지역복지 전달체계 네트워크를 위한 지역사회복지협의체와 지역사회복지협의회의 역할과 과제

본 연구에서는 지역복지 전달체계의 네트워크를 위한 시․군․구 단위에서의 지역사회복지협의체와 지역사회복지협의회의 바람직한 역할 정립과 협력 방안을 모색하고자 하였다. 본 연구에서는 지역복지 전달체계와 네트워크에 대한 선행연구들을 검토하였으며, 서울특별시, 경기도, 인천광역시의 지역사회복지협의체와 지역사회복지협의회의 담당자를 대상으로 설문조사를 실시하여 지역사회복지협의체와 지역사회복지협의회의 현황과 문제점을 파악하고 바람직한 역할과 과제를 도출하고자 하였다.연구 결과, 대다수의 지역사회복지협의체가 관의 영향력 하에 있으며, 그 결과 민관 협력의 본래 취지를 살리지 못하고 관 주도형 전달체계가 되어 버릴 수 있는 것으로 나타났다. 또한 대다수의 지역사회복지협의회의 재정적 상황이 열악한 것으로 나타났고, 중앙 및 광역 시․도 사회복지협의회와의 관계가 밀접하지 못한 것으로 나타났다.따라서 지역복지 전달체계 네트워크를 위해서는 무엇보다 시․군․구 단위의 지역사회복지협의체와 지역사회복지협의회가 각각 활성화되어야 하며, 각 지역에서 복지서비스를 제공하는 개체들로부터 대표성을 인정받는 사람들로 지역사회복지협의체와 지역사회복지협의회가 구성되어야 할 것이다. 또한 지역 내 복지문제에 대한 분석을 철저히 실시하고 가장 타당한 역할 모델을 찾아 해당 지역에 접근해야만 할 것이다.결론적으로 지역사회복지협의체 중심의 지역복지 전달체계 네트워크의 활성화에 대한 방향이 설정되어 있는 현실을 고려하여, 시․군․구 단위의 지역사회복지협의회에서는 민관 협의체인 지역사회복지협의체의 업무와 운영을 지역사회에 뿌리를 두고 있는 민간협의회 조직으로서 지원하고 보완하는 역할을 수행하여야 할 것이다. The purpose of this study was to identify the roles and tasks of community association of social welfare and community council on social welfare for community welfare delivery system network.This study examined the previous studies on community welfare delivery system and network. In addi-tion, this study conducted a survey on the present condition of community association of social welfare and community council on social welfare in Seoul, Kyonggi, Incheon.The result of this study showed that most of community associations of social welfare were under the influence of public sector. In addition, most of community councils of social welfare were under financial difficulty.This study suggested the followings. First, both community association of social welfare and commun-ity council on social welfare needs to be consisted of representing people among the community. Second, each community needs to analyze the community problems and develop its own model for community wel-fare delivery system network.In conclusion, the center of community welfare delivery system network should be community associa-tion of social welfare which consists of both the public sector and the private sector in the community. As a result, the role of community council on social welfare should be to support and supplement community association of social welfare in the community.

한국 아동복지의 현황 및 발전방안

The purpose of this study was to suggest development plans for child welfare in Korea. To do that, first, this study analyzed development process of child welfare from 1945 to the present. Second, this study discussed recent changes of social environments related to child welfare. Third, this study analyzed present conditions of child welfare. Finally, this study suggested development plans for child welfare. The results of this study showed the followings. First, governmental responsibility for child welfare has been increased. Second, the focus has been moved from large size institutional care to small size institutional care. Third, the focus has been moved from institutional care to community care. Fourth, the focus has been moved from general services for all children to specific services for various children’s needs. Finally, child welfare workers with social welfare education and training has been increased. As a conclusion, this study suggests to establish community care system for children which consists of child prevention system and child protection system. The development plans for child welfare are establishing a cooperation system among governmental departments related to child welfare; establishing a cooperaton system between public delivery system and private delivery system; enacting additional acts related to child welfare; establishing long-term vision and master plan for child welfare in Korea.

