        Prediction of Cohesive Sediment Transport and Flow Resistance Around Artificial Structures of the Beolgyo Stream Estuary

        To predict changes in the marine environment of the Beolgyo Stream Estuary in Jeonnam Province, South Korea, where cohesive tidal flats cover a broad area and a large bridge is under construction, this study conducted numerical simulations involving tidal flow and cohesive sediment transport. A wetting and drying (WAD) technique for tidal flats from the Princeton Ocean Model (POM) was applied to a large-scale-grid hydrodynamic module capable of evaluating the flow resistance of structures. Derivation of the eddy viscosity coefficient for wakes created by structures was accomplished through the explicit use of shear velocity and Chezy’s average velocity. Furthermore, various field observations, including of tide, tidal flow, suspended sediment concentrations, bottom sediments, and water depth, were performed to verify the model and obtain input data for it. In particular, geologic parameters related to the evaluation of settling velocity and critical shear stresses for erosion and deposition were observed, and numerical tests for the representation of suspended sediment concentrations were performed to determine proper values for the empirical coefficients in the sediment transport module. According to the simulation results, the velocity variation was particularly prominent around the piers in the tidal channel. Erosion occurred mainly along the tidal channels near the piers, where bridge structures reduced the flow cross section, creating strong flow. In contrast, in the rear area of the structure, where the flow was relatively weak due to the formation of eddies, deposition and moderated erosion were predicted. In estuaries and coastal waters, changes in the flow environment caused by artificial structures can produce changes in the sedimentary environment, which in turn can affect the local marine ecosystem. The numerical model proposed in this study will enable systematic prediction of changes to flow and sedimentary environments caused by the construction of artificial structures.

        공공건설공사의 하도급 거래 공정화를 위한 계약변경 제도개선 방향

        Subcontracting of construction is essential to carry out public construction projects. Subcontractor of the construction work shall enter into a contract with the original contractor without directly entering into a contract with the owner. Subcontracts are therefore greatly affected by the original contract with the owner. To protect subcontractors, the Fair Trade Act is enacted and the construction company's standard subcontracting contract is in operation. However, subcontracts are not properly reflected in the Government contract system, which deals with the relationships between the owner and the original contractor. In particular, the subcontractor may complain of difficulties at the public construction site as such procedures are not properly reflected in the construction work standard subcontract, although various procedures shall be carried out depending on the amount when change order occurs in subcontracts. Thus, the direction of improvement of subcontracting systems was proposed in the case of change order at public construction project sites as follows: First, the rights of subcontractors should be strengthened. Second, in order to resolve the information non-identity, subcontractors should have access to information related to subcontracts. Third, the status of subcontractor shall be guaranteed by reflecting the characteristics of the subcontract when the original contract for public works is concluded. Fourth, the dispute settlement method should be prioritized over litigation in order to fair subcontracting. 공공건설사업을 수행하기 위해서는 건설 하도급은 필수적인 사항이다. 건설공사의 하수급인은 발주자와 직접 계약을 체결하지 않고 원수급인과 계약을 체결하기 때문에 발주자와 원수급인의 계약에 큰 영향을 받고 있다. 하수급인을 보호하기 위해 공정거래법이 제정되고 건설공사의 표준하도급계약서가 운용되고 있지만 발주자와 원수급인과의 관계를 다루는 국가계약법령체계에서는 하도급계약이 제대로 반영되어 있지 못하다. 특히 하도급계약에서 설계변경이 발생할 경우 금액에 따라 다양한 절차를 거쳐야 하지만 이러한 절차 등이 건설공사 표준하도급계약서에 제대로 반영되지 않고 있으므로 공공건설현장에서는 어려움을 호소하는 경우가 있다. 이에 본 연구에서는 공공건설사업현장에서 설계변경이 이루어질 경우 하도급계약의 제도개선 방향을 다음과 같이 제시하였다. 첫째, 국가계약에서 하수급인의 원수급인에 대한 권리를 강화해야 한다. 둘째, 정보비대칭성을 해소하기 위해 하수급인이 하도급계약과 관련한 정보에 접근할 수 있도록 해야 한다. 셋째, 공공공사의 원도급계약체결시에는 하도급계약의 특성을 반영하여 하수급인의 지위를 보장해야 한다. 넷째, 하도급거래 공정화를 위해 분쟁처리방법을 소송보다 조정이나 중재를 우선하도록 해야 한다.

        Haptic gaze in Asian female ghost films, Ringu (1998) and Juon (2002)

        Female ghosts’ gaze in Asian horror films is foregrounded because it is used like a weapon to kill people, while in Hollywood horror films, monsters or killers’ gazes moves objects to kill people. In Asian female ghost horror films, he victims always make eye contact with female ghosts, and they go mad or die following that contact. female ghosts’ gaze in Asian horror films is haptic. The female ghost’s gaze touches characters’ eyes and kills these characters (who see ghosts which are not real) in the film narrative, sending a bone-deep chill through the viewer. In Hollywood horror films, characters are killed by a lethal weapon or objects that causes bodily harm because female protagonist’s gaze moves objects, while in Asian horror films, female ghosts’ gaze kill people without any external wounds. Gazes are foregrounded, and their power is maximized in Asian horror films. In Ringu, Sadako’s gaze is haptic, striking the victims’ and the viewers’ eyes, and engendering fear from both characters and audience. The close-up of Sadako’s eye is actually for projective haptic gaze as touch, implying that it is intended to shock the character (Ryuji) and the viewer. What is interesting in Juon is the similarity between the female ghost‘s assaultive gaze and the living character’s reactive gaze. While in Hollywood horror films, the assaultive gaze and the reactive gaze do not mirror each other in such a fashion, in Juon, gazes between female ghosts and living characters are similar, mimicking each other A female ghost’s gaze is haptic, touching the eyes of characters and viewers, and engendering a somatic response from them.

