        건축관련법에 있어서의 친환경성의 구현

        건축물에서의 에너지소비는 에너지소비의 대종을 이루고 있는바, 건축물은 건축용지의 조성, 건물의 설계, 건설, 유지관리 및 사용, 리모델링, 폐기 등 그 생애주기 동안의 모든 단계에서 에너지와 자원을 사용하게 된다. 따라서 각 과정에서의 에너지와 자원의 소비가 많으므로 적절한 에너지 절감대책이 필요하게 된다. 우리나라 건축물의 에너지 사용량은 20%정도이나 앞으로 40%까지 증가할 것으로 예상되고 있다. 건축물의 친환경성과 직접적으로 관련되는 온실가스배출 감축문제는 기후변화의 완화를 위한 적정한 대응전략이 될 수 있다. 우리나라는 건축물의 친환경화로 인한 에너지 절약을 위하여 녹색건축물인증제도 및 건축물 에너지효율등급 인증제를 시행해 오고 있는바, 그 근거법은 ‘녹색건축물조성지원법’(제16조 제4항)과 ‘녹색건축인증에 관한 규칙’이다. 이 제도는 미국의 그린빌딩 등급시스템인 LEED제도, 영국의 그린하우스 프로그램인 BREEAM제도 그리고 EU 의 친환경건축물 프로그램인 GreenBuilding-Programm제도를 벤치마킹한 것이다. 녹색건축물인증제도는 국토해양부와 환경부의 운영기관단일화, 제도의 간소화 (즉 인증기관수의 최소화·인증기준의 단순화·평가항목의 축소 등), 1등급부터 4 등급의 단계로 실시하는 평가등급의 세분화를 통한 제도의 실효성확보 등 개선해야될 부분도 적지 않다. 특히 녹색건축물 인증제도의 운영부처가 국토교통부와 환경부의 공동운영으로 이원화되어 있는바, 제도운영의 효율성이 떨어질 수밖에 없으므로 주무부처를 환경부로 일원화하고 국토교통부는 협력부처로 할 필요가 있다. 건축관련법과 도시정비에 관한 현행법은 에너지절약을 통하여 건물의 친환경성과의 실현을 도모하고 있으나, 선진국의 관련법제에 비하여 에너지 효율향상을 위한 제도적 장치가 아직도 미흡한 점이 많으므로 태양광 등 신재생에너지의 적극적 활용과 에너지 절약성능이 높은 건축물에 대대해서는 높이제한, 용적률 완화, 등록세·재산세 와 같은 세제혜택 등의 인센티브를 주고 건축물에너지 소비총량제를 도입하는 등 보다 적극적이고 계속적인 법제적 보완이 요구된다. Energy consumption in the building accounts for the majority of energy consumption. Therefore, the building uses energy and resources at all stage of its life cycling including construction of building site, design of building, maintenance and use, remodeling, and disposal. It is required to make suitable energy reduction policy as there is much consumption of energy and resource. While the energy consumption amount of building in Korea is 20%, it is expected to increase up to 40%. The reduction of greenhouse gas discharge that is directly related to the eco-friendliness of building can be a suitable response strategy to relieve climate change. To save energy by means of eco-friendliness of the building, system of accrediting green building and building energy efficiency grading certification system are introduced in Korea. The reference laws are ‘Green building construction support act’ (Article 16.4) and ‘Green building certification regulation.’ These are the benchmarks of LEED, a green building system of the US, BREEAM as green house program of the UK and Green Building-Programm, an EU`s eco-friendly building construction program. As for green building certification system, it has many issues to be resolved such as the single operation system between the Ministry of Land, Transport and Maritime Affairs and Ministry of Environment, simplification of system (minimization of number of certifying institute, simplification of certification criteria and reduction of evaluation method), classification of evaluation grade between best and excellent grade in order to secure practicality for the system. In particular, as the operating authorities are divided into the Ministry of Land, Transport and Maritime Affairs and Ministry of Environment, it lacks efficiency of system operation. Therefore, it is necessary to set the Ministry of Environment as the competent authority and to appoint the Ministry of Land, Transport and Maritime Affairs as the cooperating authority. While the building construction related laws and urban maintenance laws attempt to realize eco-friendliness of the building by means of energy saving, there are many insufficiencies for the development of energy efficiency which requires continual further modification.

