경찰공무원 복지 향상을 위한 종합시스템 구축방안 -퇴직관리를 중심으로

사회전반에 걸쳐 삶의 질에 대한 관심이 높아지고 있다. 이에 경찰 복지에 대한 요구가 다양하게 표출되고 있으며 선진형 경찰복지 시스템 구축이 시급한 실정이다. 그러나 현실적으로 경찰복지에 대한 제도적·물리적 기반이 취약한 것이 사실이다. 이에 본 연구는 경찰공무원의 복지향상을 위한 종합시스템 구축을 위해 퇴직관리를 중심으로 논의를 진행하였다. 경찰공무원의 복지제도는 일반공무원의 복지제도에 포함되어 개별적인 정책이 마련되어 있지 않다. 퇴직과 관련해서는 매년 1만여명의 경찰공무원이 퇴직하고 있으나, 군인의 퇴직관리제도와는 많은 차이를 나타내고 있다. 결과적으로, 경찰공무원의 복지 향상을 위한 종합지원시스템 구축 방안은 다음과 같다. 첫째, 「경찰공무원 보건안전 및 복지기본법」상의 기본계획 수립 및 현황조사 기간의 단축이 필요하다. 둘째, 경찰공무원에게 적합한 복무단계별 맞춤형 복지제도가 강화되어야 한다. 셋째, 퇴직 경찰공무원을 민간조사제도에 활용하는 방안이다. 넷째, 경찰청 단위에만 설치되어있는 복지정책과를 확대하여 설치·운영되어야 한다. Interest about quality of life is rising over society whole. Hereupon, requests about police welfare is expressed variously and advancement style police welfare system construction is urgent circumstance. But, it is true that systematic and physical base about police welfare is weak actually. Therefore, this study discussed retirement management in priority for total system construction for police officer`s welfare elevation. Police officer`s welfare system is included to general public official`s welfare system and individual policy was not readied. Regarding retirement, 10 thousand police officer`s are retiring every year, but is displaying a lot of differences with soldier`s retirement management system. As a result, total support system construction plan for police officer`s welfare elevation is as following. First, need general planning establishment and shortening of present condition investigation period in ``police officer health safety and welfare fundamental law``. Second, selection type welfare system by suitable work stage should be strengthened to police officers. Third, it is plan that use retirement police officer`s to private investigation system. Fourth, establish expanding welfare policy office had established only in the National Police Agency and should be operated.

As the global warming problem has recently emerged, many countries are implementing carbon energy-related policies to reduce carbon dioxide. However, most cases are limited to new buildings. Therefore, in this study, PCM was applied to an aging educational building, but the effect was evaluated by applying it to the passive element of the building, the envelope, and the active element, Photovoltaic (PV). As a result of the study, when PCM was applied in the form of a building material to the roof surface, a reduction rate of 14521.6 kWh/year was shown for the cooling load, and the value for the heating load was slightly increased due to the shading caused by the PV panel installation. Considering the amount of PV power generation, the application of PCM in the form of a building material to the roof surface resulted in a total energy saving rate of 22.55%. Through this, it was concluded that it is possible to reduce the load on building energy through the application of PCM and contribute to national energy saving.

현대의 경찰 활동은 경찰공무원 개인에 의한 독자적인 수행보다는 조직구성원의 상호 작용을 통해서 이루어지고 있다. 국민의 생명과 신체 및 재산을 보호하고 사회 질서를 유지하기 위한 경찰 조직의 목표 달성에 있어서 적합한 경찰공무원의 선발 및 입직 후 경찰공무원의 자질 향상과 역량 강화는 중요한 요소이다. 하지만 경찰 조직은 팀별 활동에 기반을 두고 있는 특성을 갖고 있기에 조직 특성에 적합하게 활동하고 사회질서 유지를 위해서는 무엇보다 경찰공무원들의 상호 협력이 더욱 중시되고 있다. 따라서 본 연구는 초동적인 경찰 업무 활동을 하고 있는 외근 경찰공무원으로 국한하여 이들의 사회질서 유지를 위한 조직효과성에 대한 인식 차이를 살펴보았다. 실증 분석 결과, 외근 경찰공무원의 인구사회학적 특성에 대한 개인별 변수 중에서 성별, 연령, 근무지역, 경찰서 급지, 계급, 근무기간에 따라 조직효과성 인식은 통계적으로 유의미한 차이가 있는 것으로 조사되었다. 그러나 경찰공무원의 학력과 결혼여부에 따른 조직효과성의 인식은 차이가 없는 것으로 파악되었다. 이를 통해 경찰공무원의 조직효과성을 향상 시킬 수 있는 방안이 시급히 마련되어야 할 것이고 획일적인 운영과 관리에서 탈피하여 성별, 연령별, 지역별, 경찰서 급지별, 계급별, 근무기간에 따라 세분화하여 차별화된 교육?훈련이 필요하다고 본다. 내부 구성원의 조직효과성을 향상시키고 나아가 외부 고객인 국민의 만족을 유발하여 궁극적으로 사회질서 유지에 이바지할 수 있을 것이다. Modern police activity is achieved than individual achievement by police officers through members interaction. It is polices goal which protect citizens life and body, property and is public order maintenance and to achieve this, suitable police officials selection and public official upgrading the quality and capacity strengthening are important element. But, polices organization has characteristic that do activity by team, and therefore, mutual cooperation of police officers is important first of all for public order preservation. Therefore, this study limited as patrol police officers and investigated realization difference about organizational effectiveness for public order maintenance. Analysis result, realization of organizational effectiveness appeared difference according to sex, age, area, police departments, class, period.
PV 발전량 증대 및 지붕 과열 해결을 위한 상변화물질의 적용 성능 평가

Owing to growing concerns regarding global warming, numerous green building-related policies have been implemented in various countries to reduce carbon dioxinde emissions. However, such standards typically only apply to new buildings, even if existing buildings are being renovated. In the pursuit of carbon reduction, this study focused on the application of a phase change material (PCM) to an aging educational building. The PCM was applied to the passive element and active element of the building. Among the other scenarios, Scenario 5 exhibited the smallest increase in heating load at 7134.2 ㎾h/year. Considering PV(Photovoltaic) power generation, Scenario 4 resulted in total energy savings of 22.545%. Thus, using PCMs, it is possible to reduce building energy consumption and contribute toward national energy savings.