        건설산업 국제경쟁력강화를 위한 건설분쟁처리절차 개선방안

        Problems related to construction contracts arise if they are not reflected in the design phase from the planning phase of the construction project, or if they are not properly dealt with despite various changes in the construction phase. So far, there have been a number of discussions in Korea regarding the improvement of the procedures for resolving construction disputes, and the problems related to the procedures for solving construction disputes have been raised steadily, but the problems related to the procedures for solving construction disputes are still unresolved. Therefore, in this study, the followings were proposed to strengthen the international competitiveness of the construction industry. First, the so-called Construction Dispute Mediation Act should be enacted to prepare the basis for the establishment of a tentatively named Construction Dispute Mediation and Arbitration Agency(CDMA). Second, the work of the CDMA should be limited to the work of supporting the DRB, mediation and Arbitration the private and public sectors. Third, it is required to choose between adjustment and arbitration when obtaining a contract and to operate the DRB during construction phase. Fourth, CDMA should be established as standing bodies, and branches should be operated in various parts of the country. Fifth, construction experts from various areas should be included as members so that disputes over construction contracts can be dealt with quickly. And finally, relevant laws that specify the procedures for dealing with construction disputes should be amended together.

        공공 건설사업의 효율적 건설사업관리수행을 위한 제도개선방안 - 총사업비관리지침을 중심으로 -

        In large public construction projects with a certain size or larger that need to be carried out over a number of years, the Authority must secure a budget for construction project management activities by the construction manager. There is no problem if the project management budget secured by the issuing Authority and the project management budget executed by the issuing Authority are the same, but if not, various problems will arise. Therefore, in this study, the following measures were proposed to improve the system for efficient operation of construction project management: First, the construction project management terms and tasks specified in the statutes and the guidelines of government agencies should be unified and the standard for calculating consideration should be unified. Second, the total project cost management guideline should be specified so that the missing construction project manager can receive compensation for the technical proposal. Third, if the project cost is changed in the long-term continuous construction project, the construction project management expense should be adjusted accordingly. Fourth, if construction project management service is required from the Authority, the basis for consignment to a specialized institution should be specified in the total project cost management guideline.

      • 장기체공무인기 마이크로파 복사계 관측의 기상학적 활용연구

        이 연구에서는 장기체공무인기의 사전 활용연구로 EOS(Earth Observing System) Aqua AMSU-A(Advanced Microwave Sounding Unit-A; hereafter AMSU)의 온도 프로파일을 활용하여 세계기상기구에서 정의된 열적 대류권계면 고도를 추정하였다. AMSU 온도 프로파일의 정확도 검증을 위하여 오산 라디오존데 온도 프로파일과 비교한 결과 0.8 이상의 높은 상관성을 보였고, systematic bias를 확인하였다. bias correction을 적용하여 대류권계면 고도를 추정한 결과, 상당한 개선을 확인하였다. 이러한 개선은 특히 겨울철에 뚜렷이 나타났다. 이러한 결과를 종합하여 볼 때, AMSU의 활용 가능성을 확인하였다. 이렇게 분석된 결과는 차후 성층권-대류권 상호작용 연구뿐만 아니라 위험기상 예보 측면에서 대류권계면 접힘 현상을 유추하는 자료로 활용될 것으로 기대된다. In this study, we retrieved thermal tropopause height defined from World Meteorological Organization(WMO) using temperature profile derived from AMSU onboard Aqua satellite. To validate temperature profile of AMSU compared with temperature observed from radiosonde at Osan station. Correlation coefficients are significant which is grater than 0.8. We also confirmed systematic bias and applied bias correction to AMSU. Thermal tropopause height is improved. It is expected that tropopause height will be made use of meteorological research area such as stratosphere-troposphere exchange and severe weather.

        장기계속공사계약의 효율적 운영을 위한 제도 개선

        The entire duration of the long-term continuous construction contract project cannot be expected when calculating the initial budget as the construction of the contract is carried out annually according to the budget composition. In addition, the statutes related to the defect liability and execution of contracts have not been established systematically in relation to the contract. Therefore, there are many problems at the actual construction site with regard to the defect liability or the performance of the contract in relation to the contract. In this study, the following improvement directions were presented for the efficient operation of the contracts: First, the defect liability is legal and should be specified in an Act rather than an enforcement decree. Second, if the parties to the contract vary in the following order in the contract, the special agreement should be specified in the enforcement decree. Third, in the event of an indirect cost due to the extension of the period of the long-term continuous work, the contingency items of the total project cost management policy should be utilized. Fourth, in the case of general construction contract conditions, clauses related to the purchase of the premium of the CAR, inspection, taking over, defect repair, and defect inspection shall be supplemented.

        원통형 복셀 모델과 유한차분법 기반 섬유강화복합재료 열전달 시뮬레이션의 적분방법별 연산시간 분석

        The heat transfer process of fiber-reinforced composite materials depends on heterogeneous and complex boundary conditions, which limit the use of various conventional numerical methods. In this study, the finite difference method (FDM) was used to facilitate efficient numerical analysis. Fibers and fabrics were modeled as a series of cylinders and then transformed to a bulk of cubic-shaped element, known as “voxels,” to implement the FDM. Each voxel contained a heat transfer coefficient of the matrix or reinforcement fiber, considering the fiber orientation angle. Two types of time integration methods, i.e., the explicit-Euler and implicit–explicit hybrid integration schemes, were adopted, and their calculation times were compared.
