Soluble epoxide hydrolases (sEH) are enzymes present in all living organisms, metabolize epoxy fatty acids to 1,2-diols. sEH in the metabolism of polyunsaturated fatty acids plays a key role in inflammation. In addition, the endogenous lipid mediators in cardiovascular disease are also broken down to diols by the action of sEH that enhanced cardiovascular protection. In this study, sEH inhibitory guided fractionation led to the isolation of five phenolic compounds trans-resveratrol (1), trans-piceatannol (2), sulfuretin (3), (+)-balanophonin (4), and cassigarol E (5) from the ethanol extract of the seeds of Passiflora edulis Sims cultivated in Vietnam. The chemical structures of isolated compounds were determined by the interpretation of NMR spectral data, mass spectra, and comparison with data from the literature. The soluble epoxide hydrolase (sEH) inhibitory activity of isolated compounds was evaluated. Among them, trans-piceatannol (2) showed the most potent inhibitory activity on sEH with an IC50 value of 3.4 mM. This study marks the first time that sulfuretin (3) was isolated from Passiflora edulis as well as (+)-balanophonin (4), and cassigarol E (5) were isolated from Passiflora genus.
Tobacco Control Policies in Vietnam: Review on MPOWER Implementation Progress and Challenges

In Vietnam, the WHO Framework Convention on Tobacco Control (WHO FCTC) took effect in March 2005 while MPOWER has been implemented since 2008. This paper describes the progress and challenges of implementation of the MPOWER package in Vietnam. We can report that, in term of monitoring, Vietnam is very active in the Global Tobacco Surveillance System, completing two rounds of the Global Adult Tobacco Survey (GATS) and three rounds of the Global Youth Tobacco Survey (GYTS). To protect people from tobacco smoke, Vietnam has issued and enforced a law requiring comprehensive smoking bans at workplaces and public places since 2013. Tobacco advertising and promotion are also prohibited with the exception of points of sale displays of tobacco products. Violations come in the form of promotion girls, corporate social responsibility activities from tobacco manufacturers and packages displayed by retail vendors. Vietnam is one of the 77 countries that require pictorial health warnings to be printed on cigarette packages to warn about the danger of tobacco and the warnings have been implemented effectively. Cigarette tax is 70% of factory price which is equal to less than 45% of retail price and much lower than the recommendation of WHO. However, Vietnam is one of the very few countries that require manufacturers and importers to make "compulsory contributions" at 1-2% of the factory price of cigarettes sold in Vietnam for the establishment of a Tobacco Control Fund (TCF). The TCF is being operated well. In 2015, 67 units of 63 provinces/cities, 22 ministries and political-social organizations and 6 hospitals received funding from TCF to implement a wide range of tobacco control activities. Cessation services have been starting with a a toll-free quit-line but need to be further strengthened. In conclusion, Vietnam has constantly put efforts into the tobacco control field with high commitment from the government, scientists and activists. Though several remarkable achievements have been gained, many challenges remain. To overcome those challenges, implementation strategies that take into account the contextual factors and social determinants of tobacco use in Vietnam are needed.
Determinants of Middle Managers' Leadership in the Vietnamese Economic-Defense Enterprises

The purpose of this study is to investigate factors affecting the leadership capacity of middle managers and then evaluate the corresponding effect on the performance of subordinates in Vietnamese economic and defense enterprises. Data for the study was collected from questionnaire survey of 15 economic and defense enterprises, preceded by in-depth interviews with respondents who are subordinates of the departments/divisions of these enterprises. The research used logistic regression estimator to address econometric issues and to improve the accuracy of the regression coefficients. Our results show that the determinants of the leadership capacity of mid-level managers in defense and economic enterprises include: (i) personal qualities and qualities of managerial officials (understanding, courage), fairness, assertiveness and compliance), and leadership behaviors of two leadership styles - (ii) a transforming leadership style (influenced by ideals, inspirations, concerns) subordinates, stimulating intellect) and (iii) transactional leadership style (rewarding, detecting and handling problems for subordinates). Based on these results, our study suggests that middle managers should possess superior knowledge, care more about subordinates, understand the strengths and weaknesses of each subordinate, always be creative, assertive and courageous people as well as have high standards of competency and morality in order to become outstanding leaders in Vietnamese economic and defense enterprises.

