        원자력발전소부지선정과정상의 이해관계조정에 관한 법적 과제

          As community disapproved construction plan of new a nuclear power-station and radioactive waste, govemmental energy plan had some problem. It prove directly and indirectly that korean nuclear administration which starts with Kori nuclear power-station has underlying problem. <BR>  This paper propose desirable model on a plant site selection and Adjustment for public utility. It review and analysis that electric business law, nuclear power law, electric source development promotion law, residents vote law etc. that are applied for construction of new a nuclear power-station. Moreover this paper offers legal-institutional improvement in a site selection process by differentiating between general and exception character. The purpose of this Article is to contribute to the improvement of electric power by proposing rational Adjustment model and korean legal institution concerning nuclear power utilization in a site selection process for a nuclear power-station.

        시상면 불균형 환자에서 척추경을 통한 쐐기형 절골술[PSO]을 시행한 후 교정각 소실에 대한 원인 분석

        목적: 시상면 불균형 환자에서 척추경을 통한 쐐기형 절골술을 시행한 후 교정각 소실의 원인을 방사선학적 측면에서 후 향적으로 분석하였다. 대상 및 방법: 척추경을 통한 쐐기형 절골술을 시행한 40예를 대상으로 하였다. 하요추부 가동 분절의 유무와 전방 지지 유무에 따른 교정각 소설의 원인을 방사선학적 측면에서 각각 조사하였다. 결과: 전체 전만곡도의 교정각 소설은 하요추부 가동 분절이 있는 군에서 통계학적으로 유의하게 증가하였으며(p=0.025), 절골 추체의 교정각 소실은 가동 분절의 유무에 관계없이 거의 없었다. 절골술 상부 고정 범위의 교정각 소실은 가동 분절의 유무에 따른 통계학적인 유의성은 없었으나(p=0.138), 하부 고정 범위에서는 하요추부 가통 분절이 있는 군에서 통계학적으로 유의하게 증가하였다(p=0.014). 가동 분절이 있는 경우 상부 고정 범위에 비해 하부 고정 범위에서 교정각 소실이 더 많이 발생하였으며, 전방 지지를 시행하지 않은 경우에서 하부 고정 범위의 교정각 소실이 유의하게 증가하였다 (p=0.012). 결론: 교정각 소설은 가동 분절이 있는 추간판에서 일어나고 특히, 절골술 상부 고정 범위에서보다 하부 고정 범위에서 유의하게 증가하므로 절골술 하부 고정 범위 모두를 전방지지 히는 것이 바람직할 것으로 사료된다. Purpose: To validate the surgical principles by analyzing the cause of a correction loss after pedicle subtraction osteotomy in patients with a sagittal imbalance in the radiological aspects, retrospectively. Materials and Methods: Forty cases were analyzed radiographycally according to the presence (Group A) or absence (Group B) of the lower mobile segment and anterior column support performed (Group A2) or not (Group A1), respectively. Results: The overall correction loss of the total fused part appeared to increase in group A (p=0.025) and the degree of lordosis of the osteotomy site showed an almost zero correction loss in group A and B. No statistic difference of the correction loss of the upper segment of the osteotomy site between the two groups was found (p=0.138). The correction loss of the lower segment of osteotomy site increased statistically more in goup A (p=0.014). The correction loss in group A occurred more in the lower segment than in the upper segment and the correction loss of the lower segment in group A1 appeared to have a better correlation than group A2 (p=0.012). Conclusion: Correction loss occurs at the intervertebral disc of the mobile segment. It is considered desirable to have anterior column support to all lower segment of the osteotomy site, because the correction loss increases more in the lower segment than in the upper segment.

      • Polycrystalline Silicon Thin-Film Transistor Using Xe Flash-Lamp Annealing

        <P>We report a high-performance thin-film transistor (TFT) using polycrystalline silicon (poly-Si) by short-pulse Flash-lamp annealing of amorphous silicon. Large grains of average size of ~15 μm with wide branchlike grain boundaries were found in the poly-Si, and there was no amorphous phase inside. The fabricated p-channel poly-Si TFT on the grain exhibited field-effect mobility of 138 cm<SUP>2</SUP>/V · sec, a threshold voltage of -1.3 V, and an on/off current ratio of 10<SUP>8</SUP>.</P>

        척골 주두골절 탈구에서 내고정술의 차이에 따른 기능적 결과

        Purpose: This study was performed to compare the functional results according to the methods of internal fixation in olecranon fracture-dislocation. Materials and Methods: Authors retrospectively analyzed in 13 adult patients with olecranon fracture-dislocation (Colton IID) who were treated by internal fixation from January 1991 to June 1998. Functional results were assessed by Broberg & Morrey system and radiographic results were analyzed in terms of articular step-off, articular gap and reduction loss. Results: In regard to functional assessment, all oblique fractures treated with plate and screw showed 1009S of satisfactory result whereas those treated with tension bands showed 33.4% of satisfactory result. Comminuted fractures treated with plate and screw showed 40% of satisfactory result whereas all two cases treated with tesion bands resulted in unsatisfactory result. In regard to radiologic assessment, three oblique fractures treated with plate and screw resulted in good result whereas those treated with tension bands resulted in fair result. Comminuted fractures treated with plate and screw resulted in three fair, two poor radiologic results whereas those treated with tension bands resulted in one fair, one poor result. Conclusion: Plate and screw fixation can obtain more satisfactory functional and radiologic results than tension bands in oblique and comminuted olecranon fracture-dislocation.

        성인의 Monteggia 골절에서 기능적 결과에 영향을 미치는 인자

        Purpose: Monteggia fracture is a combination of ulnar fracture and radial head dislocation. Despite of low incidence, Monteggia fracture has a problem in the treatment. So satisfactory results could not be achieved easily. The purpose of this study was to analyze factors affecting functional results in Monteggia fracture. Materials and Methods: From January 1990 to June 1998, we retrospectively reviewed 24 patients out of 40 patients who had been treated for Monteggia fracture. The functional assessment was performed with Broberg and Morrey system10). Results: Excellent and good results were achieved in 16 cases(66.6%), whereas fair and poor results in 8 cases(33.4%). Satisfactory results were obtained in 66.6% overall. According to the Bado classification, functional results were not different significantly between types. According to the mechanisms of injury, unsatisfactory results were obtained in 8 of 17 patients with high energy injury. Monteggia fractures with ulnar fracture at the diaphyseal level showed satisfactory results significantly compared to others. In terms of the methods of internal fixation, the plate and screw fixation showed satisfactory results in 14 of 16 patients whereas tension band wiring or intramedullary nailing showed unsatisfactory results in 6 of 8 patients. Conclusion: In Monteggia fractures, factors affecting functional result may be the mechanism of injury, the level of ulnar fracture and the method of internal fixation.
