정신장애인의 서비스이용, 가족 지지, 사회적 지지가 삶의 질에 미치는 영향

이 연구는 정신요양시설에 있는 정신장애인의 삶의 질을 증진시키기 위한 노력의 일환으로, 정신요양시설 정신장애인의 서비스이용 수, 가족의 지지, 사회적 지지가 삶의 질에 어떤 영향을 미치는지를 파악하였다. 이를 위해 전국 56개 정신요양시설에서 생활하는 1,742명에게 구조화된 설문지를 통해 자료를 수집·분석하였다. 분석한 결과, 정신장애인의 삶의 질에 가족의 지지와 사회적 지지 중에서 치료진 지지, 중요 타인 지지가 유의미한 영향을 미치는 것으로 나타났고, 반면에 서비스이용 수와 사회적 지지 중에서 친구지지는 유의미한 영향을 미치지 않은 것으로 나타났다. 결론적으로, 가족의 지지가 시설 내 정신장애인의 삶의 질을 향상시킬 수 있고, 사회적 지지체계 중 치료진과 중요 타인들이 정신장애인의 삶의 질을 향상시킬 수 있음을 주장하였다. 이를 바탕으로 시설 내 정신장애인의 삶의 질을 증진시키기 위하여, 가족의 지지기능과 사회적 지지체계를 강화시키기 위한 방법에 관하여 제언하였다. As a scientific endeavor to improve the quality of life of the institutionalized mentally ill, the study attempted to identify significant effects of such variables as the number of service utilization, family and social support on the clients` quality of life. Through the structured questionnaire administered to a total of 1742 inmates in 56 mental recuperation institution in Korea, it was found out that supports from family, professional practitioners, and significant others have statistically distinguishable effect on the inmates` quality of life. Based on the findings, some concrete practical efforts involving professional practitioners as well as family members were suggested to be made by the mental health institutions.

한국 사회복지학 실천의 동향과 과제

  실천학문으로서의 사회복지학(사회사업학)은 해당 사회의 정치, 경제, 사회, 문화의 변화에 따라 학문의 교육과 방법에 있어서 가변성이 많은 학문영역이다. 한국의 사회복지학의 실천영역도 예외는 아니어서 지난 60년간 한국사회의 급격한 변동 속에서 엄청난 변화가 있었으며, 정체성의 위기에 직면해 있다는 우려가 높다. 본 논문은 한국에 사회복지학이 소개되어 발전해 온 과정을 개괄하고, 사회복지 실천현장에 직ㆍ간접의 영향을 미치는 주요한 사회상황을 분석하고, 현재 사회복지 실천현장의 긍정적ㆍ부정적 요소를 파악하여 이를 해소하는 개혁방안을 제시하고 있다. 연구결과, 사회복지학은 기초과학과의 차별성을 확보하고, 실천 및 학문영역을 재분류하고, 교육의 질을 개선해야 하고, 타 휴먼서비스분야와의 조화를 이룩해야 하며, 사회복지사의 근무환경을 개선하는 노력이 있어야 함을 개혁과제로 제시하고 있다.   Aa an academic discipline and a professional career, social welfare(social work) in korea is faced with identity crisis. Based on the intensive analysis of historical developments and changes in socioeconomic environment, this study confirms a series of critical issues and suggests the subjects to be discussed in social welfare practice field as well as academic circle. Thus this study emphasizes the need: to maintain academic identity separable from other related social sciences; to recategorize the areas of social welfare major; to readdress the competitive relationship with other human services; to improve the working conditions of social workers; and so on.

자원봉사센터의 지역사회 네트워크에 관한 기술적 연구

본 연구는 자원봉사센터의 지역사회 네트워크 실천모델의 구축방안을 마련하기 위하여 서울지역 25개 자치구 자원봉사센터와 정부․관공서, 사회복지시설, 교육기관, 기업, 종교기관, NGO단체, 국민운동단체, 자원봉사 전문단체와의 네트워크를 파악하고, 자원봉사센터의 효과성을 분석하여, 네트워크의 활성화 정도가 비교적 우수한 자원봉사센터를 범주화하여 이들 센터와 네트워크를 형성하고 있는 기업, 사회복지시설, 자원봉사단체, 공공 교육기관 부문의 네트워크를 분석하였다. 주요 연구결과로는 자원봉사센터는 공공기관과 사회복지시설 중심의 네트워크 형성에서 벗어나 모든 주요 부문과 고른 접촉빈도를 갖는 것이 중요하며, 센터장의 마인드가 네트워크 형성에 지대한 영향을 미치며, 네트워크 수준이 높을수록 센터의 조직효과성이 높다는 것이 입증되었다. This study was conducted to find out the possible strategies to build community network between local volunteer centers and related community organizations. A structured questionnaire was administered to 25 volunteer centers in Seoul. Various public and private organizations were also interviewed to identify their degree of frequency and contents of contact. The collected data were analyzed by SPSS WIN 14.0. Some of the major findings are summarized as follows: First, local volunteer centers tend to limit their network with local government offices and social welfare organizations, suggesting the need to expand the network with other organizations. Second, the more the volunteer centers have both extensive and intensive network, they are more likely to earn more volunteers and financial assistance from either local government and business corporations. Finally, it was found that community network of the volunteer centers affect strongly organizational effectiveness.