<P><B>Abstract</B></P> <P>It has been suggested in this study that the Mg content, band-gap energy, and structural phase in the sputter deposited ZnMgO films could be tailored in a wide range by simply controlling the growth temperature and sputtering ambient. The Mg content in film and the band-gap energy showed a strong dependence on the growth temperature and sputtering ambient, increasing with the growth temperature or decreasing by an oxygen addition into the plasma ambient. In this work, the wurtzite ZnMgO film with a wide band gap of 4.53 eV and a high Mg content of X<SUB>Mg</SUB> = 0.53 could be realized for the first time by sputtering the Zn<SUB>0.7</SUB>Mg<SUB>0.3</SUB>O alloy targets with Mg contents of 0.3–0.35 below 200 °C and under pure Ar ambient. From the dependence of the structural phase on the growth temperature, the solubility limit of Mg in the wurtzite ZnMgO single phase without phase segregation was estimated to be about 0.53–0.56 and confirmed to reduce with the growth temperature, possibly due to the lower formation Gibbs free energy of MgO than ZnO and the difference in growth condition.</P> <P><B>Highlights</B></P> <P> <UL> <LI> Tailoring the composition, band-gap, and structural phase of the sputtered ZnMgO film. </LI> <LI> The high Mg solid solubility of 53 mol.% could be realized in wurtzite ZnMgO single phase. </LI> <LI> The higher band-gap of 4.53 eV could be firstly achieved from the wurtzite ZnMgO phase. </LI> <LI> Solid solubility limit of Mg in wurtzite ZnMgO phase reduced with growth temperature. </LI> </UL> </P> <P><B>Graphical abstract</B></P> <P>[DISPLAY OMISSION]</P>

ZnMgBeGaO/Ag/ZnMgBeGaO multilayer structures were sputter grown and characterized in detail. Results indicated that the electrical properties of the ZnMgBeGaO films were significantly improved by inserting an Ag layer with proper thickness (~ 10 nm). Structures with thicker Ag films showed much lower optical transmission, although the electrical conductivity was further improved. It was also observed that the electrical properties of the multilayer structure were sizably improved by annealing in vacuum (~35 % at $300^{\circ}C$). The optimum ZnMgBeGaO(20nm)/Ag(10nm)/ZnMgBeGaO(20nm) structure exhibited an electrical resistivity of ${\sim}2.6{\times}10^{-5}{\Omega}cm$ (after annealing), energy bandgap of ~3.75 eV, and optical transmittance of 65 % ~ 95 % over the visible wavelength range, representing a significant improvement in characteristics versus previously reported transparent conductive materials.

<P><B>Abstract</B></P> <P>In recent years, many applications in natural language processing (NLP) have been developed using the machine learning approach. Annotating data is an important task in applying machine learning to NLP applications. A common approach to improve the system performance is to train on a large and high-quality set of training data that is annotated by experts. Besides, active learning (AL) and self-learning can be utilized to reduce the annotation costs. The self-learning method discovers highly reliable instances based on a trained classifier, while AL queries the most informative instances based on active query algorithms. This paper proposes a method that combines AL and self-learning to reduce the labeling effort for the named entity recognition task from tweet streams by using both machine-labeled and manually-labeled data. We employ AL queries based on the diversity of the context and content of instances to select the most informative instances. The conditional random fields are also chosen as an underlying model to train a classifier for selecting highly reliable instances. The experiments using Twitter data show that the proposed method achieves good results in reducing the human labeling effort, and it can significantly improve the performance of the systems.</P>

Background: In order to provide essential scientific evidence on the population's health status and social health determinants as well as the current capacity of the health care system in Vietnam to health policy makers and managers, Vietnam Ministry of Health, Hanoi University of Public Health, Hanoi Medical University, and Ho Chi Minh University of Medicine and Pharmacy collaborated with Seoul National University (Korea) and conducted a health system survey in the Quoc Oai district (of Hanoi capital) that represented northern rural Vietnam. Methods: The study design was a cross-sectional study. The survey covered different topics (more than 200 questions) and was administered in three separate questionnaires: 1) Basic information of all household members; 2) Household characteristics; and 3) Individual characteristics. Socio-demographic characteristics among the households and individuals were collected from 2,400 households sampled by multi-stage cluster sampling method: more than 200 questions. Results: The household size of Quoc Oai was larger than the national average and there was no significant difference in gender composition. In addition, the proportions of pre-elderly, age 55–64, and elderly group (65 years old and over) were higher than the national population statistics. In this context, demographic transition has begun in Quoc Oai. Conclusion: This study design description provides the basic information about a baseline survey of a future prospective cohort (as a part of a collaborative project on strengthening the health system in Vietnam) to the prospective data user of this survey.
Self-adjusting on-line cutting condition for high-speed milling process

The paper presents an intelligent control system for self-adjusting on-line cutting condition for high speed machining (self-HSM) with considering the tool-wear amount to keep the machined product’s quality in allowable limit. For realizing the self-HSM, the empirical analysis of variance (ANOVA) and artifical neural network (ANN) are used. The ANOVA is used for generating the empirical functions which are used as the boundary condition as well as constraint evaluation. The ANN is used for generating the new optimal cutting condition. Then, the self-HSM updates this cutting condition on the real machine - HS Super MC500. The new optimal cutting parameter is sent to the controller for updating the new machining condition to keep the machined part’s quality. The integration of the empirical analysis and ANN enables generating the optimal cutting parameters correctly and efficiently for high-speed milling.
