내국인출입카지노 증설을 중심으로 한 한국카지노산업의 정책방안 연구

Recent success of Singapore and Macao's large casino complex development showed the potential of the casino industry as a strategic industry of a country. Using the delphi-technique, this study was to examine the strategic polices for developing more citizen allowed casinos in Korea. Data were collected from 23 casino industry and policy specialists in 2010. Results suggested several strategic polices for developing more citizen allowed casinos in Korea. First, the respondents were likely to agree that large integrated casino complex should be considered for developing a internationally competitive casino. They also suggested that online gambling should be restricted before permitting more citizen allowed casino development in Korea. Regarding the time period for approval and expansion of more citizen-allowed casinos in Korea, the respondents tended to agree that the national per capital income should be over 30,000 dollars. Moreover, the respondents were likely to think that more citizen allowed casino in Korea could be considerable as far as more than half of the Korean people are in favor of the citizen-allowed casinos. Finally, Jeju was selected as the best location of a new citizen allowed casino, and it was followed by Saemangeum in Jeonbuk and Haenam in Jeonnam. 세계 각국은 싱가포르의 카지노가 관광산업과 경제발전에 큰 기여를 함에 자극받아 카지노산업을 전략산업으로 인식하고 있으나 우리나라의 카지노 정책은 답보상태로 있다. 이에 ‘내국인 카지노를 중심으로 우리나라 카지노산업 발전방안을 연구, 제안코자 하였다. 본 연구는 문헌적 연구와 실증적 연구를 병행하였으며, 최종 응답한 전문가 23명으로부터 2010년 8월 25일부터 9월 24일까지 3차례에 걸친 설문 조사를 통하여 전문가 의견을 구하였다. 자료의 통계처리는 SPSS 12.0V 패키지를 이용하였으며 분석은 기술통계로 각 집단의 평균값과 표준편차를 구하였고 차이검증 방법으로 t검증과 F검증을 실시하였다. 우리나라 카지노산업의 발전을 위해서 국제 경쟁력 확보가 최우선이며 이를 위해 복합다양화와 대형화가 필요한데 1,000~3,000실 규모 호텔과 쇼핑센터, 테마파크 등 시설과 외국인전용카지노는 5,000m²이상, 내국인출입카지노는 10,000m² 정도의 규모가 적합하다. 카지노 특히 온라인 카지노 관련 법ㆍ제도 개선이 필요하다. 온라인 도박자금의 금융거래 제한과 함께 온라인 카지노 허용기준을 19세 이상 으로 하고, 시간도 1일 20시간 미만으로 제한하고, 도박중독 예방 및 치료 강화를 위하여 수입의 일정액을 예방치료센터에 납부하는 등 카지노 운영 의무사항 제정, 도박중독 예방 치료 전문과 설치함이 바람직하다. 카지노는 숙박업, 여행업, 항공업, 음식업과 공동판촉과 판촉지원을 통하여 관광산업에의 기여도를 높이고, 관광진흥개발기금의 납부 외 사회공헌 확대도 필요하다. 한편 카지노가 고용 창출, 지역 경제에 도움이 된다는 시각과 건전하지 못하고 국민정서에 악영향을 준다는 인식도 있는데 국민 인식조사를 1년에 1회 정기적으로 실시할 필요가 있다. 내국인출입카지노의 증설 조건으로 카지노 전문법 신설, 국민소득 3만달러 이상, 국민들의 카지노에 대하여 과반수이상 우호적 인식일 경우 등을 꼽았다. 한편 규모는 부대시설, 영업장 면적, 외래 관광객 수를, 설치지역은 국가 종합계획을 기준으로 판단함이 적절하다. 본 연구에서 다루지 못한 온라인 카지노에 대한 규제방안, 내국인출입카지노에 대한 국민인식조사 시행, 새로운 카지노법의 신설 등에 대하여 추가적인 연구가 필요하다.

