한국 문화콘텐츠산업 진흥정책의 내용과 성과

이 연구는 우리나라 문화콘텐츠산업 진흥정책의 내용과 성과에 대한 실증적인 분석 결과를 담고 있다. ① 문화콘텐츠산업 진흥예산의 규모와 내용적 특성은 어떠하였는지, ② 문화콘텐츠산업 진흥예산과 문화콘텐츠산업의 주요 성과지표와의 관계는 어떠한지를 체계적으로 파악하고 평가하였다. 이를 위해 1974년부터 2011년까지 38년간의 문화예산 데이터를 토대로 내용분석과 상관분석 등의 방법론을 이용하였다. 연구결과 우리나라 문화콘텐츠산업 진흥정책은 창작 및 유통지원 같은 ‘소프트웨어’ 성격의 사업보다, 기반조성 및 시설건축 같은 ‘하드웨어’ 성격의 사업 비중이 높은 것으로 나타났다. 또한 ‘신성장동력’이라는 정부의 선언과 달리, 실제 문화콘텐츠예산 규모는 최근까지도 전체 예산의 0.2%에도 미치지 못할 정도로 미미한 수준이었다. 장르별로는 김대중 정부 이후로 지원 대상 분야가 다양화되었는데, 전통적으로 영화산업 예산비중이 가장 높았고 음악과 만화, 애니메이션, 캐릭터산업은 예산비중이 낮았다. 또한 문화콘텐츠예산이 산업적 효과에 미치는 영향력은 다소 제한적이며, 일정 수준 이상의 상관관계가 나타나는 경우 예산 투입에서 성과 실현까지 대체로 2∼4년의 시간을 필요로 하는 것으로 나타났다. 매출에 비해 수출은 예산지원의 효과가 상대적으로 낮았으며, 고용의 경우 예산지원과 일정한 관계를 보이지 않았다. 예산 항목 가운데 오랜 기간 많은 예산이 집중된 시설지원 사업의 경우 매출과 수출, 고용 지표 모두와 유의미한 상관관계가 나타나지 않았다. 반면, 창작지원 및 유통지원 예산은 문화콘텐츠산업 성과지표와 일정한 상관관계를 보였다. 이러한 연구결과를 토대로 문화콘텐츠정책 당국은 사업계획 수립 시 예산의 질적 수준을 제고하고, 성과 측면에서 고용창출 효과가 이루어지도록 노력해야 한다는 정책적 함의를 도출하였다. This study conducts an empirical analysis of content industry policy development in Korea between 1974 and 2011. It examines (1) the size and content of the budget on content industry, and (2) the relationship between content industry budget and its economic outcomes. Thirty?eight years of budget data retrieved from the Ministry of Culture, Sports, and Tourism were content?analyzed to assess the development and achievements of cultural content industry policy. An analysis of the size and content of the cultural content budget shows that the cultural content industry policy puts more emphasis on ?hardware? tasks such as construction than “software” tasks such as creation or distribution. This study also found that the relationship between the size of the content budget and its economic outcome is rather limited. When there is a significant correlation between the size of the budget and its outcome, it takes about 2∼4 years until we observe the effectiveness of the given budget. In sum, the findings imply that the Korean government should reconsider the quality of the budget, make its best efforts to increase employment as a result of implementing content industry policy.

언론의 신종플루 보도가 대학생의 예방위생 행동에 미치는 영향

This study examines the impact of media coverage on swine influenza on individual hygienic behavior based on the third-person effect(TPE) perspective. Data from a survey of university students(N=249) were analyzed. Consistent with TPE perception hypothesis, findings showed that respondents perceived a greater influence of the media coverage of swine flu on others than on themselves both positive(information) and negative(fear) ways. The results also revealed that the perceived effects on others had a significant effect on the individual hygienic behavior. Specifically, those who perceived that others were influenced more positively(information) than themselves showed higher level of the individual hygienic behavior. In addition, those who perceive that others were influenced more negatively(fear) then themselves showed lower level of the individual hygienic behavior. Theoretical implications of the findings are discussed.

Objective: The aim of this study was to investigate the effect of midsole hardness of running shoe on muscle fatigue and impact force during distance running. Method: Ten healthy college recreational runners who were performing distance running at least three times a week participated in this experiment. They were asked to run for 15 minutes in the treadmill at 10 km/h with running shoes having three different types of midsole hardness (Soft, Medium, Hard). EMG signal and insole pressure were collected during the first and last one minute for each running trials. Data were analyzed using a one-way analysis of variance (ANOVA) with repeated measures. Results: Midsole hardness did not affect the consistency of stride length. For the median frequency of the EMG signal, only VL was affected by midsole hardness; that of medium was greater than other midsoles (p<.05). The loading rate of impact forces increased by midsole hardness (p<.01). Conclusion: Although soft midsole could attenuate impact forces at heel contact, it might have a negative effect on the fatigue of muscle which could decelerate the body after heel contact. Therefore, it is necessary to select the optimum hardness of midsole carefully for both reduction impact forces and muscle fatigue.

