        국내외 지침서 비교분석을 통한 국내 이재민 임시구호주택 공급체계 구축 방안에 관한 연구

        Natural and social disasters cause the displacement of people, often into temporary relief residences in the form of tents. The conditions ofemergency relief tents become exponentially inconvenient dependent upon the length of stay before the availability of interim housing. InKorea, prefabricated temporary housing exists in a standardized form of interim housing, but the interim housing-related guidebooks, whichare published by the Korean government, significantly lack a supply framework. On the other hand, the international aid agency publishedhousing guidebooks dealing with the detailed phases of its supply system, allow them to efficiently distribute interim housing to victims. Therefore, to establish a framework for the interim housing supply, this study proposes a methodology for a supply framework. A literaturereview was conducted to produce a scenario for the interim housing supply alongside a comparison between domestic and internationalguidebooks. Based on the supply scenario, this study explored the important considerations that overseas guidebooks demonstrate unlike thedomestic ones that do not cover these aspects and applied domestic circumstances to the supply framework. This study concludes by statingthe methodology’s key considerations for the supply framework. 자연재난 및 사회재난으로 이재민의 임시주거시설 내 구호 텐트 생활이 예상보다 더 장기화하는 경우가 종종 발생한다. 중·장기 거주가 가능한 임시주택이 공급되기 전까지, 이재민은 단기 생활 목적의 구호텐트에서 생활할 수밖에 없어서 그 피해를 고스란히 입고 있다. 국내 임시주택은 표준화된 시설인 임시주거용 조립주택이 있으나, 국내 지침서는 임시주택의 공급체계를 미흡하게 다루고 있고, 정부 기관은 전국재해구호협회에 임시주택의 이송, 설치, 관리 업무를 일임하고 있다. 반면, 국제구호단체는 임시주택의 공급체계를 가이드라인 형식으로 규정하고 있어서, 조직적이고 효율적인 공급을 해오고 있다. 따라서, 본 연구는 이재민들의 중·장기 거주가 가능한 임시주택 효율적인 공급을 위하여, 임시주택 공급체계 구축 방안을 제안하고자 한다. 이를 위하여, 본 연구에서는 임시주택 관련 선행연구와 국내외 지침서를 비교·분석하여, 임시주택 공급체계 시나리오를 도출하였다. 그 후, 도출된 시나리오를 기준으로 국외 가이드라인에서 상세히 다루고 있지만, 국내 지침서에서 미흡한 내용을 파악하였다. 이를 바탕으로, 임시주택 공급체계의 세부 사항에 관한 방향성 및 핵심적인 고려사항을 중심으로 공급체계 구축 방안을 제안하였다.

      • 한국과 미국의 재해재난시 응급대피공간 계획지침에 대한 비교 연구

        The purpose of this study is to explore the current status of guidelines of emergency shelters in Korea by comparing with those of U.S. for a proposal of a more comprehensive guideline. The key findings of this study through a literature review are as follows: In the U.S., guidelines for emergency shelters have been developed for the different types of natural disasters to provide victims with immediate responses and systematic services, such as information on locations of emergency shelters, consideration of an individual’s or families’ needs for disaster restorations, and emphasis on the role of local community organizations for additional support services and psychological recovery. In addition, Disaster victims are classified into sub-groups to develop detailed guidelines ties with the Americans with Disabilities (ADA) and specialized shelters for pets have been suggested near general population shelters. Based on these findings, various methods including space planning for more effective communication and efficient delivery of supplies, planning of lighting, color, and graphic design as well as the integration of universal and barrier-free design concepts should be considered to develop and implement more organized guideline for emergency shelters in Korea.

        임시주거시설의 거주성 확보를 위한 디자인가이드라인에 관한 연구

        This study chiefly aims to clarify important items to establish design guidelines for the habitability of temporary housing. Though prevention of occurring disasters would be the best way, readiness for the protection of suffering psychological damage is essential to construct emergency shelters and temporary housing. Temporary housings until now have raised second psychological injury, due to the lack of community spaces between victims by the disasters. It is meaningful to make fundamental data for establishing design guidelines for the habitability of temporary housing through the advanced countries for the disaster protection.

        신석기시대 움집 이엉지붕의 두께별 온도 변화와 실내ㆍ외 온ㆍ습도 변화에 관한 실험적 분석

        The Neolithic Dugout Hut(Um house) has not been built by means of the scientific analysis and architectural design, on the other hand it has been improved and constructed through the long life experience. Various materials to build the Um house could have been obtained from the natural resources such as the soil, rock, trees plants and rice straw etc. Especially the soil and Eaung(planted rice straw for the roof cover) have been useful materials for the Um house. The soil has been used for the ground floor and the wall of the house, and the Eaung for the roof cover by which indoor air temp. variation of the Um house could have been minimized as well as the indoor air of the house has been heated by the charcoal brazier located at the center of the ground soil floor. The Um house is not only simple but also convenient for the housing facility. This thermal characteristics of the Um house could be useful for the standardization of Korean type emergency shelter and also of the eco-friendly low energy rural house. The structural configuration and the development process of the Um house were studied by the archaeologists and the architects, whereas the thermal environment of the house was not studied through the scientific analysis. In this study, the Um house was rebuilt through the historical investigation to analyse the thermal characteristics of the Um house. The temperature variation with layer of the conical thatched roof and the indoor air temperature-relative humidity of the Um house with the ambient temperature were experimentally analysed. The results can be summarized as follows; 1. When the ambient temp. was decreased from 24℃ to 14℃, the surface and the middle layer temp. of the Um house roof covered with the rice straw was maintained at 20∼22℃. 2. When the temperature on the surface of the south orientation roof was increased from 48℃ to 55℃, that of the north orientation from 29℃ to 30℃. 3. When the ambient air temp. was lower than 19℃, the relative humidity of the inside air of the Um house was lower 14.6% than of the outside air, whereas when the ambient air temp. was higher than 19℃, the relative humidity of the inside air was higher 14.8% than that of the outside air.

