are more likely to be injured on the pedestrian road than the bicycle road. In addition, the head hit each other or fall and hit the floor caused severe head injury.

The Korea's safety standards for vehicle have been strengthened to reduce casualties from traffic accidents since 1962. The standards have a rather complicated structure. The safety standards are composed of the main text and asterisks, and the safety standard implementation rules are composed of the main text, asterisks and appendices, and items of the same name are stipulated in other chapters within the safety standards. This study is to suggest improvement measures such as simplifying the structure of these safety standards and integrating safety standard items with the same name. Through this, users' understanding of the standards will be improved, and it is expected that the system will be more efficient such as securing safety quickly through harmonization with international standards following the development of rapidly changing new technologies such as automated vehicles.
4차산업혁명 기술의 환경분야 적용 및 전망 - 환경정책기반공공기술개발사업 과제를 중심으로 -

목적 : 최근 국내외 전 분야에서 4차산업혁명에 대한 논의가 활발히 진행되고 있으며 환경분야에서도 관련된 연구개발이 폭넓게 진행되고 있다. 4차 산업혁명의 핵심은 초연결, 초지능 및 융복합이다. 주요기술은 인공지능(Artificial Intelligence), 사물인터넷(Internet of Things), 차세대 통신기술(Fifth Generation communication technology), 로봇, 블록체인, 드론, 3D(Three Dimension) 프린터, 빅데이터, 무인 운송수단, 바이오 공학, 신소재, 공유경제, VR/AR (Virtual Reality/Augmented Reality) 등이 있다. 4차산업혁명 기술의 환경적용 사례를 통해 발전방안을 모색하고자 한다. 방법 : 2011년에서 2020년까지 추진된 환경정책기반공공기술개발사업 과제를 중심으로 4차산업혁명기술이 적용된 사례를 분석하고 향후 전망을 도출하였다. 결과 및 토의 : 4차산업기술은 침수를 대비하게 위해 인공신경망을 이용한 유량예측시스템, 증강현실을 이용한 상하수관로 정보 제공, 드론을 이용한 환경감시 및 식생입체 구조 판별, 인공지능을 이용한 동물 울음소리 기반 개체식별 기술 등 다양한 분야에 적용되었다. 앞으로 환경분야의 설계, 운영, 유지관리, 조사, 감시, 서비스 제공 등 다양한 분야에서 4차산업혁명 기술이 적용되어 작업환경 개선, 서비스 품질 향상, 운영 효율화 등이 예상된다. 결론 : 스마트 환경기술 전환에 따라 산업 고도화 및 고부가가치 창출이 가능할 것으로 예상되며 이를 위해 정책적 지원과 기술 개발이 지속적으로 추진되어야 한다. Objectives : Recently, the Fourth Industrial Revolution has been actively discussed in all fields around the world. And the related R&D(Research and Development) has been widely conducted in the environmental field. The core of the Fourth Industrial Revolution is hyperconnectivity, superintelligence, and convergence. Major technologies related with it are AI(Artificial Intelligence), IoT(Internet of Things), 5G(Fifth Generation communication technology), robots, blockchain, drones, 3D(Three Dimension) printers, big data, unmanned transportation, biotechnology, new materials, sharing economy, and VR/AR(Virtual Reality/Augmented Reality), etc. It is intended to seek development plans through the examples of the 4th industrial revolution technology’s environmental application. Methods : In concentration of the public technology development project, based on environmental policy, conducted from 2011 to 2020, some cases of the 4th industrial revolution technology’s environmental application have been analyzed and the future prospects have been derived. Results and Discussion : The 4th Industrial Revolution technology has been applied in various fields such as design, operation, maintenance, investigation, monitoring, and service provision in the environmental field. Therefore, in the future, it is expected that there will be working environment improvement, the progress of service quality and operational efficiency. Conclusion : With the transition to smart environmental technology, it is expected that it will be possible to advance the industry and create high value-added things. To do so, government policy support and technology development should be continuously executed.
국내 운행중인 자동차 충돌특성 및 변형양상에 관한 실험적 연구

The purpose of this study is to conduct various crash tests of cars in domestic service and measure the deformation and body decelerations of vehicles. A relationship between impact speed and cars damage data such as deformation, body decelerations and etc are analyzed. The characteristics of crash tests of car in domestic service are obtained and will be used for developing a precise accident reconstruction program recorded such as Automatic Accident Recording System(AARS). In this study, the test results of the full frontal impact and side impact are reviewed. The results show that the decelerations of cars in domestic service are decreased on the increment of the vehicle weight. But duration of decelerations is increased on the increment of the vehicle weight.
보행자 보호를 위한 신형다리모형(Flex-PLi)의 유용성 및 반복성 평가

The pedestrian-vehicle traffic accident is a globally recognized safety concern. UN/ECE/WP29 established Global Technical Regulation(GTR) for pedestrian safety on 12 November 2008. GTR is expected to significantly reduce the injuries of pedestrians in the case of the frontal impacts. Recently, a new pedestrian lower legform named Flex-PLi has been developed for the body model of the human lower leg. Flex-PLi is introduced and the characteristics of the model are identified by a comparison study with an existing lower legform. Usability, durability and repeatability are evaluated by using real vehicle impact tests. Moreover, the model is examined for the possibility of application to the pedestrian safety GTR phase 2.

In 1999, Korean New Car Assessment Program(KNCAP) was initiated with the primary purpose of providing consumers with a measure of the relative safety potential of vehicles in frontal crashes. The side impact test was added to KNCAP in 2003. Nine compact passenger cars, four medium passenger cars, three SUVs and two Vans were evaluated and the star ratings for the side impact tests have been reported. According to the test results, the dominant factor for the good star rating is the rib deflection of the EuroSID1. All SUVs and Vans with R-point over 700 ㎜ get five stars.

In this paper, we propose a navigation algorithm for high - precision measurement of the motion of an underwater vehicle through data fusion between an optical system, which is a global area sensor, and an IMU sensor, which is a local area sensor. Navigation algorithm is based on the Kalman filter structure and the results of two navigation algorithms with different IMU integration methods are compared and analyzed in a simulator of a dynamical based underwater vehicle simulation environment to evaluate the algorithm performance.
탑승자 보호성능을 위한 교량용 방호울타리에 관한 실험적 연구

Bridge rails are usually installed on the curb with a specified height and width. The variance of the height and the width of the curd could affect the safety for the passengers and the behavior of the vehicles. In this study, the impact severities of passengers and the behaviors of vehicles are investigated according to the variable location of the bridge rails on the curb with the specified height and width. The full scale crash test results show that the impact severities such as the THIV and the maximum PHD are minimized in the case of the correspondence of the face of bridge rails and the curb. Also, the results show that the behaviors of the vehicles are stable.

The reconstruction of crash accidents is important to examine the cause of traffic accidents. For this purpose, the data for the delta v and deceleration of the vehicle, a driver's status and the environment of road and facility is a prerequisite. The characteristics of domestic cars in crash tests are obtained and will be used for the purpose of the crash accident reconstruction. Also, the characteristics are used for the method development estimating the impact speed through investigating the damage of cars. In this study, the test results of the full frontal barrier crash, the 40% offset crash, the center pole frontal crash and the 30 degree oblique frontal crash are reviewed and examined. The results show that the damages and the decelerations of various cars are increased in proportion to the increment of the impact speed.
