This study was conducted to estimate difference between striped field mice and ICR on hematology and biochemical value of blood. Leukocytes and erythrocytes of striped field mice were 2.4-18.3×103/㎣ and 6-13.1×106/㎣ respectively, and ICR was 6.3-10.1×103/㎣ and 9.2-9.3×106/㎣. There was no difference in differential leukocyte between striped field mice and ICR. The striped field mice on aspartate aminotransferase, alanin aminotransferase and total protein were higher than those of ICR, but lower on glucose and total cholesterol of serum.

Diese ganz neu vorgestellte Möglichkeit ist gerade ins Zwielicht geraten. Die erstrebte Zueignung des Rechtsinhabers sei dann nicht rechtswidrig, wenn ihr eine fälliger und einredefreier Anspruch auf Übereignung der getroffenen Sache zugrunde liege. Dabei unterscheidet man jedoch hinsichtlich der Eigenmacht des Eigentümers zwischen dem auf rechtsmäßige und dem auf rechtswidrige Weise begründeten Gewahrsam; dieser könnte anders als jener keinen strafrechtlichen Schutz anfordern. Das heißt; obwohl der Eigentümer seine gestohlenen Sache wegnimmt, bricht er nicht den Gewahrsam des Diebes und erfüllt seinerseits nicht den Tatbestand des §323 korStGB. Das ist aber nicht der Fall. Beim Gewahrsam handelt es sich um ein rein tatsächliches Herrschaftsverhältnis, das dem Gewahrsamsinhaber kraft seines faktischen Könnens eine physisch-reale Einwirkungsmöglichkeit auf die Sache verschafft. Die Frage nach dem rechtlichen Dürfen wäre hier fehl am Platze; denn ob der Gewahrsam auf rechtsmäßige oder auf rechtswidrige Weise begründet worden ist, hat keinerlei Einfluß auf seinen Bestand. Gewahrsam als tatsächliche Sachherrschaft erlangt bei erfolgreicher Wegnahme auch der Dieb; wer ihm die Beute wegnimmt, bricht dessen Gewahrsam und erfüllt in Korea den Tatbestand des §323 korStGB. Deshalb muß man hier davon ausgehen, daß alle Eigenmächte des Rechtsinhabers grundsätzlich verboten werden sollen. Verbotene Eigenmacht(z. B. §858 BGB) macht ja nicht nur die Wegnahme, sondern auch die erstrebte Zueignung rechtswidrig. Das bedeutet aber nicht, daß alle Eigenmächte des Rechtsinhabers unbedingt bestraft werden sollen, weil sie noch zu einem der übergesetzlichen Entschuldigungsgründe gehörig sein können. Dabei empfehlt es sich, weiterhin zu darum diskutieren, welche Eigenmacht des Rechtsinhabers entschuldigt werden kann und welche nicht.

미 노스캐롤라이나 주의 허리케인 플로렌스 대응이 주는 시사점

Hurricane Florence made landfall in North Carolina in September 2018, causing 39 casualties and extensive economic damage. North Carolina Emergency Management activated the S-EOC for 18 days in order to respond to the hurricane. As I was serving as a visiting researcher in North Carolina at the time, I suggest policy implications derived from my experience. First, NCEM and FEMA served as cooperating and coordinating agencies but not by directing or controlling local governments. Second, NCEM activated Emergency Operations Centers that integrated all stakeholders, including emergency managers, the national guard, and volunteers. Third, NCEM collected and shared disaster information with citizens and all stakeholders during the response. The styles of emergency and disaster management in Korea and the US differ, but the response to Hurricane Florence can offer many valuable lessons. 2018년 9월 미 남동부 노스캐롤라이나 주에 60년 만의 초강력 허리케인이 상륙하여 39명이 사망하고 엄청난 규모의 경제적 피해가 발생하였다. 노스캐롤라이나 주 재난관리당국은 총 18일간 비상근무 1~3단계로 총력 대응하였다. 허리케인 플로렌스 대응 당시 재난상황실에서 근무하며 경험한 점을 토대로 우리나라 재난대응체계의 개선을 위한 정책적 함의를 다음과 같이 제시하였다. 첫째, 주정부 재난관리실과 연방재난관리청은 재난현장의 지휘자가 아닌 협력 및 조정을 위한 조정자의 역할을 수행하였다. 둘째, 주정부 재난상황실의 통합운영이다. 셋째, 재난정보의 실시간 공유 및 전파를 통한 잘못된 정보의 확산을 방지하고 신속 정확한 정보의 제공이다. 비록 우리나라와 근본적으로 상이한 재난관리체계를 운영하는 미국이지만, 노스캐롤라이나 주의 재난대응사례는 우리에게 많은 시사점을 제공해 주고 있다.