      • 친환경건축물 인증제도 활성화를 위한 정보시스템 개선 연구

        This study aims for improvement and rebuilding of the 'Green Building Certification Criteria Information System;GBCCIS'. To achieve this, improved information system has developed self-assessment program available on the web and to provide data about the target of Green Building Certification based on the 2010 revised criteria. The target building of Green Building Certification is Apartment, Office, Mixed-Use Building, School, property for sale, accommodation, and other facilities. Also, the information system about the Green building related technologies and techniques to take advantage of offer a variety of information was built. Green Building Certification Criteria web-site Established in this study has information and each menu and contents are linked to organic and high-utilization. Each menu is organized according to the used frequency and the group. Also this web-site is composed of information guide field, core service field, and other field. These improvement of Green Building Certification Criteria Information System can be a positive incentive measures for the activation of Green Building Certification Criteria easily by taking advantage of relevant information by users. And these will be possible to planning development of Green building technologies by introducing the latest Green building construction techniques applicable building. Also, to assess in advance by using self-assessment program in the design phase of building will lead to Green building design and provide the convenience of the application process and through database construction and share information of building assessment resources certified Green Building Certification Criteria will lead to the containment and fair assessment between cation authorities.

      • 주택성능등급과 친환경건축물인증의 평가방법 비교를 통한 개선안 연구 : 환경관련등급을 중심으로

        A variety of Certification systems are initiated, as increased demands for housing quality of building & house owner. New building and apartment built in Seoul metropolitan should acquire Building Energy Rating System and Housing Performance Grade indication System, Green Building Certification System. Building Energy Rating System could be acquired through the certification from energy performance index of environment grade in Housing Performance Grade Indication. Between Housing Performance Grade Indication and Green Building Certification System, There are troublesome to acquire certification because a lot of assessment items are overlapped. At a result, the rational and efficient certification system should be initiated not only to avoid overlap among those certification systems and promote Green Building market share but also efficient certification system operation. We will discuss on assessment items between Housing Performance Grade Indication System and Green Building Certification System and release the improvement method those Certification Systems to avoid overlapping to assessment items.

        국내 공동주택 관련 인증제도의 세부 항목에 대한 비교 분석에 관한 연구

        A various building certification systems are being enforced in Korea. However, the enforcement of many building certification systems has brought on the concerned people's confusion and the operation of various building certification systems which have similar assesment items causes much time and economical losses. Therefore, in this paper, the features of the GBCS(Green Building Certification System), Housing Performance Indication System, Building Energy Rating System, and Green Home Standard and Performance Evaluation System are compared and the correlations among each building certification system are analysed. As a result, it is presented that a considerable number of assessment items were so similar and identical that integration of building certification systems is needed for effective operation of these systems.

      • Development of a building life cycle carbon emissions assessment program (BEGAS 2.0) for Korea@?s green building index certification system

        Carbon emission reduction policies demand tighter building Life Cycle Assessment (LCA) qualification standards. However, it is widely believed that it will be difficult to efficiently reduce the carbon emissions of buildings with only a fragmentary revision of the qualification standards. For this reason, the Korean government has developed the Green Building Index Certification System (GBI certification system), which is a certification framework based primarily upon the carbon emissions of a building. There is currently no assessment program tailored to the GBI certification system. The purpose of this study is to develop the Building Life Cycle Carbon Emissions Assessment Program (BEGAS 2.0) to support Korea@?s GBI certification system. With a theoretical consideration of the GBI certification system, the building LCA qualification standards of other international green building certification systems were analyzed. These analyses enabled development of BEGAS 2.0 that reflects the characteristics of the GBI certification system and the current state of Korea@?s construction industry. Consequently, an appropriate building life cycle carbon emissions assessment program was developed, which can support Korea@?s GBI certification system effectively.

