      • 민주주의의 확산과 그 국제정치적 영향

        The purpose of the paper is to analyze the impact of the expansion of democracies on international relations by focusing on the democratic peace debates. According to the democratic peace theory which is proposed by liberals, the global expansion of democracies will result in the reduction of wars because democracies do not (or rarely) fight a war against each other. On the other hand, realists argue that since the regime types are not related to the foreign policy behavior, democratic expansion does not have an important independent impact on international relations. While recognizing the important roles democracy play, the paper argues for the synthesis of the two theories by pointing out that there are not only democratic institutional and normative variables but realist variables that affect the prospects for the peace among democratic countries. Also, the integration of structural/institutional and normative/cultural explanations is desirable. If a procedural minimum definition of democracy is adopted, a different combinations of theoretical explanations of democratic peace would be needed. The democratic peace arguments also need to be refined conceptually and methodologically, particularly in defining and operationalizing the concept of democracy. Overall, the expansion of democracies will make a positive contribution to the reduction of wars. While recognizing specific conditions of democratizing countries, advanced democratic states including the U.S. should continue to make efforts to support the transition to democracy and democratic consolidation around the world.

        민주주의의 공고화 : 개념적ㆍ방법론적 고찰 Analysis of the Conceptual and Methodological Issues

        민주주의의 공고화에 대한 연구에 있어서, 그 개념의 모호성과 그로 인한 경험적 분석의 문제가 많이 지적되어 왔다. 민주주의 공고화의 개념을 어떻게 정의하고 측정하는 가에 따라 특정 국가의 민주주의 공고화 정도 또는 유무에 대해 완전히 상이한 평가를 내릴 수 있으며, 또 이는 곧 민주주의 공고화의 원인이나 결과에 대한 경험적 분석에 중요한 영향을 미치게 된다. 그러므로 개념 정의 및 측정에 대한 합의를 연구자들이 도출해낼 수 없다면, 그 시각적 차이점과 그것이 초래하는 상이한 경험적 분석에 대해 분명하게 인식할 필요가 있다. 이러한 이유에서 본 연구는 민주주의의 공고화에 대한 개념적ㆍ방법론적 접근의 쟁점들을 분석ㆍ평가해보고자 한다. 민주주의의 공고화에 대한 개념적 논쟁의 상당 부분은 민주주의의 개념에 대한 논쟁과 밀접한 관련이 있다. 그러므로 본 연구는 먼저 민주주의의 개념 정의에 대해서 논한다. 그 다음 이를 바탕으로 민주주의 공고화의 정의 및 측정에 대해 논하기로 한다. 또한 보다 최근에 민주주의 공고화 개념에 대한 회의적인 시각이 제기되었는데, 본 논문은 이에 대해서도 소개하고 평가하기로 한다.

        The paper examines the kind of anti-Communism which provided a crucial comtext for Korean political development. particularly until the process of democratization began in the late 1980s. The establishment of the anti-leftist state in Korea was the outcome of the operation of political and external variables-- a result of the incorporation of Korea in a bipolar international political wywtem after World War Ⅱ. The experience of the Korean War and the continuing security threat from the North deepened anti-leftism by expanding the military institution and other coercive instruments of the state with an enlarged conception of national security. The "strong state" in Korea went hand in hand with society which was not only weak but conservative as a result of effective elimination of the leftist forces and pokitical demobilization of popular classes. The political structure, which profoundly weakened the political impact of the rapid socioeconomic transformation, and which allowed the emergence of the authoritarian regime in the 1970s, then is based upon this anti-Communism.

        α-Fe<sub>2</sub>O<sub>3</sub> 에 첨가한 미소량 EU 불순물의 효과에 대한 연구

        Crystallographic, electric, magnetic and heat transition properties of $\alpha$-Fe$_2$O$_3$ have been studied with a small addition of Eu impurities. Hematite($\alpha$-Fe$_2$O$_3$) is a basic ferromagnetic material having rhombohedral structure, which is similar to perovskites structure. Eu is a rare earth element that has an electric configuration of 4f$^{7}$ 6s$^2$. X-ray diffraction pattern of Fe$_{1-x}$ Eu$_{x}$O$_3$ (x = 0.00, 0.04, 0.06) shows an increament of a value when the amount of Eu impurities increased. The VSM data show an increment of magnetization by increasing the amount of Eu impurity. The one with x=0.06 shows the largest increment of magnetic remanence. The magnetic remanence varied from 0.49$\times$10$^{-3}$ emu/g to 0.62$\times$10$^{-3}$ emu/g when Eu impurity is increased by 2 %. Coercivity is decreased as Eu impurity is increased. Resistances is reduced significantly by Eu impurity. There is a clear difference in temperature-dependent resistance depending on the amount of Eu impurities. Especially, there are cusps between 150 K to 175 K. It indicates the change of electronic quantum states inside the atoms by rare earth impurities in rhombohedral structure. Temperature-dependent heat capacity shows that the most effective amount of Eu impurities is 6 %. %.

        A study of Physically Implanted Surface Islands by direct Nd:YAG Laser Beam Irradiation

        Physically implanted surface islands of Nano Carbon Tube (NCT) and α-Fe2O3 particles have been produced on Al-doped ZnO (AZO)/glass surfaces by simple and direct ND:YAG laser beam irradiation. Sheet resistance of the reconstructed surface increased by about 3.6% of over AZO. Minimal surface damage can be repaired by ND:YAG laser beam irradiation in conjunction with proper impurities. Implanted islands of NCT, which are considered to be a good conductive impurity, on AZO increased the sheet resistance by about 1.8%, while implanted islands of α-Fe2O3, an insulating impurity, on AZO increased sheet resistance by about 129% compared with a laser beam treated AZO. This study provides insight regarding surface implantations of nanowires and micro-circuits, doping effects for semiconductors and optical devices, surface area and impurity effects for catalysis.

        The error rate equation of DS-CDMA/DQPSK skgnal adopting ARQ scheme has been derived in indoor radio channel which is characterized by AWGN, multi-user interference (MUI) and Rician fading, Using the derived equation the error performance has been evaluated and shown in figures as a function of direct to diffuse signal power ratio(KS1rT), the number of active users (K), PN code sequence length (N), the number of parity bit of linear code (b), forward channel BER, and ES1bT/NS1OT. From the results it is known that in severe fading environments (KS1rT=6) the performance of DS-CDMA/DQPSK system is not reliable so it is needed to adopt techniques for improvement. When an ARQ scheme is adopted, as a method for improving error performance, the performance improves compared with that of non-ARQ scheme and the degree of improvement is proportional to the number of parity bits of linear code. As increasing the number of parity bits, system performance is improved vut system throughput efficiency must be considered. In severe fading channel Hybrid ARQ scheme is more effective than ARQ scheme. As a result, ARQ scheme is appropriate for the high-reliability data communication systems over the radio channel in which the real time processing is not required.