        재해재난 시 응급대피공간의 거주계획요소에 관한 연구

        Recently, the large-scale natural disasters were occurring frequently at home and abroad. Specially, in Korea, immediately after disasters the suffers first stay about two weeks in the emergency evacuation spaces of the accommodation facilities. But there are no concrete residential planning standard or guideline for the emergency evacuation spaces our country. Thus, the purpose of this study is to deduction of the residential planning factors for emergency shelters. To carry out this purpose, we established the goals are as follows; First, to examine the definition and present condition of the emergency shelter in the country through the existing literatures, Second, to comparative analysis of the housing minimum standard in internal and external countries(United State, Japan and Korea) through the quality goal index for the housing of the World Health Organization, Third, to deduction of the residential planning factors at the post disaster characteristics through the comparative analysis of the related guidelines at home and abroad, and existing literature and our indepth interview survey, Finally, to suggest to the appropriate residential planning factors.

        한⋅일 재해임시주거 제도의 비교분석

        이 연구는 임시주거 관련 지침의 내용을 중심으로 우리나라의 현행 제도와 일본의 임시주거 제도를 비교분석하여 우리나라 임시주거 법제도에 대한 문제점을 도출하고, 향후 개선방향을 제안하는 것에 목적이 있다. 이를 위하여 한국과 일본의 임시주거관련 법제도를 고찰하고, 임시주거 지정⋅설치⋅관리⋅운영⋅지원 서비스에 관한 지침과 기준을 분석하였다. 그 결과로, 첫째 대피시설과 임시주거시설의 개념 분리 및 명확한 정의, 둘째 임시주거시설 종류의 다양화와 구체화에 대한 제도 마련, 셋째 임시주거 부지선정 및 운영⋅관리에 관한 체계적인 시스템 마련, 넷째 제공 서비스 강화 등 국내 임시주거 관련 법제도의 개선사항을 제시하였다. The purpose of this study is to draw shortcomings of the legislation related to disaster transitional housing (DTH) and to provide legal improvements on the problems after comparing DTH system of Korea to that of Japan. To successfully conduct the purpose, it is executed to review regulations related to DTH of two countries, and then analyze statutory guidelines and standards related to its designation, construction, management, maintenance, operation, and support service. The result implies that regulatory improvements related to DTH are necessary as follows: (1) clear conceptualization and definition about temporary housing and emergency shelter, (2) regulation provision for diversification and specification of DTH, (3) system to administer siting, operation, and management of DTH, and finally (4) provision of various living support services in DTH site.

        슬링키(Slinky) 개념을 적용한 임시 주거시설 계획에 관한 연구

        ‘Container type’ was mainly used for existing temporary housing facilities in Korea. In the case of container type, a problem has emerged that it requires a manufacturing period and is difficult to mass-produce and move. From 2015 onwards, tents were provided in the gym and provided as temporary living spaces. However, a problem has emerged that the space is small and privacy protection is poor. As such, various problems such as the narrowness of temporary housing spaces, poor living conditions, and shortage of supply have been discussed, but adequate response to temporary housing spaces has not been made. There is an increasing demand for research on residential spaces for the victims and for research and development on temporary housing spaces that can be quickly supplied in large quantities in a short period of time in the event of a disaster. Therefore, the purpose of this study is to propose a model of a temporary housing facility that can be mass-produced, quickly supplied, and moved.

        다 전문분야간의 창의적 협업을 통한 건축 기초 설계안 구축 디자인 방법론 개발에 관한 연구

        The architectural design is a synthetic activity requiring the broad knowledges and awareness in various field. These characteristics require not only the personal knowledge and personal experience but also effective harmonization of the related expertise. Our purpose is to establish an architectural methodology in order to improve the communication of the related expertise in the early phases of schematic design stages. For the achievement of the methodology, we applied new product industrial design methodologies, which are relatively active in the development of methods and tools to promote the collaborative simultaneous design, to architecture design. This paper presents their actual applications to an emergency shelter housing project, and thereby suggested an alternative architecture design process as an evolutionary example for others projects. In addition, we reviewed the application with professional architects in terms of creativity promotion and collaboration, and arranged its advantages and major improvements. As a result, our research proposes an architectural design process model promoting an creative design collaboration between the related experts in the schematic stages.

        비상대피시설의 거주 공간 활용을 위한 제도 개선 방향 설정에 관한 연구

        몇 년전 발생 한 천안함 피격 및 연평도 포격사건부터 최근 북한의 핵실험까지 남북한 전쟁에 대한 위기감이 확산되고 있다. 이에 따라 전쟁이 발발하였을 경우 국민들이 일정기간 동안 안전하게 거주할 수 있는 임시거주 공간 확보에 대한 관심이 고조되고 있다. 그러나 소방방재청의 재해구호계획 수립지침에서는 자연재해에 대비한 임시거주 공간에 대한 기준은 있으나, 전쟁에 대응한 임시거주 공간에 대한 기준은 없는 상황이다. 특히, 대규모 이재민을 수용할 수 있는 지하 임시거주 공간에 대한 기준 마련이 요구된다. 이에 본 연구에서는 전쟁 이재민 설문조사를 통한 요구도 분석 및 재해 관련 법령 간 비교분석을 통해 전쟁 대응 임시거주 시설 활용을 위한 관현 제도 개선 방향에 대해 설정하고자 한다.