Ⅰ, Ⅱ기 악성 림프종 환자의 방사선 치료 성적

A retrospective analysis was done for 69 patients with stage Ⅰ and Ⅱ non-Hodgkin's lymphoma who were treated form May 1981 to December 1990, in the Department of Radiadtion Oncology, Korea University Hospital. We used Ann Arbor Staging system and working Formulation for histological classification. Forty-three patients (43/69, 62.3%) were Stage Ⅰ and 26 patients (26/69, 37.7%) were stage Ⅱ, and B symptom was found in 10.1% (7/69). Nodal lymphoma was 21.7% (15/69); 14 patients with supradiaphragmatic disease and 1 patient with infradiaphragmatic disease. Extranodal lymphoma was 78.3% (54/69); 64.8% (35/54) for head and neck, 25.9% (14/54) for gastrointestinal tract. Histologically, low grade consists of 8.7% (6/69), intermediate grade 84.2% (56/69), high grade 10.1% (7/69), and diffuse large cell type was the most frequent form with 36 patients (36/69, 52.2%). Eighteen patients (26.1%) were treated with radiation therapy alone, 20 patients (29.0%) with radiation therapy combined with chemotherapy, 15 patients (21.7%) with radiation therapy combined with surgery and chemotherapy. Median survival duration was 28 months, and the range of survival time was form 1 month to 134 months, overall five-year survival rate for Stage Ⅰ and Ⅱ disease was 54.2%, with 64.5% for Stage Ⅰ and 37.1% for Stage Ⅱ, For nodal lymphoma, 5-year survival rate was 45.9%, and 56.5% for extranodal lymphoma; 60.6% for head and neck, 52.9% for GI track primary disease. Local control rate for all patients was 88.4% (61/69), with 80% (12/15) for nodal lymphoma and 90.7% (49/54) for extranodal lymphoma. The total failure rate was 34.8% (24/69). Five of 24 (20.8%) patients who were failed developed local failure only, 12.5% (3/24) local failure with distant failure, and distant failure only were found in 66.7% (16/24). Between nodal lymphoma and extranodal lymphoma, there was no significant survival difference, but extranodal lymphoma showed higher incidence.

Comparative study of the linkage disequilibrium of an ENCODE region, chromosome 7p15, in Korean, Japanese, and Han Chinese samples

<P><B>Abstract</B></P><P>The extent and pattern of linkage disequilibrium (LD) in the human genome provide important information for disease gene mapping. Previous studies have shown that LDs vary depending on chromosomal regions and populations. As the Asian samples of the International HapMap Project consisted of Japanese and Chinese populations, it was of interest whether we could use the HapMap data as a reference to carry out association studies of common complex diseases in a closely related population, such as Koreans. We have compared the LD and recombination patterns defined by single-nucleotide polymorphisms (SNPs) in ENCODE region ENm010, chromosome 7p15.2, in Korean, Japanese, and Chinese samples and further tested the robustness of tagSNPs among the Asian samples. We genotyped 792 SNPs in 500 kb (chromosome 7: 26699793–27199792, NCBI build 34) from 90 unrelated Koreans by fluorescence polarization detection and compared the data with Asian data from the HapMap project. Despite some differences in the position of high LD region boundaries, the overall patterns of LD were remarkably similar across the three samples, reflecting strong genetic affinities among them. Furthermore, the haplotype tag SNP transferability across the three samples was greater than 90%. Our results support the initial suggestion that the populations genotyped in the HapMap project might serve as reference populations for the selection of tagSNPs in association studies [The International HapMap Consortium, The International HapMap Project, Nature 426 (2003) 789–796. <ce:cross-ref refid='bib1'>[1]</ce:cross-ref>].</P>

At the Foot of the Candle, It is Dark : Kyunggi Province News Coverage in Korean Terrestrial Broadcasting

This research aimed to analyze the quantitative and qualitative characteristics of Kyunggi province news reporting by the 3 major terrestrial TV stations in Korea. For this, news content analysis, audience survey, and in-depth interview were carried out. First, the content analysis shows that Kyunggi news is quantitatively insufficient compared to Seoul news. Kyunggi news was mainly composed of simple police case/accident news, lacked diversity and revealed a relatively high ratio of negative orientations. Second, the audience survey show the demand for Kyunggi news was high, but the major terrestrial broadcasting news did not correspond to it. Third, the in-depth interviews of news reporters show why the Kyunggi news came to have such problems. There are physical constraints such as coverage limits with several reporters covering a vast area, and the broadcast media characteristics of limited time slots of news. However, the more important factor is that news value decisions centered on "national-level influence" result in passive awareness of the importance of Kyunggi local news. Despite recent awareness of the importance of Kyunggi news, without enhanced manpower and allocation of news time slots, Kyunggi local news will not be able to overcome its limits.
