        제주도의 효율적인 외자유치 전략

        Jeju Provincial Government has recently implemented various legal and economic revisions to provide for Jeju Island's development into a free international island. But the main goal of these revisions, namely, to induce private investment, has not been achieved. The key reason for this failure to induce private investment is that policy markers have not cultivated the reliability necessary to develop confidence among international investors. Without this confidence it is not possible to create income through business activities in Jeju Island. To induce International investment, Jeju Island must promote a special emphasis on the specific advantage of local investment in order to attract firms based outside of Korea. To this effect, the purpose of this paper is to explore the existing weaknesses in policy regarding the inducement process for foreign investment in Jeju Island. In addition, this paper offers strategies for a more efficient inducement of international investment in Jeju Free International Island.         과세가격 사전약정제도의 개선방안에 관한 연구

        Multinational Enterprises set the prices for transactions between affiliates based principally on their global interest. But the customs authority in Korea wants to set the arm's length price as high as possible to get higher dutiable value for customs purpose, while the internal tax authority in Korea prefers lower arm's length price to get higher value for corporation tax purpose by cutting costs. Problem caused by the inconsistent valuation methods on the same imported goods of the two tax authorities is the single most important tax issue facing multinational enterprises. In the meantime, the customs authority in Korea has thought that it is a universal trend worldwide for the Customs and Internal tax authorities to adopt different methods of valuation on transfer prices between related parties, so KCS couldn't accept APA prices. But the internal tax authority in Korea has taken the initiative in APA program so NTS provided taxpayer with safe-harbor.Recently, KCS created the Advance Customs Valuation Arrangement(ACVA) provisions in the 2008 revision bill of the Customs Act through benchmarking APAs program. Can APAs work for customs? Neither WCO or OECD presents any recommendation on the integration of the valuation methods, but calls for close cooperation between two authorities, which still leaves taxpayers very unstable. We will start to seek ways to integrate the customs valuation and transfer pricing in this study.

      • 韓國企業의 海外直接投資方向에 관한 硏究 : 輸出市場確保를 中心으로 with an emphasis on securing export markets

        Under the unfavorable international economic circumstances with ever-increasing worldwide neoprotectionism and the nationalizing of oil & other resources the necessity of foreign direct investment by Korean firms will be more and more emphasized as a positive means of overcoming these difficulties in order to secure continuous export markets and oil & other resources suplies. From this point of view, this thesis reviews theoretical outlines of foreign direct investment as well as the current status of foreign direct investment by Korean firms, and presents the direction of foreign direct investment with an emphasis on securing export markets. The direction of foreign direct investment is as follows: First, we need to avoid measures of import restrictions to Korea through joint-ventures with other countries and the third countries practicing measures of import restrictions; Second, we need to transfer the disadvantaged industries to developing countries and invest in advanced nations through joint ventures to import advanced technology; Third, we need to extend our business to free trade zones: Fourth, we need to secure continuous raw materials; Fifth, we need to invest a large proportion of capital investment in small businesses; Sixth, we need to make a continued investment to secure labour-export markets. In promoting the foreign direct investment policy by Korean firms, and since the main group of the foreign direct investment should be propelled by business enterprise, Korean firms should find ways to extend their businesses in overseas markets with the capital, technology and business management capability for the future: and, at the same time, the multilateral supporting system at the governmental level should be followed to finance the foreign direct capital investment, to strengthen the data collection ability for the prior investigation of validity of Korean firms advancement toward overseas markets and to assist Korean firms in negotiations and bargaining with foreign countries.

      • 우리나라 綜合貿易商社의 位置와 役割에 관한 硏究

        After Korea set about a five-year-plan for economic development in 1962, her exports have made good progress both in quality and in quantity by the aid of the government drive-policy But in the process of pushing her own way through heavy chemical industrialization. Korea met with an oil shock in 1973 and had very hard times in the aspect of international trade therefore the inefficient distribution system for exports as in the past could not cope with the changes in the international environment Under these circumstances Korea adopted a new distribution system from Japan for exports, which is called Korean General Trading Companies (KGTC). It is true that Korea has made great progress in volume for nine years thanks to the various types of support from the government and intensification of conditions required for KGTC On the other hard it has faced many problems to solve to become like Japanese GTC. From this point of view, I have dealt with the concept and the character of KGTC in section two, in section three the formation and the development of KGTC, in section four comparison between KGTC and foreign GTC, and in section five economic roles of KGTC In the last section a few suggestion to KCTC will be presented : The result of this thesis shows that we can make a positive evaluation about the current institution of KGTC in the side of the efficiency of the national economy, such as export growth, product diversification and large region for market, but it is thought undesirable in the side of the fair management of national economy, such as excessive competition, conflicts between medium and small enterprise and KGTC. However, in the future a government also will stress the role of restraints rather that of supports to the KGTC as it did in the past, and it is expected that the non-governmental person will not pass over the excessive enlargement of the plutocrats any more For this reason, the qualitative maturity of the KGTC should be made not by the institution provided by the government but by voluntary effort of the KGTC Under the troublesome situations of domestic and abroad economy, for mating a regrowth of KGTC it is desirable that KGTC should make diversification in the aspect of the area, items and function, suited for the condition of each company And the strategy for KGTC should reinforce the information collection systems and build the ability coping with the situations of the low growth of international economy