As a result, 4 cluster was classified as follows: negative counterpart efficacy, negative individual efficacy, positive individual efficacy, positive counterpart efficacy. Therefore author expect that the result will be provided marketing implications acquired from this study for facility suppliers. 카지노 총매출액 산정방식에 대한 연구

In this study, we studied the current status and issues of the calculation method of foreign and domestic casino total sales for the promotion of the Korean casino industry and the vitalization of the casino industry, and then suggests an improvement plan. The main research results are as follows. First, in the current domestic casino industry, the total sales of casinos has a strong quasi-tax character, which is the standard that determines the amount imposed by the Tourism Promotion Fund. Therefore, it was argued that it was important to secure transparency, clarity, and fairness in the calculation of total sales of casinos. Second, he pointed out that there is a gap between the ordinances of Jeju Special Self-Governing Province and regulations related to casinos of the Ministry of Culture, Sports and Tourism, which are regulations other than those of Jeju Special Self-Governing Province. Third, the casino business must calculate the total sales by deducting the total amount paid to the customer from the total amount received from the customer due to the characteristic of the casino business. Fourth, it is useful information for users of accounting information in relation to casino business activities to calculate sales by calculating 'total income-total payout' by day rather than immediately recognizing the total revenue and total payment for each casino game. This is a realistic method that can provide this and this method of calculating sales by deducting the total payment from the total income can be seen as an exception to the principle of the total amount principle in the corporate accounting standards reflecting the specificity of the industry. Fifth, as in the case of the United States and Singapore, Korea also needs to clearly redefine the total sales separately from sales in financial accounting reports in accordance with regulatory purposes. Additionally when calculating the total sales of domestic casinos, it is necessary to clearly define the method of calculating the total sales by classifying them by game type such as in the United States or Singapore. Finally, in the case of commissions paid to casino professional solicitors, it is judged that it is reasonable to treat them as sales expenses and general management expenses without deducting them from the total sales and it is reasonable to treat the fees paid to professional solicitors as sales expenses.

내국인 출입 카지노와 외국인 전용 카지노 종사원의 소진에 관한 비교연구

The purpose of this study is to compare employee’s burnout difference between domestic casino(K casino) and foreigner exclusive casino(W casino). To get the result of burnout difference, T-Test analysis being used in this thesis and it clearly shows employee’s burnout difference between those two groups. First of all, employees’ burnout in the K casino is higher than that of in W casino. To get cause factors which affect employee’s burnout, I performed regression analysis and its result shows that the case of W casino, job-demands affect employee’s burnout on negative side and job-control affects its positive side but the employees of W casino show only job-demands affect negative side of employee’s burnout. In addition, the result of Z-Test, the coefficient of negative job-demands and positive job-control were significantly difference between those two groups.

The Study on the Effect of Casino Tourism Policy -Focused on the Casino Tourist Service in Macau Area-

Purpose – This study is regarding customer service environment in casino marketing under a study on the factors affecting casino tourist satisfaction based on casino tourists’ various needs. Research design and methodology – The study of casino tourism policy factors is proceeded by interviewing tourists of Macao casino. A total of 220 copies were distributed and 193 copies were collected, but 13 copies were not conceded due to insincere responses, and a total of 180 cases were analyzed for this study. Based on the analysis results, the casino tourism policy factors were derived through satisfaction level of casino tourist service as follows. Results – Firstly, the casino tourist satisfaction is a positive influence on casino visits, so efforts should be made to enhance tourist satisfaction when establishing cultural experience programs and casino marketing strategies. Casino culture for tourist should be matured to develop casino tour. In order to increase the satisfaction level of revisiting casino resorts, various cultural products such as clean environment should be developed to enhance the satisfaction level of casino visitors in the future. Secondly, a positive impact of cultural, experiential visits and psychological motivations affect to tourists’ psychological stability through cultural experiences as well as casino games. Thirdly, casino tourist satisfaction has been shown to provide a positive impact on behavior intention. Conclusions – Based on the results of this research, the marketing of casino tour is to identify tourists’ needs and increase satisfaction.