      • 한국과 미국 녹색건축 인증제도의 비교분석을 통한 호환성 연구

        Due to globally sustainable development emerging concept for buildings and rapid depletion of energy sources, the need for green building is increasing and green building certification system from various countries has been implemented. Internal certification system(G-SEED) has been studying continuously with a revision of certification system every year. Despite this, various internal applicants regard foreign countries’ certification systems as ideal ones. Among foreign certification systems, people tend to pursuit LEED of American system. Even if they get G-SEED certification, they try to get additional LEED certification. Certifications are all different in each country’s pursuing goals and systems because their weather and geological factors are different. However, in the case you want to receive a LEED certificate domestically, above all, it is determined that there is a reason for advertising. So, in this study, there will be a qualification standard of evaluation items and comparison analysis of that in newly revised G-SEED and LEED. Through these analyses, some of difference will be found between two certification systems. Getting out of obtaining LEED"s certification recklessly, this research implies to contribute an insured green building certification system only through G-SEED certification. Furthermore, this purpose of this study is to promote application action plans and improvement plans about Korean green building certification system.

        This paper can be used in high-rise office building for Green Building Certification System and its significance to the development of the practical items. The damage incurred by high-rise building fires is much greater than that of low buildings. Prevention measures are still weak and it is urgent to establish policies. Green Building Certification System for fire safety can be attained by establishing items to ensure the safety of users. Based on the green building certification system effective as of July 1st 2010, the paper analyzes the comparison of the fire safety system and previously performed details, to recognize the need for them is proposed. According to NEMA report by fire in place, there are 4 times more none-residential building fire accidents than residential building fires. New Green Building Certification Standards of energy and indoor environmental sector has accounted for the largest grading. Not all fire prevention and safety measures have been regarded or established. This paper proposes it is necessary to add a new item. Maintenance sector, especially in the seventh with or without the installation of fire protection system, and forbid the new weighting is required.

        기타 용도 건물 친환경건축물 인증기준 마련에 관한 연구

        Now, Green Building Certification Criteria for Multi-unit residential building, Mixed-use dwellings, Office building and School are enforced, and Green Building Certification Criteria for Store and Hotel are under development. Although construction rate of the above 6 buildings is higher than that of other buildings, environmental performance assessment for other buildings needs to be considered.The purpose of this study is to make Green Building Certification Criteria for other buildings except for Multi-unit residential building, Mixed-use dwellings, Office building, School, Store and Hotel, which is based on core items of Green Building Certification Criteria for the above 6 buildings.

        Since 2002, green building certification has implemented and Ministry of land, Infrastructure and Transport have the aim that greenhouse gasses will be decreased to 26.9% by 2020 in architecture for revitalization of green building with spreading green building and enforcing a law of making green building. However, there has been lack of research for relation of prices and green building certification. Therefore, this research is to grasp the effect of green building certification with prices trough market research. The process of this research was as follows : 1. Selection of buildings 2. Selection of subsections and grades 3. multiple regression analysis. The result was presented brand, completion, railway station sphere and certification in order of effect.

        녹색건축 인증제도의 신 · 재생에너지 인증기준 개선에 관한 연구

        Deployingnew and renewable energy should be encouraged due to scarce of natural resources and to reduce the CO₂ emission. Regarding the Green Building Certification System, ‘2.2.1 new and renewable energy use", and ‘2.3.1 carbon dioxide emission reductions" are related to new and renewable energy. Applying new and renewable energy can achieve the score in two criteria mentioned above and most of buildings get a perfectscore in the green building certification system. So these criteria needs to be revised to have discrimination. In this study, supply rate of new and renewable energy of the buildings that have achieved Green Building Certification by E Green Building Certification Institute was analyzed. The improvement of assessment criteria related to new and renewable energy is proposed and could be applied to the revisions.