접합된 Stepped impedance resonator를 이용한 온도보상형 유전체 대역통과 필터

공진주파수의 온도계수(.tau./sub f/)가 큰 양(+)의 값을 가졌거나 혹은 음(-)의 값을 지녀 실제 활용되지 못하고 있는 마이크로파 유전체를 대역통과 필터에 응용하기 위한 대역통과 필터의 설계 방법이 제안되었고, 이 방법에 따라 제작된 대역통과 필터의 온도 안정성이 확인되었다. 이 방법에서 유전체 대역통과 필터를 구성하는 각각의 유전체 공진기는 서로 상반된 유전율의 온도계수(.tau./sub .epsilon./)를 지닌 유전체를 접합시켜 만든 SIR(Stepped Impedance Resonator) 구조로 되어있으며, 공진조건으로부터 접합 SIR의 공진주파수가 온도 변화에 안정하기 위한 길이 조건과 필터 설계에 필요한 susceptance slope parameter가 구해졌다. 설계하고자 하는 접합 SIR을 이용한 대역통과 필터는 중심주파수 915 MHz에서 통과대역폭 20 MHz를 갖도록 하였으며, 접합 SIR의 유전재료는 유전율의 온도계수(.tau./sub .epilon./)가 양(+)의 값을 갖는 MgTiO/sub 3/(.tau./sub .epilon./=+99 ppm/.deg. C)와 음(-)의 값을 갖는 Ba(Zn/sub 1/3/Nb/sub 2/3/)O/sub 3/(.tau./sub .epilon./=-77 ppm/.deg. C)을 이용하였다. 최종적으로 필터 설계식에 따라 설계된 접합 SIR 대역통과 필토의 온도 안정성이 시뮬레이션과 실제 제작을 통해 확인되었다. The design method of a temperature stable bandpass filter using dielectric coaxial resonators of with two dielectric ceramics with opposite signs of temperature coefficient of dielectric constant (${\tau}_{\epsilon}$) to compensate for each other in this method. $MgTiO_3$(${\tau}_{\epsilon}$=+99 ppm/${\circ}C$) as a positive ${\tau}_{\epsilon}$ material and Ba($Zn_{1/3}Nb_{2/3}$)$O_3$(${\tau}_{\epsilon}$=-77ppm/${\circ}C$) as a negative material were selected. The length of a SIR for the temperature stability was calculated according to the design method and the susceptance slope parameter of the SIR was obtained. A temperature stable bandpass filter using dielectric SIR's was designed, simulated and fabricated. The center frequency of this filter was 915 MHz and the pass bandwidth was 20 MHz. Temperature properties of this bandpass filter by simulations were compared with the measured results of the bandpass filter fabricated.

For the purposes of estimation of appropriate sample size in rat, this study focused difference between sample mean and population mean at different three probabilities(α=0.03, 0.05, 0.07) for the observation of body weight, serum contents and inner organ weight. Through Tchebysheff's theory(law of large numbers), sample size at α=0.07 was estimate at least 8 heads for body weight, 12 heads for serum Contents and 15 heads for inner organ weight. at α=0.05, sample size will be required 21 heads for body weight, 32 heads for serum contents and 42 heads for inner organ weight. For the probability 97%(α=0.03) sample size for accurate statistical analysis should be provided 98 heads for body weight, 138 heads for serum contents and 192 heads for inner organ weight. Generally statistical analysis for initial birth weight and serum Ca are required less experimental numbers, while serum Mg, serum Hydroxyproline and inner organ weight are more experimental numbers.

빅 데이터를 활용한 스마트 재난관리전략

우리나라를 포함한 전세계 ICT 선진국들의 최근 정보화 추진전략을 살펴보면, 데이터의 가치를 인정하고 데이 터의 분석과 활용에 많은 관심과 노력을 기울이고 있다. 이러한 노력의 대표적인 예가 빅 데이터 활성화 정책이 다. 빅 데이터는 이용자들의 공통화된 행동패턴을 읽어내고 미래를 예측하는 기술로 진화하여 민간부문과 공공부 문의 구분 없이 폭넓게 활용되고 있다. 우리나라의 정보화전략위원회는 스마트 국가 구현을 위한 빅 데이터 마스 터 플랜을 발표하였고, 이중 우선적으로 추진해야 할 3개 과제로 범죄발생 최소화, 예측기반의 자연재해 조기감 지, 주민참여형 교통사고 감소체계 구축 등 안전한 사회 구현을 최우선 과제로 제시하였다. 재난관리분야 및 공공부문 에 빅 데이터를 활용한 사례로 미국의 국립해양대기청의 기상정보와 미국지질조사소의 지진정보, 일본 기 상청의 지진 정보, 우리나라 국립재난안전연구원의 스마트재난상황실(SBB), 브라질의 리우 데 자네이루의 지능형 운영센터, 싱가포르의 RAHS 등을 살펴보았다. 재난관리분야에 빅 데이터 활용을 위한 주요전략과 고려사항을 살 펴보면 다음과 같다. 첫째, 정부 3.0 기반의 빅 데이터 공유환경의 마련이다. 민간·공공부문간 개방과 공유의 확 산을 통해 다양한 기관 간 이종 데이터의 융합을 통해 새로운 가치를 창출해야 한다. 둘째, 과거 데이터의 현재 화이다. 과거의 재난 및 기상자료를 디지털화하여 과거와 현재의 데이터를 종합하여 분석함으로써 보다 예측력을 높일 수 있다. 셋째, SNS를 통한 참여형 재난관리체계의 구축이다. 민간부문과 지역사회의 적극적인 참여로 재난 정보의 수집과 전달에 중요한 매체로 활용될 수 있다. 넷째, 개인정보보호 대책의 마련이다. 데이터의 저장과 전 송기술이 지속적으로 발전하면서 개인의 프라이버시를 침해할 수 있는 가능성이 높아지고 있어 이에 대한 대비책 을 마련해야 한다.

마늘成分이 Rat의 血糖値에 미치는 影響

Garlic is one of the most widely used spices in our country. Garlic has been used for medicinal purpose for several thousand years. There are many studies on pharmacological action of garlic, but few-works are reported from our country. In the present work, we have separated water extracts from garlic and observed body weight, iiver weight, serum transaminase activity and-serum glucose concentraction. After garlic juice(0.8, 1.5W/V%) was administered to rats for 15 days, the result were as follow; 1. Body weight, liver weight, and serum transaminase were not changed. 2. Serum glucose level was decreased by garlic juice treated. 3. Serum glucose level was decreased by garlic juice treated in alloxaninduced diabetic animals. Considering the above results, these observation suggested that some components of garlic may reduce the blood sugar level, further invetigations about this point is needed.
