기술영향평가 대상기술 선정지표 개발에 관한 연구

과학기술의 사회적 파급력이 갈수록 높아지고 있는 현대에 기술영향평가가 갖는 의미는 작지 않다. 특히 행정부에 의하여 제도화되어 수행되는 우리나라의 공식적 기술영향평가는 그 결과를 직접 과학기술 정책에 반영하도록 되어 있기 때문에 과학기술에 의한 부정적 효과나 사회적 논란에 미리 대비할 수 있게 해주는 장치가 된다. 사회적 평가를 중요시하는 기술영향평가 자체의 특징이나 매년 한 개 정도의 기술만을 대상으로 하는 제도적 기술영향평가의 운영 형태, 기술의 특징에 따라서 결정되는 평가의 내용 및 방법 등을 고려했을 때 대상기술의 선정은 다양한 관점을 고려하여 신중하게 이뤄져야 할 것이다. 그러나 지금까지 진행된 기술영향평가에서 대상기술의 선정 방식은 다양한 의견을 반영하지 못 하거나, 기술영향평가에 대한 이해보다는 정성적 토론 및 투표에 의하여 도출되는 경우가 많았다. 이 논문에서는 요인분석을 통하여 기술영향평가의 대상기술을 선정함에 있어 고려해야 할 지표들을 개발하였다. 개발된 지표는 사회적 합의의 필요성, 사회/문화적 파급효과 등 5가지로 구성되어 있으며, 각 지표들에 대한 가중치 역시 AHP 방법을 이용하여 도출하였다. 개발된 지표와 가중치를 이용하여 실제 어떻게 적용될 수 있는지를 예시를 통해 보여주었으며, 제도적 기술영향평가에 직접 적용할 때 고려해야 할 제언 또한 도출하였다. 향후 본 연구에서 도출된 지표를 활용함으로써, 제도적 기술영향평가에 적절한 대상기술을 선정할 수 있을 것이며 그를 통하여 기술영향평가 결과의 활용이 사회적·정책적으로 강화될 수 있을 것으로 전망된다. The social impact of science and technology is increasing, the meaning of technology assessment is not small in modern society, Specially, the technology assesment(TA) has been institutionalized and performed by Korean administration and its official results has reflected directly in the S&T policy. Therefore, the technology assesment is a device that prepare the negative effects of S&T and the social controversy in advance. To select the target technology of technology assessment will be done carefully in various perspective and concerned with the characteristics of technology assessment emphasizing social assessment, the institutional system of selecting one technology in each year and the contents and methods of evaluation that are determined in accordance with technology characteristics. However, the method of selecting target technology in TA is mostly peformed by qualitative discussion and vote rather than by reflecting various opinion and understanding TA until now. In this paper, we developed the indicator has to be considered to select target technology for TA by using factor analysis. Developed indicator is consist of five factor, such as the need for social consensus and the size of social/cultural impact etc., and we weight each factor by using Analytic Hierarchy Process(AHP). Futhermore, we show the example how to applicate directly these indicator and weights to select target technology and suggest institutional application in TA. Though using developed indicator in this paper, we expect to select appropriate technology for institutional TA and the application of TA results in society and public policy can be strengthened.

정신지체 장애인용 기초체력검사 규준설정

이 연구는 한국의 장애인용 기초체력검사의 규준설정을 위한 목적으로 수행되었다. 이 목적을 위하여 기존의 선행연구를 근거로 우리나라의 장애인에 적용가능 한 기초체력검사를 개발하였고 1355명의 정신지체장애인에 이 검사를 실시하여 검사의 규준에 대한 정보를 제공하였다. 이 연구에서 개발된 정신지체인용 기초체력검사로는 피하지방 두께 검사(견갑골하, 삼두근 및 장단지내측 등 3부위), 윗몸일으키기 검사, 팔펴서 매달리기 검사, 공던지기 검사, 앉아 윗몸앞으로굽히기 검사, 1000m 달리기 검사이며 각각의 검사들에 대한 규준을 개발하여 제시하였다. 이 연구의 결과는 정신지체아의 체력·운동기능을 적절하게 측정하고 평가하는데 이용될 수 있을 것이며, 개발된 기초체력검사는 첫째, 각 등급별 정신지체아 개개인의 기초체력능력의 향상도를 평가하고 둘째, 그들의 구체적인 강점과 보완되어야 할 점을 파악하기 위한 진단 자료를 제공하며 셋째, 관심의 대상에서 제외되어온 정신지체아에 대한 체력검사를 각급학교에 제공함으로써 정신지체아의 학교체육 프로그램을 향상시키기 위한 기초자료로 활용될 수 있을 것으로 기대한다. The purpose of this study is to develop of norm standard on the physical fitness test for disabilities. For this purpose, related literature of physical fitness for disabilities were based on development of the test and norm referenced standards. 1355 disabilities were recruited for norm referenced standards at Korea. Test items developed on physical fitness for disabilities were skinfolds test for body fatness, sit-up for muscle endurance. On each tests norm-standard were provided by percentile scores for assessment to physical fitness for disabilities.

국내에서 추진하고 있는 모바일 RFID 네트워크 서비스는 국외에서 진행하는 단순 물품의 정보에 한정되는 RFID 서비스보다 진보된 서비스이다. 이는 단순히 사물에 대한 정보 서비스가 아니라 핸드폰을 가지고 있는 사람은 모두 대상이 되는 확장성 있는 서비스를 요구한다. 이에 따라 단순 물품에 한정되는 서비스 모델은 모바일 RFID 네트워크 서비스 모델로써 사용될 수 없으며, 개인화된 정보제공을 위한 서비스 모델이 필요하다. 이에 본 논문에서는 모바일 RFID 네트워크에서 핸드폰에 RFID 태그와 리더가 장착된 환경을 가정하여 개인화된 정보제공을 위한 서비스 모델에 따라 서비스에 대한 구성과 그 실행 모델을 제시한다.

