        직업적 음성사용자의 특징

        The population of professional voice users is increasing in Korea, nowadays. Voice problems in professional voice users cause more negative impact to have their ability to work and maintain their well-being life. In this article, the authors reviewed the characteristics of professional voice users and described the evaluation methods, treatment option and managements in professional voice users.

        석탄화력발전소 입지지역의 환경피해 보상정책의 개선 방안:충남에 대한 사례 연구

        This paper has begun with the awareness that the government has not properly compensated the residents for the environmental degradation and their health damages caused by coal fired power plants. In particular cases of Chungnam province was chosen and analyzed. Analyses have revealed the realities that the total damages from the government were too little, compared to environmental costs, regional coverage of compensation was very limited, and the rights and obligations between polluters and ictims were distorted. This study has concluded that there are some needs to raise local monetary funds for the coal fired power plant companies to internalize the external effects and for the governments to pursuit their own development projects. Based on the research results, the revisions of coal fired power plant related policy have been suggested; Imposition and collection of emission charges, Local resource and facility tax, Assistance programs to neighboring area.

        환경친화적 숲길의 조성과 관리를 위한 정책 제안

        With the popularity of walking, different branches of the government and local governments have been making a lot of paths for walking including trails, promenades and so on. It is believed to have negative impacts on their surrounding nature and the environment because of excessive exploitation and environmentally-unfriendly path-making procedure. Therefore scientific and systematic construction methods for walking paths are considered crucial for eco-friendly walking paths so that they have the least impact on the environment from the planning of walking paths to the maintenance of them. However, there have been no regulations or environmental assessments on the trail-makings only except a few declaratory guidelines. It has been said that ill-made trails have been causing environmental damages to the ecosystem and the environment of the surrounding areas. To tackle those problems, the followings are suggested that these three regulations ? ① Evaluation, ② Certification, ③ Feasibility study - should be introduced to the trail-making projects in Korea. These regulatory policies will contribute to the ecologically-friendly making and maintenance of walking trails.

        Critical reviews of Korea's EIP Projects and Suggestions for Amendments to Laws

        산업단지 정책은 우리나라 산업정책의 주요한 수단으로 간주되어 왔다. 산업발전 과정에서 어떤 산업단지는 환경문제의 주범이라는 비난을 받기도 했다. 이러한 사회적 환경적 문제에 대한 반응으로 연구자 및 정책결정자들은 새로운 개념의 산업단지를 도입하고자 했는데, 그 산업단지는 환경적 성과와 경제적 효율성을 동시에 달성할 필요가 있었다. 결과적으로 생태산업단지(EIP) 개발사업이 정부 주도로 착수되기에 이르렀다. 산업생태학에 기반을 둔 생태산업단지는 자연생태계를 모방한 상리적인 관계를 네트워크를 구축하여 기업의 생산시스템과 환경관리를 통합하는 것을 목적으로 한다. 정부는 이미 5개의 생태산업단지 개발사업을 수행하였고, 이제는 전국적으로 더 많은 생태산업단지를 개발하는 사업을 실시하고 있는데 세계 최초로 8개의 EIP허브-스포크(EIP Hub-Spoke) 체계로 추진되고 있다. 그동안의 생태산업단지 개발을 통해, 기존의 생태산업단지 개발사업은 법률과 정책적 측면에서 여러 문제가 있다는 것을 알 수 있었다. 생태산업단지 개발의 경험과 선행 연구를 통해 산업단지를 통한 자원재활용 상의 문제점이 드러났다. 이를 문제는 ① 폐기물 정보의 개선, ② EIP사업의 공간적 제약, ③ 기업참여의 동기부여, ④ 환경업체들의 산업단지 입주 불허, ⑤ 기역의 재활용네트워크와 미연계로 요약될 수 있었다. 그리고 정책적으로 이를 해결하기 위해서 관계 법률, 특히 ① 폐기물관리법, ② 자원의 절약 및 재활용 촉진에 관한 법률, ③ 산업집적 활성화 및 공장설립에 관한 법률. ④ 환경친화적 산업구조로의 전환촉진에 관한 법률의 개선을 필요로 한다는 점을 밝혔다. 이러한 법률 개선 외에도 장기적으로 산업단지 개발 및 관리·운영, EIP사업 등을 다루는 산업공생지원법 을 제정할 필요성이 있으며, 지역사회의 자원순환네트워크와 연계된 EIP 전략이 필요하다는 점도 지적하였다. 이러한 전략 추진을 통해 지역-환경-경제가 통합된 지속가능한 한국형 생태산업단지 개발사업이 가능할 것이다. Industrial complexes have been regarded as important tools of industrial policy in Korea. In the process of industrial development, some industrial complexes have been blamed as major causes of environment-related problems. In response to social and environmental problems, researchers and policy makers have tried to introduce a new type of industrial complexes, which requires environmental performance and economic efficiency at the same time. As a result, 'Eco-industrial Park(EIP)' projects have already started up by the central government of Korea. The primary object of EIP approaches based on industrial ecology is to integrate firms' production systems and environmental management by forming networks of mutually beneficial symbiosis that mimic natural ecosystem. The government has already developed 5 EIPs and is now planning on developing more EIPs across the nation. Recently ever-first EIP Hub and Spoke strategies have been introduced in Korea, ending up in a 8 Hub EIPs. Throughout the EIP developments since the policy started, I came to know that there have been some issues and problems in the pre-existing national EIP development projects in terms of law and policy. Throughout years of experiences and researches, several important problems in recycling of resources have been exposed. Among those problems are ① Securing waste information and improving of waste database, ② Spatial restrictions of EIP Projects, ③ Lack of motivation to participate in symbiotic networks, ④ Policy banning recycling industries from locating in Industrial complexes, ⑤ Difficulties in linking to the regionally based recycling network. To solve those problems we can use several strategies. But when it comes to laws and policies in particular, revisions of these acts, ① Waste Control Act, ② Act on the Promotion of Saving and Recycling of Resources, ③ Act on the Promotion of Industrial Clusters and Plant Establishments, ④ Act on the Promotion of Change into Environmentally Friendly Industrial Structure, are crucial for the further development of the current EIP projects. Besides changes in these laws, basically a special law(for example, Act on Assistance for Industrial Symbiosis) dealing exclusively with industrial complexes can be another option in the long run. Also a regional-based recycling system needs to be introduced into Korea's EIP projects at the moment. These trials can be much of help with shrinking EIP projects and waste exchange activities leading to Korean version of EIPs and cyclical society.

        산업단지 환경시설관리의 문제와 개선방안

        Industrial complexes are one of the major sources of environmental pollution here in Korea. But the understandings and settlement methods of the environmental pollution from industries have not been developed when compared to other efforts for the prevention of environmental pollution or for the development of industry. So we have many problems not being settled in relation to industrial and environmental conditions. This paper aims at proposing relevant and proper alternatives or strategies about the settlement of environmental problems surrounding the major environmental facilities in existing industrial complexes, after finding out the existing problems in environmental pollution and industrial conditions. Through this paper, I recommend highly that we have five industrial policies including the enforcement of public traits of industrial complexes and six institutional strategies including integrated management system of industrial complexes. These kinds of advanced policies will have effects on the further development of industrial complexes facing various environmental problems here in Korea.