The basal cell adenoma of the parotid gland is rare benign disease, first described and adequately documented as a distinctive tumor from benigh mixed tumors (pleomorphic adenoma) by Kleinsasser and Klein in 1967. This tumors is an isomorphic epithelial tumor of salivery gland, characteristic of absence of myoepithelial cells which are present in pleomorphic adenoma and other salivery gland tumors. Clinicopathologically the tumors is very difficult to differentiate with pleomorphic adenoma or adenoid cysticㆍcarcinoma. The prognosis is excellent by complete extirpation of the tumor. The present report presents two cases of basal cell adenoma of the parotid gland seen in 63 year old man and 71 year old man in one-year period at Department of Surgery, Yonsei University College of Medicine.

사회복지사업법의 문제점과 개선방안 - 사회복지법인 관련 규정을 중심으로 -

본 연구는 「사회복지사업법」에 대한 법제적 검토를 통해 사회복지법인과 관련된 규정의 해석 및 적용상의 문제점을 파악하고, 이를 개선하기 위한 방안을 제시하는데 목적을 두었다. 연구는 먼저 「사회복지사업법」의 제·개정 과정에 따른 법인 및 시설의 법적 지위 변화 분석을 통해 현행 규제 체계의 문제점을 도출하고 개선 방향을 제시하였다. 이어서, 「사회보장기본법」 등과의 관계 및 민법, 공익법인법 등과의 연계성을 분석하여 법인에 대한 적용 가능한 시사점을 도출하였다. 그리고 사회서비스의 공공성과 법인의 자율성 및 책임성을 포함한 법인 및 시설의 역할 제고와 역할 강화 방안을 제시하며, 특히「사회복지사업법」의 개선 방향에 대해 논의하였다. 주요 개선방안으로는, 「사회복지사업법」 제1조의 목적 규정과 제1조의2 기본이념 규정에서 공공성만을 강조하고 전문성, 자율성, 창의성을 간과한 점을 지적하고 이를 포함시키는 방향을 제안하였다. 또한, 법 제26조에 근거한 행정처분의 기준 명확성을 제고하기 위해 시행령 등을 통한 구체적인 처분 기준의 개정을 검토하였다. 행정처분의 구성요건의 추상성을 극복할 방안을 모색하였으며, 임시이사제도, 외부추천이사제 도 및 외부추천감사제도의 개선방안도 제시하였다. 또한, 법인의 잔여재산 귀속 규정에 대해 공익에 부합하는 해산의 자유 보장을 위한 방안과 법인의 역량 강화를 위한 운영비 개선 및 지원 방안 등을 제안하였다. 본 연구는 「사회복지사업법」이 자율성과 전문성을 기반으로 민간 사회복지서비스의 효율적인 전달을 보장해야 한다는 점을 강조하였는바, 사회복지법인 규제의 과도함으로 인한 부작용과 현장의 우려를 반영하여 「사회복지사업법」의 균형 있는 발전을 위한 논의의 장이 활성화되기를 기대한다. This study aims to identify problems in the interpretation and application of regulations related to social welfare corporations through a legal review of th e Social Welfare Services Act, and to suggest ways to improve them. The stu dy first derives the problems of the current regulatory system and suggests d irections for improvement by analyzing changes in the legal status of corporati ons and facilities according to the enactment and amendment process of the S ocial Welfare Services Act. Subsequently, applicable implications for corporatio ns were derived by analyzing the relationship with the Framework Act on Soci al Security and the connection with the Civil Act and the Public Interest Corp oration Act. In addition, measures to enhance and strengthen the role of corporations and facilities, including the publicity of social services and corporate a utonomy and accountability, were proposed, and in particular, directions for im provement of the Social Welfare Services Act were discussed. As a major improvement plan, only publicity was emphasized in Article 1 of the Social Welfare Services Act and Article 1-2 of the Basic Ideological Regul ations, and it was pointed out that expertise, autonomy, and creativity were o verlooked, and a direction was proposed to include it. In addition, it was revie wed the revision of specific disposition criteria through the Enforcement Decr ee of the Act to improve the standards based on Article 26 of the Act. It sou ght ways to overcome the abstraction of the constituent requirements of admi nistrative disposition, and suggested ways to improve the temporary director s ystem, the external recommended director system, and the external recommen ded audit system. In addition, it proposed measures to guarantee freedom of d issolution in accordance with the public interest and ways to improve and sup port operating costs to strengthen the company's capabilities. This study emphasized that the Social Welfare Service Act should ensure th e efficient delivery of private social welfare services based on autonomy and expertise, and it is expected that the forum for discussion for the balanced de velopment of the Social Welfare Service Act will be activated by reflecting sid e effects and concerns on the field due to excessive regulations on social wel fare corporations.
