이 연구는 우리나라 문화콘텐츠산업 진흥정책의 내용과 성과에 대한 실증적인 분석 결과를 담고 있다. ① 문화콘텐츠산업 진흥예산의 규모와 내용적 특성은 어떠하였는지, ② 문화콘텐츠산업 진흥예산과 문화콘텐츠산업의 주요 성과지표와의 관계는 어떠한지를 체계적으로 파악하고 평가하였다. 이를 위해 1974년부터 2011년까지 38년간의 문화예산 데이터를 토대로 내용분석과 상관분석 등의 방법론을 이용하였다. 연구결과 우리나라 문화콘텐츠산업 진흥정책은 창작 및 유통지원 같은 ‘소프트웨어’ 성격의 사업보다, 기반조성 및 시설건축 같은 ‘하드웨어’ 성격의 사업 비중이 높은 것으로 나타났다. 또한 ‘신성장동력’이라는 정부의 선언과 달리, 실제 문화콘텐츠예산 규모는 최근까지도 전체 예산의 0.2%에도 미치지 못할 정도로 미미한 수준이었다. 장르별로는 김대중 정부 이후로 지원 대상 분야가 다양화되었는데, 전통적으로 영화산업 예산비중이 가장 높았고 음악과 만화, 애니메이션, 캐릭터산업은 예산비중이 낮았다. 또한 문화콘텐츠예산이 산업적 효과에 미치는 영향력은 다소 제한적이며, 일정 수준 이상의 상관관계가 나타나는 경우 예산 투입에서 성과 실현까지 대체로 2∼4년의 시간을 필요로 하는 것으로 나타났다. 매출에 비해 수출은 예산지원의 효과가 상대적으로 낮았으며, 고용의 경우 예산지원과 일정한 관계를 보이지 않았다. 예산 항목 가운데 오랜 기간 많은 예산이 집중된 시설지원 사업의 경우 매출과 수출, 고용 지표 모두와 유의미한 상관관계가 나타나지 않았다. 반면, 창작지원 및 유통지원 예산은 문화콘텐츠산업 성과지표와 일정한 상관관계를 보였다. 이러한 연구결과를 토대로 문화콘텐츠정책 당국은 사업계획 수립 시 예산의 질적 수준을 제고하고, 성과 측면에서 고용창출 효과가 이루어지도록 노력해야 한다는 정책적 함의를 도출하였다. This study conducts an empirical analysis of content industry policy development in Korea between 1974 and 2011. It examines (1) the size and content of the budget on content industry, and (2) the relationship between content industry budget and its economic outcomes. Thirty?eight years of budget data retrieved from the Ministry of Culture, Sports, and Tourism were content?analyzed to assess the development and achievements of cultural content industry policy. An analysis of the size and content of the cultural content budget shows that the cultural content industry policy puts more emphasis on ?hardware? tasks such as construction than “software” tasks such as creation or distribution. This study also found that the relationship between the size of the content budget and its economic outcome is rather limited. When there is a significant correlation between the size of the budget and its outcome, it takes about 2∼4 years until we observe the effectiveness of the given budget. In sum, the findings imply that the Korean government should reconsider the quality of the budget, make its best efforts to increase employment as a result of implementing content industry policy.

언론의 자유와 침묵의 목소리 : 일본 언론과 NHK 사건

‘여성국제전범법정’을 다룬 NHK 다큐멘터리의 정치적 외압을 폭로한 일명 ‘NHK 사건’은 일본 주류언론이 정치적 독립성을 유지하고 자유로운 토론의 장이될 수 있는가에 대한 근원적인 질문을 제기한다. 국가 공영방송에 대한 정부여당의 지나친 정치적 개입이 사건의 본질임에도 불구하고, 대다수 일본 언론은 이를 폭로한 기자 개인의 신상을 공격하거나 아사히신문과 NHK라는 두 경쟁 언론사간의 싸움에 초점을 맞춤으로써, 아베신조로 대표되는 일본 우익 인사의 입장을 대변하는 ‘보호견’의 모습을 보였다. 또한 진보언론에 대한 차별적인 공정성 및 균형성 요구와 지속적인 테러 위협은 일본 언론의 정치 스펙트럼 전반을 보다 보수화시켰고, 주간지 내용을 확대 · 반복하는 인터넷 대화그룹의 영향력은 자유로운 토론을 더욱 억압하였다. 결국 NHK 사건은 언론의 자유를 수호하고자 하는 바로 그 개념이 역설적으로 어떻게 언론의 자유를 억압하고 침묵의 목소리로 이어졌는지를 여실히 보여주었다. 진정한 자유 언론을 위해서는 시민사회와 지역언론, 그리고 새로운 온라인 네트워크가 상호 협력하여 오늘날 일본 언론에 팽배해 있는 자기검열과 순응의 분위기에 대항하는 힘을 길러야 할 것이다. The NHK Affair, which deals with Asahi's disclosure about political pressure to NHK documentary program on Women's International War Crimes Tribunal, has raised fundamental questions on the capacity of Japanese media to maintain their political independence and provided a forum of unfettered political debates. Mainstream Japanese media focused either on attacking the journalist who reported the whistleblower's revelations or on the struggle between two corporate rivals, NHK and Asahi, although an essential problem with the event was the ruling party's excessive political intervention in the public broadcasting. During the NHK affair, the Japanese media functioned as a guard dog, protecting the interests of Japanese representative right-wingers such as Abe Shinzo. Ironically, strong demands for fairness and balance toward liberal media and continuous threats of terror have been pushing the political spectrum of Japanese media further to the right. The NHK Affair demonstrates those concepts designed to protect media freedom can be manipulated to stifle the freedom of speech and lead mainstream media to keep silent.