Laser interference lithography using spray/spin photoresist development method for consistent periodic nanostructures

Generally, a simple immersion method for development of photoresist (PR) has been used to fabricate nanostructures by interference lithography (IL). However, the immersion method has the disadvantage that fabrication is inconsistent, especially for large-area periodic structures. Herein, we introduce the spray/spin PR development (SSPRD) method to fabricate periodic nanostructures using IL. By quantitative analysis and comparison, we characterized the effectiveness of the SSPRD method to develop PR. In our experiments the SSPRD method produced reliable uniform nanostructures, whereas the immersion method showed very poor consistency. In the SSPRD, rotation speed was very important: if it was too low the development speed differed between edges and center; if the rotation speed was too high it caused a distortion of nanostructures by unstable local flow induced by spraying and rotation So, to reduce this distortion, we adopted the puddle developing process; as a result the uniformity and repeatability of developed nanostructures were improved. These results demonstrate that the SSPRD method can be useful for fabrication of consistent periodic nanostructures.

Ligand immobilization on polydiacetylene-coated and surfaceenhanced Raman scattering-encoded beads for label-free detection

A better understanding of protein–protein interactions can be obtained from multiplex protein detectiontechnologies, and spectrally encoded beads can provide fast and efficient means for this type of detectionmethods. However, high-throughput detection is challenging due to the requirement of using labeledsecondary proteins to detect protein binding events.We have previously reported that polydiacetylenecoatedsurface-enhanced Raman scattering-encoded beads (PDA–SERS beads) can provide an enhancedencoding capacity owing to their SERS properties as well as their potential for label-free detection fromthe PDA layer. In this study, we introduced ligands to the PDA–SERS beads by using methods for makingfree-floating vesicles and planar solid substrates, which enabled the detection of target proteins by PDAfluorescence in a PDA–SERS beads system. By using PDA–SERS beads immobilized with biotin, thefluorescence intensities of biotin-conjugated PDA–SERS beads were increased with an increase in theconcentration of streptavidin. And, we could detect 2 10 8M of streptavidin by measuring thefluorescence intensity without the requirement of an additional labeling step.

아동학대의 실태 및 아동보호서비스의 현황 분석

본 논문에서는 첫째, 2011년 현재의 아동복지법, 아동복지법 시행령, 아동복지법 시행규칙에 포함되어 있는 아동학대 관련 법 조항들을 분석하였다. 둘째, 2009년 1년 동안의 아동학대의 실태를 분석하였고, 아울러 2001년부터 2009년까지의 연도별 아동학대의 실태를 비교 분석하였다. 셋째, 아동보호서비스의 현황을 아동보호전문기관과 아동학대 사례관리로 나누어 분석하였다. 2009년 1년 동안 전국에 설치?운영되고 있는 45개 아동보호전문기관을 통해 아동학대 상담신고로 접수된 건수는 총 9,309건으로 나타났다. 이 중 아동학대 의심사례는 7,354건(79.0%), 중복신고건수는 101건(1.1%), 일반상담 신고건수는 1,854건(19.9%)이었다. 아동학대 유형별 건수를 분석한 결과, 중복학대(2가지 이상의 학대가 발생한 경우)가 2,238건(39.4%)으로 가장 많았고, 방임 2,025건(35.6%), 정서학대 778건(13.7%), 신체학대 338건(5.9%), 성학대 274건(4.8%), 유기 32건(0.6%)의 순으로 나타났다. 또한 아동복지법 제24조과 제25조에 의거하여 중앙아동보호전문기관과 지역아동보호전문기관이 설치?운영되고 있으며, 2011년 현재 전국에 총 45개의 아동보호전문기관이 설치?운영되고 있는 것으로 나타났다. 그리고 아동학대 사례관리는 1) 신고접수, 2) 현장조사 및 초기사정, 3) 사정 및 조치결정, 4) 서비스 제공, 5) 사례종결 및 사후관리의 다섯 단계로 구분되어 진행되고 있는 것으로 나타났다.