우리나라 카지노산업의 역사

The purpose of this paper is to overview the casino industry in South Korea and suggest future trends. The first casino-related law traces back to 1961, but modern casinos are regulated by the Tourism Development Law as one of the tourism businesses in 1994. In 1967 the Olympos casino was first opened in Incheon in order to provide foreign tourists with entertainment, and in the following year the Walker-hill casino was opened in Seoul. In 2000 Kangwon Land casino was opened as the first casino for Korean nationals. Currently 16 casinos operate for foreign visitors, and they attracted 1.9 million foreign visitors with expenditures of US$ 882 million in 2010. Kangwon Land operates for domestic and foreign visitors and attracted 3 million total visitors with expenditures of US$ 1.1 billion. Integrated resort (IR) casinos similar to those recently built in Singapore are expected to be a major trend in the future. Also, responsible gambling strategies should be emphasized in the casino industry as code of ethics to protect casino visitors. 본 연구의 목적은 우리나라 카지노산업의 역사를 개관해보고 향후 발전방향을 제시하는데 있다. 최초의 카지노관련 법령은 1961년으로 거슬러 올라가지만, 오늘날 카지노는 1994년 관광진흥법에서 관광사업의 하나로 규정되어 있다. 외래관광객들에게 유흥을 제공하기 위하여 1967년 우리나라에서는 처음으로 오림포스 카지노가 인천에 개장되었으며, 그 다음 해에는 워커힐 카지노가 서울에 문을 열었다. 2000년에는 최초의 내국인출입 카지노인 강원랜드가 개장되었다. 현재 16개의 외국인전용 카지노가 운영되고 있는데, 2000년 외국인 방문객은 190만명, 관광수입은 8억8,200만 달러를 기록했다. 강원랜드 카지노의 경우는 300만명의 방문객에 11억 달러의 매출액을 기록하였다. 최근 싱가포르에서 개발된 복합리조트(integrated resort)가 미래의 국제적인 추세가 될 전망이다. 또한 책임도박(responsible gambling)전략이 고객을 보호하는 윤리 코드로 카지노산업에서 강조될 것이다.

본 연구에서는 세계 카지노의 현황과 시사점, 그리고 국내 카지노 현황을 각종 문헌 및 통계자료 등을 통해 살펴봄으로써 국내 카지노산업의 문제점과 개선방안을 제시하고자 하였다. 또한 이를 통해 관광산업과의 연계를 통한 경쟁력 있는 국내 카지노산업의 발전방안을 제시하고자 하였다. 세계 카지노 시장에서 미국의 비중이 줄어들고 있는 반면 아시아 지역의 비중은 점차 커지고 있다. 이와 같은 아시아 카지노의 성장요인은 마카오의 라스베이거스 카지노 자본도입과 싱가포르의 카지노 허가 등에서 찾을 수 있다. 세계 카지노산업의 추세로는 복합리조트(IR: Integrated Resort)화, 민영화, 규제완화, 고객의 대중화, 게임종류의 다양화 등을 들 수 있는데 이중 가장 두드러지는 추세는 카지노의 복합리조트화라고 할수 있다. 국내 카지노산업은 테이블 게임 위주의 시설 및 관리구조를 가지고 있기 때문에 대중 관광객을 위한 다양한 테마 및 엔터테인먼트 시설들이 부족하다. 따라서 국내 카지노 산업의 경쟁력 강화를 위해 컨벤션, 테마파크, 엔터테인먼트 시설들이 통합된 복합리조트 개발이 필요할 것으로 판단된다. The purpose of this study was not only to find problems and improvement plans for the Korea casino industry, but also to suggest competitive development plans linked with tourism industry by identifying world casino industry’s trend and Korea casino’s current status. It was found that Asia casinos tend to lead world casino industry as compared with USA. The reason why Asia casinos lead world casino industry may be attributable to investment of Las Vegas’ capital to Macau and legalization of Singapore casinos with IR(integrated resort). There are various trends of world casino industry; operational trend of IR, privatization, deregulation, increase in family visitors, and diversification of casino games. Of them, the most remarkable trend of world casino industry is the operational transition to IR. There is a lack of various theme and entertainment functions for mass tourists in Korea casino industry because table games are major casino facilities and thus casinos place high priority on managing table games. Therefore, Korea casino industry should develop integrated resort which includes hotels, restaurants, shopping, convention centers, theatres, museums, and theme park.

