Perfecting the System for Assessment of the Financial Potential of a Transport Enterprise

The article is devoted to perfecting the system of management of the financial potential of transport enterprises. It is established that transport as an integral part of the state economy has to organically enter the market economy and provide sustainable transport services to national economy enterprises regardless of ownership, as well as ensure passenger transportation. It is also determined that in the conditions of market relations, transport highways must perform their functions with sufficient economic benefit to keep their material and technical resources in good order, conduct an investment policy with extensive use of scientific and technological progress, as well as a social policy guaranteeing the conditions for employees' motivated work. The study reveals an association between the financial and strategic goals of transport enterprises and the minimization of their economic risks, the prevention of bankruptcy and profit margin shortfalls. It is found that transport enterprises need to strive for the overall improvement of their financial potential through increasing the components of financial potential and assessing the impact of risk factors on them: the capacity of fixed assets, the capacity of financial resources, the capacity of services, and the capacity of credit opportunities. These are the elements of transport enterprises' financial potential that ensure its desired level. It is demonstrated that of critical importance in managing the financial potential of a transport enterprise is the role of financial resources, as a subject cannot reach the desired strategic goals without them.
ЭТНОКУЛЬТУРНЫЕ СВЯЗИ НАСЕЛЕНИЯ ПРИАМУРЬЯ В РАННЕМ СРЕДНЕВЕКОВЬЕ

The political conditions in attitudes Heishui Mohe with the state Pohai promoted migratory processes as a result of which refugees-Heishui have appeared on coast of the Amur River, to the West from Small Hingang. Moved Heishui Mohe in Western Cis-Amur Area have borrowed the most convenient grounds Zeysko-Bureinskiy of lowland on coast of the Amur(from a mouth of Zeya - in the West up to Small Hingang - in the east), in area, most likely, Shiwei mountain Tugeshan. The Troitskaya group of Mohe also is alien for Western Cis-Amur Area. Its sites have more extensive territory of distribution, than the Naifeldskaya group, and covers almost all of the Amur Region, leaving on northwest in a zone of East Transbaikalia. Occurrence of thr Troitskaya group traditions on the Amur is connected with migration the Sumo Mohe tribes from the top pool of Sungari River, or southern Manchuria. However actually Troitskiye migrants during the moment of the arrival yet did not possess traditions, as in territory, migration whence has begun, the Troitskaya group of sites are not present, and there are similar, the cultural close objects. The Troitskaya group was generated in Western Cis-Amur Area as result of interaction of migrants and the native population of the Michailovskaya culture. The Pochai people and Heishui Mohe has appeared in Western Cis-Amur Area Cis-Amur Area practically simultaneously. It has led to military collisions between them. The victory over struggle for the most convenient grounds of a left bank of the Amur River between Zeya River and Bureya River has appeared on the party Heishui Mohe, that has compelled of the Pochai people, despite of a superiority in strength, to promote in pool of Zeya River and the Top Amur River. Ethnocultural changes in East Cis-Amur Area, the beginning which, obviously, also has put resettlement the Pochai people, passed on the Ussuri River, had some other character. Unlike the western regions Cis-Amur Area, in the given area of the Pochai peoples immigrants have collided only with closely related native the Heishui Mohe tribes spoken with them in one language. This nepecenea-recxas a wave migration has left the korsakovski a variant of the culture Amur Chouzhens. Last fixed the wave of resettlement of the population from territory of Manchuria in X century has rendered huge influence on an ethno cultural situation and communications in the East Cis-Amur Area. First, it has strengthened formed here earlier related of the Pochai diaspora. Secondly, has accelerated process of ocurrence of the Heishui Mohe in a new ethnic generality a Chouzhen as with this wave in thr Cis-Amur Area gets and it is finally fixed data ofthe new name.

<P>Using near-IR emitting photosensitizers, viz., zinc phthalocyanine (ZnPc), zinc naphthalocyanine (ZnNc), and BF<SUB>2</SUB>-chelated azadipyrromethene (azaBODIPY), donor–acceptor conjugates have been newly formed using the well-known metal–ligand axial coordination approach. To accomplish this task, the electron-deficient azaBODIPY was functionalized to possess either two pyridine or imidazole ligating entities. The X-ray crystal structure of one such derivative revealed the presence of axial binding capable pyridine entities on the azaBODIPY macrocycle. The structural integrity of the newly formed conjugates was established from optical absorption, emission, <SUP>1</SUP>H NMR, electrochemical, and computational methods. The experimentally determined binding constants suggested moderately stable conjugates. The absence of excitation energy transfer from singlet excited azaBODIPY to either ZnPc or ZnNc in the conjugates was confirmed from the steady-state emission measurements. However, free-energy calculations suggested photoinduced electron transfer to be exothermic from singlet excited ZnPc or ZnNc to azaBODIPY. Femtosecond transient studies confirmed such predictions from where occurrence of ultrafast photoinduced electron transfer was observed. КЕРАМИКА ТРОИЦКОЙ ГРУППЫ МОХЭИ ЭТНОКУЛЬТУРНАЯ ИСТОРИЯ ЗАПАДНОГО ПРИАМУРЬЯ

The article is dedicated to problems of Palhae (Bohai) colonization and its influence on ethnic and cultural history of population of Western Amur region. We consider the origin of the Troitskoe group of Malgal (Mohae) on that territory is connected with a synthesis of traditions of aboriginal Mihailovka culture and alien Bohai (Sumo Mohae) one s, the latter prevails. After arrival of Bohai Mohae in Amur region there appeared complex of things not typical for Mihailovka culture, such as, combined ear-rings from wire ring and nephritic disc pendant, ornamental pasterns and signs of intentional damage on things before their placement in graves. On the other hand, influence of the aboriginal traditions of ceramics on alien Palhae people there was in use not a plain spatula, but having a waffle cuts one during the shaping of ceramics. It s possible, alien Mohae people adopted the method of elaboration of vessel s brim so as on its outside remained an excrescence. This technology was characteristic for pottery of Western Amur region s population since early Iron Age (Talakan culture).