장애인 엘리트 체육의 종목별 전문체력 특이성 연구

이 연구는 장애인 엘리트 스포츠의 특성을 고려하여 종목별 경기력 향상을 위한 전문체력이 어떠한 특이성 이 있는지를 분석 및 검증하였다. 궁극적으로 국제대회에 참가하는 엘리트 선수들의 훈련이 과학적으로 시행될 수 있는 기초자료를 제공하는데 목적이 있다. 국민체육진흥공단 지원으로 실시된 이 연구는 2011년 이천 장애 인체육종합훈련원에 입촌한 장애인 종목 중에서 국제 경쟁력을 고려하여 과거 올림픽 경기에서 메달을 획득했 던 종목들이다. 검사내용에 기초한 증거를 토대로 최종적으로 선정된 종목은 탁구, 역도, 유도, 사이클, 그리고 육상으로 다섯 종목을 대상으로 수행하였다. 종목별 장애특성을 고려하여 선수 개인 및 집단별 체력특징에 대 한 기술 통계치를 산출하였고, 비장애인 국가대표 선수를 포함하여 동일종목의 다양한 선수집단의 통계치를 근 거로 장애인 엘리트 체육 선수들의 체력의 특징을 분석하였다. 즉, 장애인 선수의 상대적 위치를 표준화한 그림 으로 제시하였으며 기준자료는 한국체육대학교 체육과학연구소에서 실시한 비장애인 엘리트 선수의 특성으로 하였다. 이 연구에서 제시한 상대적인 그래프는 장애인 엘리트 체육 종목의 절대적인 특징으로 볼 수는 없을 지라도 종목별 그리고 개인별 체력검사 결과를 바탕으로 상대적인 위치를 확인하여 종목별 체력특징을 파악하 는 기초자료로 활용할 수 있을 것이다. 이 연구는 최종적으로 장애인 엘리트 체육의 종목별 체력검사 측정가능 여부의 특이성을 간명하게 제시하였으며, 이를 토대로 장애인체육종합훈련원의 종목 및 장애유형에 대한 체계 적인 훈련프로그램의 기반이 될 수 있을 것으로 기대한다. The purpose of this study was to identify specificity of professional skill-related fitness by type of sports in elite sports for disabled. Literature analysis was performed in research methods for delphi that rounds for agreement of experts opinion as evidence based on test contents. Table tennis, Weight lifting, Judo, Cycle, and Athletic were selected for specificity of physical fitness in the delphi method. In descriptive statistics, mean and standard deviation were calculated in each groups measurement and standard score was expressed as figures to compare elite sports records that were researched in the institute of sport science in Korea National Sports University. Even though norm referenced standard settings in this study were not the standard in professional skill related fitness in elite disability sports absolutely, this study will contribute for promoting of performance elite disability and the basic data for training systems of elite disability sports.

3GPP 망에서의 응용계층 기반 QoS 제어

차세대 통신망은 다양한 유무선 액세스 망들이 IP 기반의 코어 망에 접속되는 구조로 이루어진다. 구조적 변화와 더불어 보안과 QoS(Quality of Service)는 필수적인 지원사항이 되고 있다. 특히 사용자에게 직접적인 영향을 주는 종단간(End-to-End) QoS 지원 기술은 액세스 망 및, 코어 망 레벨뿐 아니라 응용계층 레벨에서도 요구된다. 망에서 QoS지원이 어려운 경우에는 단말에서 제공되는 응용계층 QoS 지원은 더욱 중요한 역할을 수행할 수 있다. 이에 본 논문은 3GPP EPS(Evolved Packet System) 환경에서 망 트래픽 혼잡상황이 발생할 때 가변 멀티코덱을 사용하여 코덱 비트율을 적응적으로 조정하는 QoS 지원 기술을 제시한다. 또한 제시한 기술의 시뮬레이션을 통해 망의 혼잡도를 줄여 트래픽의 손실 및 지연이 최소화 됨을 보인다.

관광문화와 관광학 -사회현상으로서의 관광철학적 접근에 관한 연구-

This study asserts the importance of philosophical approach to tourism as a social phenomenon; Tourism philosophy makes a contribution to grasping of the whole social by combining microscopic analysis of tourism science, reproduction with macroscopic analysis of tourism culture. To grope a model of philosophical approach to tourism as a social phenomenon: tourism culture and tourism science, this study investigates the trends of tourism contents. This paper attempts to analyze critically the existing phenomena of tourism science and to make an philosophical approach to tourism as a social phenomenon. Tourism philosophy is a genre of special interest tourism based on the search for and intellectual, emotional, or psychological. Several tourism contents such as museums, galleries, festival, architecture, historic ruins, artistic performances, heritage sites, and popular or folk arts routinely draw tourists. The trends of tourist contents is divided into ``daily practice of tourism`` and ``multidisciplinary convergence of tourism``. Multidisciplinary convergence of tourism focuses on tourist motivation. Motivation for tourism is now increasingly understood in terms of how it relates to the individuals`s long-term psychological needs and life-plans. Daily practice of tourism discusses tourism science as an extension of the commodification of tourism under capitalism. The tourism commodification is viewed as an all-pervasive characteristic of modern capitalism, and involves tourist commodity production and exchange, the mass manipulation of tourist commodity signs, the standardization of products, tastes, and experiences. In Conclusion, this study proposes the task of tourism philosophy.