In this study, we studied the problems and current status of Korean casino and suggested the improved plans for accounting focused on jackpot accounting from technological management perspective and in views of the importance of accounting for casino in Korean casino focusing on jackpot from casino. Therefore the main research results regarding this research are as follows. First, related the jackpot, it is necessary to calculate the payout separately and separately count the amount of money or coins the customer puts into the electronic game. If a jackpot occurs and the casino company has to pay, the payout ratio of the jackpot for each region There is a need for regulations on how to calculate . Second, in the case of casino operators or business establishments, it is suggested that it is necessary to add a regulation that divides the amount recognized as the payment of the jackpot based on the amount (total income) invested in the slot machines for each business establishment. 제주 카지노산업 개선을 위한 정책연구

Jeju Island is a region in which there are eight out of sixteen casinos exclusive to foreigners and has undergone changes with its several distinct features that are different from those in the mainland area. First, compared with the mainland area which is dominated by two domestic casinos, eight small-scale casinos – overcrowded in a small area - are fiercely competing on the island. The second feature is that existing Korean-owned casinos have been sold to Chinese and other Asian casinos with large capital. Currently, among the eight casinos, the major shareholders of the six have changed to foreign capital. The third is that the ways to make casinos larger by transforming them into integrated resorts (IRs) are being considered. Like major casinos in Asia, scaling up the casinos on the island through IRs has been the main topic of discussions. Currently one integrated resort is up and running and the second one is preparing to open in 2021. In addition, Jeju has a unique institutional system which grants the governor of the Jeju authority to issue permits related to casinos, including the one that allows modification of a casino. This study not only points out these features of casinos and the discussion points with respect the changes Jeju has gone through, but also makes suggestions for improvement. Essentially, the casino, as a gambling industry, is a patent nature of the business, with limited business licenses. As such, in order to have large-scale casinos, it is necessary to consider systems that Singapore and other nations have introduced. The most urgent issue of the local casinos, at this point, is to present the directions of the policies of the Jeju provincial government and establish the system in preparation for the large-scale casinos. 카지노 회계의 개선 방안 - 기술 경영 관점에서의 크레딧 회계를 중심으로 -

In this study, we reviewed the current status and problems of Korean casino and suggested the improvement plans of accounting focused on credit accounting from technological management perspective and in terms of the importance of casino accounting in casino of Korea focusing on credit from casino. Therefore the main research results are as follows. First, we suggested that the revenue recognition of casino credit should be recognized as the total sales at the time of credit issuance. Second, the credit loss amount that may occur, if the casino operator does not recover the credit amount should be deducted from the total sales. Third, if the casino operators provide credits through a third party guarantee method and introduce rules related to casino recruiters in the future, it is recommended that the credit should be included in the scope of professional recruiters' work in those regulations. In addition, it is necessary to introduce the registration system for professional recruiters, who are authorized to offer credits to registered professional recruiters such as Singapore, and reinforce the internal control and reporting system related to the issuance of casino operators' credits with the introduction of casino foreign exchange transactions. Finally, this study aims to help maximize and revitalize the profits of the casino industry through more accurate profit management through the introduction of an effective and appropriate casino accounting system. Additionally this study contributes to the improvement of the accounting system for the sound development of the domestic casino industry returns the improved profits of the domestic casino industry to casino users etc. and provides an accounting system that can help revitalize the domestic and regional economy. ultimately we tried to introduce an appropriate accounting system that fits the operating conditions and sales scale of domestic casinos.
