The social participation of women is a natural trend of the late 21th century. Nevertheless, female participation in the society of government still remains in an extremely limited position. It does not reach the level of ordinary foreign government or general agencies, and granting that female participation is realized at a certain rate, women's leading advance into a policy decision unit is quite insignificant. So, This study conducted opinion researches to analyze the society of government workers and referred to sundry records relevant to the pre-performed studies to secure the theoretic ground("glass ceiling") as ways to accomplish the above goal, and in actual actions we passed out 550 copies of questionnaires to city-hall and district office respectively who work for the Susan metropolitan city, subordinate institutes under the Administration, and then collected statistics as followings. The attitude of male managers causes drain of talent as woman either settle for not reaching the top or leave to pursue their own career. As women begin to break through the glass ceiling and claim management positions, many find that senior management positions are still closed to them. As a consequence, in order to make the most of woman power to the direction of guaranteeing feministic participation or treatment in broadcasting companies, principles or policies to utilize it should be changed first. And the change of principles and policies will be revealed as the change into a system or a practice which helps the advance of female managers concretely. As a plan related to the existing women's advance into administrative positions, based on the problems in our enterprises' utilization and management system of womanpower, it is required to extend education recognizing cultural differences including the removal of discrimination.
지방공무원의 승진공정성 지각과 만족의 영향요인 : 남성공무원과 여성공무원의 비교

본 연구는 최근 표면화되었던 일부 지방자치단체의 승진시험 거부사태를 배경으로, 지방공무원의 승진공정성 지각수준과 만족요인이 무엇인지를 알아냄과 동시에 이에 관한 지각과 승진만족과의 성별영향관계를 실증적으로 분석하는 것을 목적으로 하였다. 주요 연구결과는 다음과 같다. 첫째, 지방공무원이 주관적으로 생각하는 중요한 승진공정성 기준요인은 자신의 연공기준과의 비교였으며, 그 다음으로는 자기가 소속된 집단의 동료와의 비교, 근무경력이나 포상 및 실적에 따른 승진분배의 규칙, 연령과 성별에 따른 승진분배의 규칙, 동일 업무를 수행하는 다른 집단 공무원과의 비교로 나타났다. 둘째, 승진공정성 지각의 기준요인으로부터 영향을 받은 승진공정성의 지각은 성별에 따라 영향정도가 차이가 있었으며, 남성의 경우 연공기준, 능력기준, 귀속집단, 공정분배의 요인이 승진공정성 지각에 영향을 미쳤으며, 여성의 경우 연공기준, 준거집단, 평등분배의 요인들이 승진공정성 지각에 영향을 미치는 것으로 나타났다. 셋째, 승진 공정성 지각이 승진만족에 미치는 영향도 성별에 따라 차이가 있을 것이라는 가정을 검증한 결과, 남성의 경우 승진공정성 지각은 승진만족에 강한 영향을 미치는 것으로 나타났으나, 여성의 경우 통계적 유의성이 상대적으로 낮은 것으로 나타났고 영향요인별 내용에도 일정한 차이가 있었다. The process of the research grasps the relation of promotion standard to the perception recognition off unjustness and its relation to the satisfaction of promotion. The important point in the equity is how the employees perceive it rather than the equity itself and it is accepted as a just thing by them. That is, the justice analyzes the perception of it in individual psychological level rather than the whole perceivable problem in social dimension. Equity theory of Adams is applied as the theoretical background of perception of justice for conducting the analytical study and sampling data collected from the Local Government Employees in Gyeongsangnam-do and Busan are used as the analytical data. The degree of Promotion Equity Perception is varying according to the comparison of others in organization, that is, local comparison. When the members of organization who perceive the equity of promotion and those who deny the justice perceive the promotion level according to their own ability and character high, it is directly related to the satisfaction of promotion, but when they evaluate their promotion level low, it has an adverse effect on the job satisfaction depending on the desire of application of promotion standard, so the solution of application desire of just promotion standard can receive the perception of justice in promotion system and lead to satisfaction. After all, the perception of equity of promotion is connected to he satisfaction of promotion and forms the dynamic structure improving achievement of job.
지방정부의 외국인주민 생활실태와 지원방안 -부산지역 중심-

본 연구는 부산지역에 대한 정밀한 실태조사를 통해 부산에서 살고 있는 외국인주민의 삶을 파악함으로써 부산지역 외국인주민 정책을 뒷받침할 근원적이고 기초적인 데이터가 필요한 시점입니다. 이에 본 연구를 통해 부산지역 외국인주민의 생활실태를 파악하고, 외국인을 주민의 일원으로 수용하고 진정한 다문화사회를 실현하기 위한 외국인주민 정책지원 방안을 제안하고자 했습니다. It is time to need basic data to support the foreigner resident policies by survey on the life status of foreigner resident in Busan. The purpose of this study is understanding the life status of foreigner residen in Busan., acceping as a citizen and suggesting policies about the foreigner resident for realizing the multicultural society

2013년부터 지방정부는 성인지예산제도를 본격 시행했다. 성인지예산제도는 앞서 시행중인 성별영향분석평가제도와 함께 정책의 성 인지성 향상이라는 목표를 달성하기 위한 정책수단이다. 이런 차원에서 두 제도는 법적근거와 정책학습의 방식이 달랐지만 상호 연계해 운영할 때 보다 정책효과를 기대할 수 있다는 가정에서 시작했다. 본 연구는 성별영향분석평가제도와 성인지예산제도의 연계 필요성을 고찰하고, 부산시 사례를 중심으로 두 제도 간 연계가능성을 검토하고, 연계 시 점검할 이슈들을 분석했다. 분석결과 부산시의 경우 2013년도 성인지예산제도는 60%, 최근 3년간('09∼'11년)의 성별영향분석평가사업의 경우 45.5%가 상호 연계될 수 있음을 확인했다. 두 제도간 연계성 강화를 위해 첫째, 두 제도 간 전략적 연계맵 구상, 둘째, 성별영향분석평가 모니터링 시스템 구축, 셋째, 성인지예산 심사기능 강화 등의 정책방향을 도출했다. According to the 2011 Local Financial Act, A Gender Budgeting(GB) statements and balance sheets became mandatory since 2013 fiscal year in Local Government. Ahead of the trial that is being Gender Impact Assessment(GIA) and Gender Budgeting are policy instrument to achieve goal of gender mainstream and gender equality objective. Even though the two institutions(GIA, GB) can be differ from Act and policy learning. but if two institutions close collaboration that it can expect policy effectiveness. We analysed Busan Metropolitan City's Gender Budgeting Fiscal Year 2013. We identify three main policy implication: the first, strategic linked map of Gender Budgeting & Gender Impact Assessment. the second, formation of Gender impact analysis's monitor system. Finally, Strength budget appraisal mechanism in local Government Council.
블록타임제에 따른 수업 변화: 고등학교 사회과,과학과 수업을 중심으로

This paper aims to study the impact of block scheduling on class change in high school social studies and science classes in Korea. We selected six high school social studies and science classes as sample and observed them in detail. We find that, during 100~150 minutes of class time, a variety of strategies for student activities to encourage students to concentrate on and participate in class were utilized in all six classes. In these classes, overall, student activities such as discussion, experiments, and Q&A accounted for large portion of whole class and teachers were patient enough to wait for students to answer their questions. However, block scheduling itself does not guarantee activity-oriented class. Teachers` commitment to promote students` volunteer class activities is crucial for successful implementation of block scheduling. In addition, teachers should get help from their colleagues and school administration to relieve the administrative burden and to design and develop better class.
